1919-03-18 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA,
TUESDAY EVENING, MARCH 18TH, 1919
The meeting convened at 8 orclock p. m. with Council-president Majors
presiding.
The roll was called and Councilmen Latham, Probst and President Majors were
noted present. Absent: Councilmen Noy and Otis.
In the absence of City Clerk R. E. Bosshard,William J. Locke was appointed
City Clerk, pro tem.
The minutes of the regular meeting of March 4th were approved as read.
The following were received:
The continuation certificates on the bonds of H. P. Wichman and Arthur
D. Goldsworthy. Ordered filed.
The following communications were received:
2. From a sub-committee of the Liberty Loan Committee asking for an appropria-
tion of money to purchase a set of flags for the vessel that is to be named in honor
of the City of Alameda. Mr. H. D. Maynard was presented and addressed the Council
and urged such an appropriation, whereupon Mr. Latham moved that an amount not to
exceed $175.00 be appropriated for the purpose named, seconded by Mr. Probst and
on roll call carried unanimously.
From Joseph Ginsburg, requesting a gratuitous license to peddle fruit and
produce and from Milton Williams req uesting a gratuitous license to peddle pictures.
As the same bore the endorsement of W. 0. Jacoby, Chief of Police,and City Manager
Charles E. Hewes, Mr. Probst moved that the request be granted, seconded by Mr.
Latham and carried.
4. /7 From Josephus Daniels, Secretary of the Navy, relative to the invitation
extended to him to visit the City of Alameda. Ordered filed.
From Senator Edwin M. Otis, stating that the Senate Judiciary Committee
would consider Senate Bills relative to the validating of leases on Goverunent Islan
Thursday evening, March 20th, 1919. It was arranged that City Manager Hewes and
City Attorney Locke be present at the hearing.
6. v/ Mr. Probst intxodaced the following Resolution and moved its adoption:
"Resolution No. 205.
Directing the City Attorney to Request Assemblymen and
Senators of Alameda County to Oppose Assembly Bill No.
527, and Senate Bill No. 128, Entitled "An Act Ratifying
Municipal Leases of, and Franchises or Permits to Use,
Tide or Submerged Lands."
Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
V Mr. Probst introduced the following Resolution and moved its adoption:
"Resolution No. 206.
Requesting a Payment of Taxes on the Liberty Ship Yard,
Emergency Fleet Corporation, as Levied March 1, 1918."
Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
8. The Council now proceeded with the canvass of the returns of the General
cipal Election held March llth, 1919, which showed the vote as follows:

12• // City Manger Hewes broughtup the request of Geo. H. Hagy for permission to
alter and enlarge the premises occupied by him on the corner of Haight Avenue and
Webster Street. The matter was referred to the City manager and City Attorney to
be reported on at the next meeting of the Council.
Mr. Latham moved that the Council meet as a Committee of the Whole,Tuesday
evening, March 25th, 1919, for the purpose of considering an improvement program
for the coming year, seconded by Mr. Probst and carried.
There being no further business to transact the Council adjourned to meet in
regular session Tuesday evening, April 1st 1919, at 8 o'clock.
