1919-04-01 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA, TUESDAY EVENING, APRIL 1ST, 1919. The meeting convened at 8:05 p. m. with Council-president majors presiding. The roll was called and Councilmen Latham, Noy, Otis, Probst and president Majors, were noted present. Absent: None. 1. / Mr. Probst introduced the following Resolution and moved its adoption: "Resolution No. 208. erring $3,187.50 From the Electric Light Fund to the Interest and Redemption Fund." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and pased unanimously. The following communications were received: From the Union Street Garage requesting permission to erect a new building on the present site. The same was accompanied by communications from Mrs. W. A. Bissell and Paul K. Buckley, urging that the permission be given, and by a petition signed by seventeen persons making the same req, uest. Mr. Latham moved that a public hearing be held in the Council Chamber, Tuesday evening, April 15th, for the purpose of con- sidering this matter in accordance with Section 33 of Ordinance No. 144, New Series, and that the City Cletk advertise a notice of such public hearing, seconded by Mr. Probst and carried. 3. From the Alameda Improvement Club urging the widening of Webster street between Atlantic Avenue and the Bridge. Ordered filed. 4. / From Samuel Hillman, 1519 Stanton Street and Joseph L. Blackman, 24 Felton Street, San Francisco, req uesting gratuitous licenses to peddle junk. As they bore the approval of the Chief of Police and the City Manager, Mr. Latham moved that the reouests be granted, seconded by Mr. Probst and carried. 5. / From Charles Piez, Director General of the Emergency Fleet Corporation, acknowledging receipt of Resolution No. 206, requesting the payment of the taxes on the land occupied by the Liberty Ship Yard. Ordered filed. 6. v/ From Neptune Beach Company asking permission to operate a long range shooting gallery. The matter was referred to the City Manager. 7. t/ From the San Francisco, Oakland Terminal Railways, req uesting permission to install an additional switch to complete a "Y" at Ninth Street and Santa Clara Avenue. The same was accompanied by a plat showing the proposed addition. Mr. Probst moved that the request be granted, seconded by Mr. Latham and carried. 8. 1/ Mr. Probst introduced the following Resolution and moved its adoption: "Resolution No. 209. Authorizing the Purchasing Agent to Purchase Alcohol for the Use of the Receiving Hospital and the Laboratory Maintained by the City of Alameda." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. • / Mr. Otis introduced the following Resolution and moved its adoption: "Resolution No. 210. Appointing William J. Locke and C. E. Hickok Members of the Water Commission Vice A. F. St. Sure and Burnett Hamilton, Resigned." Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. April 1st 19 For Ordinance No. New Series. Amending Section 642 of the ,unicipal Code, and Defining the Word "Alterations" under Certain Circumstances, with Respect to Wooden Buildings," was introduced and laid over under a provision of the charter. A Bill entitled "A Bill For Ordinance No. New Series. Making it Unlawful to Leave an Automobile or Other Vehicle on the Public Streets all Night." was introduced and laid over under a provision of the Charter. Claims against the General Fund amounting to 02490.52; against the Police Fund amounting to 58.00; against the Fire Fund amounting to 0405.97; against the Street Fund amounting to 01511.96; against the Health Fund mounting to 46.77; against the Recreation Fund amounting to 0237.30; against the Store Fund amounting to 023.00; against the Relief Fund amounting to $73.00; against the Electric Light Fund amounting to 03086.61; against the School Fund amounting to $576.75 and against the Park Purchase Fund amounting to 045.50 having been approved and audited by the proper officials were listed by the Clerk as follows: GETTERAL FUND. Latham and carried. April 1st, 1919. for any interest it may have in the tidelands at Government Island. Mr. Latham moved that the Council approve said Bill, seconded by Mr. Noy and carried. 12. /7 Mr. Latham moved that the City Manager and City Engineer proceed with the scarif;iing of Lincoln Avenue, between Park Street and Webster Street, as soon as the Railroad Company re-ballasted its tracks,with a further plan of placing a wearing surface of bitulithic thereon next year, seconded by Mr. Noy and carrie d, Mr. Latham called attention to the practice of parking automobiles on the streets during the nights and asked that an Ordinance be prepared prohibiting this. 13. City Manager Hewes asked for permission to advertise for bids for grading the annexed portion of Washington Park. Mr. Otis moved that permission be granted, seconded by Mr. Probst and carried.
