1919-12-16 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF TEE CITY OF ALAMEDA, TUESDAY EVENING, DECEMBER 16TH, 1919. The meeting convened at 8:20 p. m. with COuncil-president Otis presiding. The roll was called and Councilman Adams, Latlaarn, Probst and President Otis, (4) were noted present. Absent: Councilman Noy, (1). The minutes of the regular meeting of December 2nd,1919 were approved as read. The minutes of the adjourned regular meeting of December 9th,1919 were approved as read. 1. V Hrs. May Larkin Marston addressed the council on behalf of the Housewives League of Alameda and urged the city to buy and re-sell to the citizens government food. Mr. Latham moved that the matter be referred to the committee of the whole, that the city manager look into all phases of costs, etc. and that the council meet as a committee of the whole in the council chamber Thursday evening, December 18th, 1919, at 8 o'clock, seconded by Er. Probst and carried. The following was ordered filed: 2. Permit given by the city manager to James Robertson for the privilege of using the vacant area of the Corporation Yard until January 1st, 1920. The following communications were received: 3. From M. J. Thompson, representing the heirs of the Chipman estate, alleging the heirs hold some title in a portion of Lincoln Park. Ordered filed. 40 V From the City Planning Commission, the Alameda Chamber of Commerce and the Park Street Merchants Association, recommending the immediate calling of an election fer.the purpose of granting to the United States government Alamed.a1s title and in- terest in the western tidelands for use as a Naval Base. Messrs. E. J. Silver, T. C. ':Jest, D. A. Eberly, H. Rosenthal O. H. Fisher, Hugh Gallagher, C. C. Boynton and C. A. Berle addressed the council urging the calling of the election. Mr. Latham introduced a Bill entitled Ttil Bill For Ordinance No. New Series. An Ordinance Calling and Providing for and. Giving Notice of a Special Election to be Held in the City of Alameda, State of California, on Saturday, the 31st day of January, 1920, for the purpose of Submitting to the Electors of said City, a Proposition to Grant Certain Tide and Submerged. Lands Forever to the United States of America as a Site for a Naval Base." which was laid over under a provision of the charter. Hr. Latham moved that the council adjourn to meet in adjourned regular meeting Tuesday evening, December 23rd, 1919, at 8 o'cloc2 seconded by HT. Probst and carried. 5. From the Park Street Merchants' Assocition relative to proposed license tax on merchants. Referred to the committee of the whole meeting. 6. V From the San Francisco Bridge Company making application for a permit to dump dredged materials on the tidelands at the easterly end of Alameda and also on their own property at the foot of Walnut Street. A Bond in the sum of 5,000 accompanied the application, also, a map showing the proposed dumping areas. Referred to the City Manager with power to act. 7 The ordinances relative to the leasing of tidelands to Barnes & Tibbitte L. A. Pedersen, Rolph Navigation a d Coal Company and the Alaska Packers Association December 16th, 1919, moved that the matter be referred to the Committee of the Whole meeting and that the Council meet as a Committee of the :hole Tuesday evening, December 30th, at 8 p. m. in the city manager's offic e, seconded by Mr. Probst and carried. 0. 7 Mr. Probst introduced the following resolution anL moved its adoption: "Resolution No. 258. Authorizing the Auditor and the Treasurer to Pay Salaries of Officials and Employees." Mr. Iatham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 9. 1/7 A resolution which would authorize the Board of Public Utjlities to purchase a lot for a sub-station on Webster Street near Eagle Avenue, was presented and laid over to the adjourned regular meeting to be held Tuesday evening, December 23rd,1919. 10, // A Bill entitled "A Bill For Ordinance No. New Series. Amending Section 3 of an Ordinance entitled No. 155 New Series, "Declaring the Use or Occupation of 'House-boats' or 'Aeks for Dwelling Purposes, under Certain Circumstances to be a. Public Nuisance, Providing for the Abatement of Such Nuisances, and Prescribing the Penalties for Violation hereof." came up for passage. Mr. Probst moved that the ordinance be adopted, seconded by Mr. Latham and on roll call it was adopted and passed. unanimously. 11. / A Bill entitled "A Bill For Ordinance No. New Series. An Ordinance Reclassifying the Lot (60x100 ft.) on the Northeast corner of Court and. Van Buren Streets from Class I, Residence District, to Class Iv, Business and. Public Use District . " came up for passage. Mr. Latham moved that the ordinance be adopted, seconded by Mr. Probst and on roll call it was adopted and passed unanimously. A Bill entitled "A Bill For Ordinance Eo. New Series. An Ordinance Authorizing the Lease of a Portion of the City's Corporation Yard, Located at the Northern Termination of Grand Street, to James Robertson of the City of Alameda, for the Period of One Year, Commencing January 1st, 1920." came uP for passage. Mr. Latham moved that it be laid over to the adjourned regular meeting Tuesday evening, December 23rd, 1919, seconded by Mr. Probst and carried. 12. A Bill entitled "A Bill For Ordinance No. New Series. Regulating the Construction and Maintenance of Fire- Escapes or Emergency Exits for Certain Public Halls or Lodge Rooms." came up for passage. 1.7r. Latham moved that the ordinance be adopted, seconded by Mr. Probst and on roll call adopted and passed unanimously. A Bill entitled "A Bill For Ordinance No. New Series. Amending Arnending Sectione 129 and 130 of the Municipal Code of the City of Alameda." was introduced and laid over under a provision of the Charter.
