1931-05-19 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA,
TUESDAY EVENING, MAY 19TH, 1931.
The meeting convened at 8 o'clock with Council-president Henning presiding.
The roll was called and. Councilmen Brodersen, Leydecker, Murray, Schaefer
and President Henning, (5) were noted present. Absent: None.
The minutes of the regular meeting of May 5th, 1931 were approved as read.
2. The minutes of the special meeting of May llth,l931 were approved as read.
ORAL COMMUNICATIONS:
3.1 Councilman Schaefer stated that he had been approached by members ar various
Veterans' organizations relative to the continuance of C. R. Smith, in the capacity
of City Historian, as per Resolution No. 1328 of the Council. Mr. Schaefer moved
that C. R. 8mith..be requested to continue his services as City Historian, and that
sufficient funds be appropriated from time to time to cover expenses in connection
therewith. The motion was seconded by Mr. Murray. Mr. Leydecker moved to amend
the motion, that it lay over until the next meeting of the Council. The motion
to amend was seconded by Mr. Brodersen. The amendment carried by the following
vote:- Ayes: Councilmen Brodersen, Leydecker and Henning, (3). Noes: Councilmen
Schaefer and 'Murray, (2). The question then on the original motion being Tut,
resulted in the following vote:- Ayes: Councilmen Murray and Schaefer, (2).
Noes: Councilmen Brodersen, Leydecker and President Henning, (3). Absent: None.
A bill in amount of 69.00 was presented by C. R. Smith, covering loos of
personal property on accout of fire in the City Hall. There being no objection
this matter was referred to the City Attorney as to whether this charge is a
legal claim against the City.

WRITTEN' COMMUNICATIONS:
The following communications were received:-
From the City Manager, relative to improvement of Mound Street, between the
north line of Clay Street and the south line of Calhoun Street , recommending that
a thirty day notice be given owners to have work done under private contract.
Mr. Brodersen moved that the communication be filed, seconded by Mr. Leydecker
and same carried unanimously.
6.; From George H. Noble, relative to option to purchase land for E. K.
Taylor Park, also' the matter of sale of property now owned by the city to assist in
clearing title. Mr. Murray moved that the Clerk be instructed to advertise the
property in question for sale and that a minimum price of 000.00- be fixed as its
value. The motion was secondedbylt".Leydecker and on roll call carried by the follow-
ing vote:- Ayes: Councilmen Brodersen, Leydecker, Murray and President Henning, (4).
Noes: Councilman Schaefer, (1). Absent: None.
From Alameda Post, No. 9, American Legion, inviting the Council to attend
Memorial Services. Mr. Schaefer moved the invitation be accepted, seconded by Mr.
Leydecker and carried unanimously.
From G. L. Diehl, relative to appointment of accountant. Ordered filed.
From the Mayor, Auditor and. City Manager, re count of money. Ordered filed.
From Mrs. H. J. Hoover, re wooden sewer in rear of property at 3355 Fernside
Bauelvard, Mr. Brodersen moved that the communication be referred to the City
Manager to report back to the Council. The motion was seconded by Mr. Schaefer and
same carried unanimously.

11,'! From the San Francisco Bay Airdrome, Ltd., re removal of pole lines along
Webster Street. The City Manager madc a verbal report that the telephone and
telegraph companies were now working and placing all wires underground, Alidh would
permit the removal of the poles in question. The communication was ordered filed.
12.i From G. E. Gage, requesting permission to build a small boat for personal
use on the pro'certy at 3207 Fernside Boulevard. There being no objection on the
part of the Council, Mr. Gage was permitted to proceed with the work.
From the City Clerk and City Engineer, reporting as to the installation of
sidewalks fronting certain property owned by Dr. F. W. Vowinckel. After discussion,
Mr. Brodersen moved that the City Manager be empowered to request Dr. Vowinckel for
a quit-claim deed for the 4.76 feet of land taken at the time of the widening of
said street, and that Dr. Vowincekl be requested to share alike with the city in
the cost of the installation of the sidewalk. The motion was seconded by Mr.
Murray and on roll call carried unaniteuSly.
14. From the City Clerk certifying as to the sufficiency of a Referendum Petition
filed on May 6th, relative to Ordinance No. 472, N. S. Ordered filed.
15." Mayor Henning stated that upon advice of the City Attorney, the Council should
not reconsider the matter of the passage of Ordinance No. 472, N. S. Mr. Schaefer
moved that Ordinance No. 472, N. S. be not repealed. The motion was seconded by
Mr. Murray and on roll call carried unanimou sly.
May 19th, 1931.
l8,Y From Oakland City Council containing their Resolution No. 48 4 9 re
employing aliens. Mr. Brodersen moved that the Council adOpt the recomaendations
as contained in Resolution presented by Oaklaned City Council. The motion was
seconded by Mr. Schaefer and same carried unanimously.
From Mayor William H. Henning, advising of the appointment of Miss Josephine
Feldhammer, as a member of the Board of Education, to succeed J. C. Fogarty, whose
term of office has expired. Ordered filed.
20.v From Alameda High School inviting the Council to the Americanization program
in the High School Auditorium, May 27th, 1931. Mr. Schaefer moved that the in-
vitation be accepted, seconded by Mr. Murray and carried unanimously.

