REGULAR LLEETING OF THE COUNCIL OF THE CITY OF ALAMEDA,
TUESDAY EVENING, APRIL 15,1919.
The meeting convened at 8:10 p. in with Council President Majors presiding.
The roll was called and. Councilmen Lntham Noy, Otis, Probst and president
Majors were present. Absent:None.
The Minutes of the previous meeting were approved as read.
1. President Majors then relinq uished the chair and the same was taken by city
Clerk R. E. Bosshard, who administered the Oath of Office to Councilmen-elect A.
Latham, W. H. Noy and. E. J. Probst.
The Clerk then read the following sections of the Charter: Art. XI, Sec. 1;
Art. 11, ec. 6 and Art. II, Sec, 5, Sub-division 4.
2. Mr. Latham thereupon introduced the following Resolution and moved its
adontion:
"REsolution No. 211.
Electing Frank Otis, President of the Council."
Mr. Noy seconded the motion to adopt the Resolution and on roll call it was adopted
and passed by the following Vote: Ayes: Councilmen Latham, Noy, and Probst, ).
Excused from Voting: Councilman Majors, (1). Not voting: Councilman Otis, (1).

Council-president Otis thereupon took the chair and made a few remarks.
/ Mr. Latham introduced the following Resolution and moved its adoption:
"Resolution No. 212,
Electing, Ernest J. Probst, Vice-President of the Council.''
• Mr. Noy seconded the motion to adopt the Resolution and on roll call it was adopted
and passed by the following vote:- Ayes: Councilmen Latham, Majors, Noy and President
Otis, (4). Excused fron voting: Councilman Probst, (1). Noes:None.
4. v Mr. Charles A. Beardsley, addressed the Council relative to the Resettlement
anchise,application for which had been made by the San Frnncisco, Oakland Terminal
Railways in May of 1917. He submitted a modified form of applicction, together with
a stipulation in the matter of the valuation to be fixed by the Railroad Comission,
cnd also a Resolution requesting the Railroad Commission to fix the valuation of the
Company. Mr. Latham moved that the matter be referred to the City Attorney, seconded
by Mr. Noy and carried.
5. V An Affidavit showing due uublication of a Notice of Public Hearing in the matter
of the application of the Union Street Garage for -oermission to erect a new building
on the site now occupied by said garage at 1308 Union Street, was presented and
ordered filed. Council-president Otis asked if there were any protestants to the
applicntion, whereupon George W. Aster of 910 Chestnut Street, the owner of certain
Property in the vicinity of the garage, stated that he had no objections, provided,
the new building were confined to the existing lot. As such is the intent of the
owner, Mr. Aster's remarks were not considered a protes1;. NO protests were received.

notice the City Manager stated that he was in receipt of five bids as follows:
From A. J. Grier, offering to do the work at the following rates:
2600 cubic yards of excavating and fill... 48 cts. Total 01246.00
700 cubic yards, excavation and haul away at 1.20 Total 840.00

The bid was accompanied by a certified check in the sum of $220.00.
From W. J. & E. Schmidt, offering to do the work at the rate of 73 cents.
per cubic yard of excavation. The bid was accompanied by a certified,
check in the sum of 0300.00.
From J. P. Holland, offering to do the work at the rate of 65 cents
per cubic yard. The bid was accomPanied by a certified check in the
sum of 230.00.
From Bresse—Burgunde Company, offering to do the workin the lump sum
of i3275.00. The bid was accompanied by a certified check in the sum
of 475.00.
From A. J. Reeder, offering to do the work at the rate of 54 cents
Per cubic yard. The bid was accompanied by a certified check in the
sum of $200.00.
As the bid of A. J. Reeder was the lowest received, Mr. Latham moved that the con-
tract be awarded to him, seconded by Mr. Probst and on roll call carried unanimously.
The following were received:
The oaths of office of A. Iathain, V. H. Noy and E. J. Probst, mbers
of the Council. Ordered filed.
The following communications were received:
From the Mayor, Auditor and City Manager stating that they had counted, the
money in the Treasurer's office on April 5th, 1919. Ordered filed.
• V' From E. K. Taylor, offering to loan 500.00 to the city for the reception
to the returned soldiers and sailors. Ordered filed. Mr. Latham moved that the
matter be referred to the City Attorney, seconded by Mr. Majors and carried.
From the Alameda Improvement Club, stating that the proposed change of

fire limits should apply to both sides ofilt-h-e street and should extend one hundred
feet from the said sides. Ordered filed.
1U. Mr. Otis introduced the following Resolution and moved its adoption:
"Resolution No. 213.
Commemorating the Memory of Mrs. Phoebe Apperson Hearst."
Mr. Latham seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
A Bill entitled

came up for passage. It was referred to the City Manager and City Attorney for
changing in phraseology.
Claims against the General Fund amounting to 02728.42; against the Police Fund
amounting to 0161.23; against the Fire Fund amounting to 0149.17; against the Street
Fund amounting to $1720.06; against the Health Fund amounting to 018.75; against the
Store Fund amounting to 0352.54; against the Recreation Fund amounting to 047.38;
against the Relief Fund amounting to 080.25; against the Police, Relief and Pension
Fund amounting to $86.50; against the Electric Light Fund amounting to 03319.87;
against the School Fund amounting to 0613.68 and aginst the park purchase Fund
mounting to $139.70 having been approved and audited by the proper officials were

Mr. C. R. Smith re q uested permission to use the City uf Alameda banner
in the parade to
be held in honor of the return of the 363d regiment and the '641th Artillery. Mr. Latham
moved that the request be graited, seconded by Mr. Probst and carried.
There being no further business to transact the Council adjourned to meet in regular
session Tuesday evening, May 6th, 1919, at 8 o'clock.
