'TG OF THE COUNCIL TUESDAY EVENING, AUGUST 19TH
The meeting convened at 8:10 p. m. with Council-president Otis presiding.
THe roll was called and. Councilmen Latham, Majors, Noy, Probst and President
Otis were noted present. Absent:None.
The minutes of the previous meeting were approved as read.
1, A delegation of teachers being present Council-president Otis called upon
them, whereu-on Miss Alice Bailey again presented the case of the teachers' request
for an increase in salary to the Council. Messrs. Edward Albert, W. G. Paden, George
Furbush and School Superintendei, t C. J. Du. Four also spoke. Miss Bailey presented
petitions signed by approximately seven thousand residents of Alameda supporting the
request for an increase in salary. Mr. Latham moved that the sum of
,003.00 as
req, uested by the Board of Education be included in the city's budget, seconded by
Er. Noy and on roll call carried unanimously.
2. Mr. Probst introduced the following Resolution and moved its adoption:
"Resolution No. 236.
Transferring 01,388.28 from the School Fund; 028.60 from
the Library Fund and 0551.37 from the Park Purchase Fund
to the General Fund."
Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
The following were received:
The Auditor's Balance Sheet for the month of July, 1919, and the Final
Apportionment of Taxes for 1918-1919. Ordered filed.
3. / An Affidavit showing due publication of Notice to Publishers of Newspapers was
presented and ordered filed. In response to said Notice the Clerk stated that he was
in receipt of one bid. Er. Latham moved that the bid be received and opened, seconded
by Mr. Noy and carried. Thereupon the Clerk opened and read the bid as follows:

following prices:
For the first insertion of an advertisement per
square of 234 ems nonpariel measurement........ 01.25
For the second insertion of an advertisement per
square of 234 ems nonpariel measurement........ .75
For the third and for each subsequent insertion

We further agree*Lto furnish to said city 12 copies of each advertisement
publisheq_,and, further,' to furnish an.affidavit of such publication
within twelve hours.
The bid was accompanied by a bond in the sum of :500.00. Mr. Latham moved that the
contract for the advertising be awarded to the Times Star Company, seconded by Mr.
Probst and on roll call carried unanimously.
4. Mr. Charles M. Cadman, addressed the Council requesting a thirty day leave of
absence to begin Septernber lst, with permission to leave the State. Mr.Latham moved
that the request be granted, seconded by Mr. Probst and carried.
5. / The Clerk statecl that there had been filed in his office, Augast 5, 19
a petition signed by more than twenty-five per cent of the property owners within a
radius of six hundred feet of the south dde of Lincoln Avenue, between St. Charles
and Verdi Streets to a depth of one hundred and twenty-five feet parallel to Lincoln
Avenue , requesting that said area be re-districted from a Class I to a Class II

any persons present who objected to said proposed change. No objections either oral
or written, appearing, Mr. Latham introduced the following Resolution and moved its
adoption:
"Tiesolution No. 237.
Changing Lot Situated on the South Side of Lincoln Avenue
between Verdi Street and St. Charles Street, to a Depth
of 125 ft. Parallel to Lincoln Avenue from a Single Family
Residence District, Class I, to a Flat, Tenement, Etc.,
District, Class II."
Mr. 2 obst seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
The Clerk also stated that there had been filed in his office August 5, 1919,
a petition signed by more than twenty-five per cent o± the property within a radius
of 600 feet of the lot situate at 1206 Broadway, requesting that said lot be re-
districted from a Class I to a Class District. 2. certificate showing due
posting of notices as required by Ordinance No. 149, New aeries was presented and
ordered filed. As the time set in the no ice provided for a hearing on this eenin
Council-president Otis asked if there were any persons present who objected to the
proposed change. Mr. Livingston, the party interested in having the lot re-districted,
briefly explained the situation to the Council. No objections either oral or written
appearing, Mr. Latham introducecl the following Resolution and moved its adoption:
"Resolution No. 238.
Changing premises known as 1206 Broadway from a Single
Family Residence District, Class I, to a Plat, Tenement
etc. District, Class II."
Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
The following communications were received:

From E. K. Taylor, Chairman, Executive Committee of the Alameda Fleet Reception
Committee, req uesting a permit for friendly boxing contests to be held at Neptune
Beach and to be participated in only by men enlisted in the United States Navy, during
the week that the Fleet would be in San Francisco Bay. Er. Latham moved that the
request be granted, secondecl by Mr. Probst and on roll call carried unanimously.

From Butchers' Union, Local No. 120, stating that the bacon sold by the
government was unfit for human consumption. Ordered filed.

From the California Library, Association recommending increases of salaries of
all library workers. Ordered filed.
10. From T. F. Rowland, Superintendent Western Division of the Southorn Paoific
Railroad Company, stating that the cross-town cars had been ordered to stop when
approaching Central Avenue from Eighth Street. Ordered filed.
11. / From City Attorney Locke giving an opinicn on the request of Ers. Laura Hrubanik
and others for a refund of weed assessments. AB the opinion stated that no provision
under the law would authorize the Council to refund the assessment in question, Mr.
Probet moved that the reque st be denied, seconded by Mx. Latham and carried.
12. i/ A petition was received from forty-two residents of Encinal Avenue, between High
Street and FernSide Boulevard, requesting that the Southern Pacific Company be ordered
to place its tracks, between those streets, in good condition. The mattcr was referred

Mr. Latham moved that the claims as listed be paid, seconded by Mr. Probst
and on roll call carried unanimously,
14. / Mr. Probst called attention to the mosquitoes that still frequent the West
End and asked that some further action be taken to relieve the nuisance. The
matter was referred to the City Manager.
15. Mr. Majors brought up the matter of the leasing of the tidelands and the
budget. He moved that the Council moot as a Committee of the Whole Tuesday
evening, August 26th, 1919, at 7:30 p. m, to consider the same, seconded by
Mr. Latham and carried.
16. / Mr. Hewes brought up the matter of the sale of government food by the
City but no action thereon was taken.
17. / City Engineer C. E. Hickok presented figures on the improving of Lincoln
Avenue with hard surface pavement. The matter was referred to the Committee
of the Whole meeting.
There being no further business the Council adjourned to meet in regular
session, Tuesday evening, September 2nd, 1919, at 8 o'clock.
