1919-11-25 Regular CC MinutesADJOURNED REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA, TUESDAY EVENING, NOVEMBER 25TH, 1919. The meeting convened at 8:10 p. m. with 0ounci1-presient Otis presiding. The roll was called and councilmen Latham, Noy, Probst and. President Otis (4) were noted. Present. Councilman Major..., arrived. later and was noted present. The following co mmunications were received: V From the Alameda Chamber of Commerce urging that immediate steps be taken to prohibiting the location of arks, house boats etc. along the waterfront of ALameda. Ordered filed. A Bill entitled "A Bill For Ordinance No. New Series. An Ordinance Prohibiting the Construction or Location of Arks in the City of Alameda and Prescribing a Penalty for the Violation Thereof." dame up for . Mr. Latham moved that the title be amended to read as follows: "A Bill For Ordinance No. New Series. Declaring the use or occupation of "House-boats" or "Arks" for Dwelling Purposes, under certain Circumstances to be a Public Nuisance, Providing for the Abatement of such Nuisances, and Prescribing the Penalties for Violation Hereof." and that the word "and in the last line of the second paragraph of Section 3 be changed to "oru; and that there be added to the second paragraph of Section 4 the following words: "of the character mentioned in the ;Ante Dwelling House Act"; that in the fourth line of the sedond paragraph of Section 10 that the word "will" be changed. to "Shall" and that the ordinance as amended be adopted, seconded by Mr. Probst and on roll call carried unanimously. 2. From the various employers of labor in the city of Alameda, requesting the passage of an anti-picketing ordinance. Ordered filed. A Bill entitled "A Bill For Ordinance Yo, New Series, An Ordinance Prohibiting Loitering, Picketing, Carrying or Displaying Banners, Badges, Signs or Transparencies, or Speaking in Public Streets, Sidewalks, Alleys or Other. Public Places in a Loud or Unnecessary Tone, for certain Purposes therein named, and Providing a Penalty for any Violation Thereof." was thereupon introduced. Mr. Latham moved that the ordinance be adopted, seconded • Mr. Noy and on roll call carried by the following vote:- Ayes: Councilmen Latham Noy, Probst and President Otis, (4). Majors (1). 3. From the Chamber of Commerce urging the closing of Harrison Avenue, as soon as oossible. Ordered filed. 4. V The postponed hearing on the apolication of E. A. Postel, for re-c1assii.cation of his property at the rear of 1330 Park Street came before the Council, Judge L. R. Yieinmann, aopeared on behalf of the property owners protestinr against the desired change. Mr. E. A. Postel, spoke on his own behalf. Er. Latham moved that the requested be denied, seconded by Mr. Noy and on roll call carried by the following vote: Ayes; Councilmen Latham, Majors, Noy and President Otis, (4). Noes: Councilman Noes:None. Excused from voting: Councilman (11 ATh. J- tr November 25th, 1919. :lmer E. Dyer appeared before the council and called atterttion to eucalyptus tree growing on the irove:ty sitiae situated on the south side of his residence. Mr. Probst moved that the matter be ref red to the city manager and city attorney with power to act to remedy the matter, seconded by Hr. Latham and carried. A Bill entitled "L Bill POT Ordinance ITo. rew Series. Regulating the Construction and Maintenance of Fire-Escapes or Emergency Exit, for Certain Public Halls or Lodge Rooms." came up for passage. The matter was referred to the next meeting the Council. A Bill entitled "A Bill For Ordinance ro. Iiew Series. Regulating the Erection, Posting or Suspension of Signs Over or Upon the Public Streets or Sidewalks." came up for passage and was read by the Clerk,: Mr. Latham moved that the ordinance be adopted, seconded iy Hr. Noy and on roll call carried by the following vote: Ayes: Councilmen Latham Majors, Toy and President Otis, (4). Noes; Councilman Probst (1). Absent: None. 2 Bill entitled "A Bill For Ordinance ro. New Series, Amending Section 755 of Municipal Code, Prohibiting Dogs, Roosters, or Other Animals or Fowl from Making Unusual niSSS in the Night Time." was introduced and laid over under a provision of the charter. ,/ City Manager Hewes callecl attention to the desirability of opening and extend- ing Morton Street, from its present terminus to the Estuary. Mr. Probst moved that the matter be referred to the city manager and city attorney to prepare the necessary capers for the proceedings, seconded by Mr. Latham and carried. 1 e being no further business to transact the council adjourned to meet in regular session, Tuesday evening, December 2nd, 1919, at 8 o'clock.
