1919-08-05 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA TUESDAY EVRWING, AUGUST 5TH 1919. The meeting convened at 8:15 p. m. with Council-president Otis pre *c The roll was called and. Councilmen Latham Majors, Noy, Probst and. President Otis (5) were noted present. Absent:None. The Minutes of the prevjous meeting were approved as read. Mr Probst introduced the following Resolution and moved its adoption: "Resolution No. 232. Transferring 5,111.40 from the Electric Light Fund to the General Fund." Mr. Latham second.ed. the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. The following were received: 2. // The renewal policy on the insurance of employees of the City of Alameda. Ordered filed. 3. / The Certificate of the Street Superintendent t g that Lincoln Avenue, between Fourth Street and a line 290 feet easterly thereof, had been graded, curbed, macadamized and otherwise improved under private contract by Hutchinson Company' to his satisfaction. Ordered filed. The Auditor Balance Sheet for the month of June, 1919. Ordered filed. Reports of the Municipal Electric Light Plant for the months of March, April May and. June, 1919. Ordered filed. Continuation Certificate on the bond of A. D. Goldsworthy. Ordered. filed. An Affidavit showing due publication of Notice to Publishers of Newspapers inviting bids for the advertising for the fiscal year of 1919-1920 was presented and ordered filed. The Clerk stated that no bids had been received whereupon Mr. Latham moved seconded by Mr. Probst and carried that the Clerk re-advertise for bids. 5. An Affidavit showing clue pubOic tion of "Notice of Right of Appeal from Act of Street Superintendent in Removing Ijeeds, etc.," was presented and ordered filed. In response to saicl. notice, the Clerk statecl that two communications had been received, one from Laura Hrubanik, 2100 Santa Clara ivenue, another from J. H. Young, address net given. Mrs. Hrubanik prote sted against the assessment on the property at the corner of Bay Street and Central Avenue She and Mrs. Hessman addressed the Council on the matter. After some discussion, Mr. Latham moved that the matter be referred to the City Attorney, seconded by Mr. Noy and carried. The protest of J. H. Young was denied on motion of Mr. Probst, seconded by Mr. Noy and carried. T. C. Stoddard, 0 .man of the Finance Committee of the Fleet and. President Reception Connnittee, addressed the Council and askedfar an appro-oriation for adver- tising purposes. Mr. Probst moved that a sim not to exceed 0500.00 be allowed, seconded by Mr. Latham and on roll call carried unanimously. Mr. John Colbert of the Oakland Enquirer, addressed the Council and asked for appropriation of 0_50.00 for a full page add for his _ewspaper's Fleet Re on Edition. The matter was referred to the City Manager. August 5th, 1919, The foll owing communications were received: From City Manager Hewes, submitting data on the expen es of the Water Commission for investigation purposes, and stating that the City of Alameda's pro rata would be about :',2500.00. Mr. Probst moved that it be the sense of the Council that the City of Alameda would stand its portion of the expenses he Water Commission, seconded by Er. Lathaa and on roll call carried unanimously. From F. J. Orel]. Auditor and 4.sseseor, giving assessment figures for the fiscal year 1919-1920. Ordered filed. From T. F. Rowlands, Superintendent of the Western Division, Southern Pacific Company, stating that orders had been given to reduce the speed of the cross-town cars when approaching Central Avenue, from Eighth Street, to six miles per hour. Ex. Probst moved that the Southern Pacific Company be required to abide by the Council 's previous order to stop at this crossing, seconded by Ex. Latham and carried. 10. // From Ben F. Lamborn, suggesting the reduction of the police force by dis- missing five policemen and the Lieutenant. Ordered filed. An anonymous communication protecting against the increase in thc teachers' laries. Er. Probst moved that it be consigned to the waste basket seconded by Mr. Latham and carried. From EXs. Alice Maslin, acknowledging receipt of the Resolutions adopted by the Council, commemoratin the memory of the late E. W. Easlin. Ordered filed. 11. 12. From rosidents of Bay Farm Island, asking for electric light and power service. Referred to the Board, of Public Utilities. From the School Department submitting their bu for the year 1919-1920. Ordered filed. 13. / Wr. Latham introduced the following Resolution and moved its adoption: "Resolution No 233. Requesting the City Attorney to File an Application for Re-hearing on the CommissionTs Order Raising the Water Rates." Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 14. Mr. Noy introduced the following Resolution and moved its adoption: "Resolution No. 234. Endorsing the Teachers' Request for an Increase in Sala ry. Er. Latham seconded the motion to adopt the Resolutionand on roll call it was adopted and passed. unanimously. 15. Mr. Probst introduced the following Resolution and moved its adoption: "Resolution No. 235. Accepting Lincoln Avenue from Fourth Street Easterly 290 feet and in Accordance with Provisions of Chapter IV, Article I of the Municipal Code." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 16. / The matter of purchasing supplies from the United States Government for re-sale Unitet States Government, was con idere9. by the Council but no action taken, it being deemed sufficient that Congress would allow the purchase of these articles by the Parcels post. A Bill entitled " A Bill For Ordinance No. New Series. Amending Sections One and Two of Ordinance No. 31, N. S., Regulating the Installing and. Constructing of Cement or Concrete Work on Public High-ways in the City of Alameda; and. Requiring Its Proper Performance; and. Providing a Penalty for Violation of Such Ordinance." was introduced and laid over under a provision of the Charter. 17. City Manager Hewes presented his tentative budget for the year 1919-1920, for fihing. 18. City Manager Hewes presented his Preliminary Tidelands Report, for filing. 19. Mr. Hewes reported that the Southern Pacific Company would begin the removal he high tension pole lines on Lincoln Avenue, within twn days. 20. He also reported that owing to the great expense of construction, the Southern Pacific Company would not build a road to the Alameda Mole, to handle the automobile traffic. 21. Mx. Latham moved that the City Ma' r, take up with the United States Govern- ment, the matter of the closing of Harrison Avenue, seconded by Mr. Probst and carried. 22. VMr. Majors moved that the City Manager be allowed. two weeks vacation, seconded by Mr. Probst and carried. Claims against the General Fund amounting to 01468.64; against the Police Fund a. mounting to 128.37; against the Fire Fund amounting to 564.92; against the Street Fund amounting to 0669.43; against the Health Department amounting to 0106L4; against the Recreation Puna amounting to 079.18; against the Store Fund amounting to 0628.70; s.ainst the Relief Fund amounting to 060.60 and against the Electric Light Fund amounting to 05094.32 having been approved and audited by the properofficials were listed by the Glerk as follows: Carlisle & CO., A, Croll, F.