From the Alameda County Fleet Day Committee, requesting an appropriation
of 0250.00 to assist in carrying out a program for the entertainment and recreation
of the members of the United States Pacific Fleet . Mr. Brodersen of the Publicity
and Convention Committee, moved that an appropriation of 200.00 be authorized,
to be taken out of the Advertising Fund for this purpose and to be spent under the
supervision of the City Manager: The motion was seconded by Mr. Murray and on
roll call carried unanimously.
RE OILS OF COMMITTEES:
22/ From the City Manager re additional wire fencing and estimated cost at
Lincoln Park. There being no objection this matter was referred to a meeting of
the Committee of the Whole for budget consideration.
23.1
From the City Manager relative to report of traffic conditions in the East
End. Mr. Brodersen moved that the recomendation of the Chief of Police be adopted
and that the East Alameda Improvement Club be so advised. The motion was seconded
by Mr. Schaefer and carried unanimously.
24.1 From the City Manager, relative to removal of tree fronting 615 Haight
Avenue. Mr. Murray moved that the communication be filed, and that the recommenda-
tion of the City Manager be adopted, seconded by Mr. Leydecker and carried unani-
mously.

From the City Manager, containing estimated cost of constructirg two standard
tennis courts with necessary fencing at Lincoln Park. There being no objection
this communication was referred to the Committee of the Whole for budget considera-
tion.
26," From the City Manager containing report as to removal or foxtails at 760
Taylor Avenue. Ordered filed.

From the City Manager requesting further time for investigation in the
matter of salvaging lost or abandoned golf balls, at the Municipal Golf Course.
Mr. Brodersen moved that additional time be granted, seconded by Mr. Schaefer
and carried unanimously.
2S, From the City Manager, reporting as to lighting conditions in the East
End. Ordered filed.
29.v From the City Manager, recomoending that 000.00 additional be allowed the
Police Chief to replenish his Contingent Fund. Mr. Brodersen moved that the
recommendation be adopted, and the necessary transfer be made. The motion was
seconded by Mr. Murray and same carried unanimously.
30.V From the City Manager reporting as to city's acquiring a strip of land
from the Unitersity of California in Tract 40. Mr. Brodersen moved that the
City Manager be granted additional time for further report. The motion was
seconded by Mr. Leydecker and carried unanimously.
31/ Councilman Murray reporting for the Insurance Committee stated that a
preliminary survey had been made covering automobile fire and theft insur are e
under policy held by Rushton McConnell, that some of the care are over-insured
and that an appraisal should be made. Mr. Schaefer moved that Mr. Murray be
granted additional time and that he be instructed to have the present policy
continue in force pending such appraisal. The motion was seconded by Mr. Ley-
decker and carried unanimously.
HEARINGS:
32 The Clerk stated that the time had arrived for the hearing of appeals on
the assessment, under Resolution of Intention No. 96, N. S., re improvement of
Third Street. He stated that no appeals had been filed with him in connection
therewith. Thereupon Mr. Murray introduced and moved the adoption of
"Resolution No. 1602

UNFINISHED BUSINESS:
The communication from the California Real Estate Magazine, re advertisement
in June issue was ordered filed without action.

The Clerk stated that the time had arrived for the opening of bids for the
resurfacing of tennis courts in Lincoln Park. Mr. Schaefer moved that the bids be
received and read, seconded by Mr. Murray and carried unanimously. Thereupon the
Clerk opened and read the bids as follows:

Mr. Brodersen moved that the bids be referred to the City Manager and. City Engineer
to report back at the next meeting of the Council. The motion was seconded by Mr-. Murray
and carried unanimously.
35.1 / Mr. Brodersen moved that Mayor Wm. H. Henning be appointed as a Director of the
Alameda Belt Line, in accordance with Ordinance No. 259, N. S. The motion was seconded
by Mr. Leydecker and sane carried unanimously.
36.1 Mr. Brodersen moved that Councilman Leydecker be appointed as a Director of the
Alameda Airport, Inc. as per Ordinance No. 368, New Series, succeeding Councilman
A. Latham. The motion was seconded by Mr. Murray and same carried unanimously.
37./ Mr. Murray moved that Councilman _Brodersen be appointed as a member of the
Golf Commission, to succed Councilmen Latham, whose term of office has ekpired.
The motion was seconded by Mr. Leydecker and same carried unanimously.
Mr. Brodersen moved that the matter of confirming the payment of salary of
Acting City Manager Vurcoe from April21 to April 30th, 1931, be referred to a'
Committee consisting of the Mayor and City Manager for their recommendations to the
Council. The motion was seconded by Mr. Leydecker and carried unaTimously.
39.V Mayor William H. Henning addressed the Council relative to recent reports
in the daily press, of the intention of the Key System Transit Company to abandah
some of its car and bus lines in the East Bay District, and suggested that communi-
cations be sent to all councils in the East Bay to combat such removal. Mr. Brodersen
moved that the Nayor appoint a Committee of four, consisting of a Chairman from the
city council and three freeholders to act in conjunction with other East Bay city
councils and that these councils be requested to appoint a like committee to meet
with the Key System Transit Company to discuss the matter. The motion was seconded.
by Mr. Murray and sane carried unanimously.
4001 Mayor William H. Henning stated to the council that he thought due recognition
should be extended to Harry T. Moore and his Committee, representing Alameda Post
No. 9, American Legion, for their successful endeavor in making San Leandro Bay a
bird sanctuary. Mr. Schaefer moved that the Council extend to Mr. Moore and. his
Committee its cory;ratulations and thanks for their endeavors. The motion was
seconded by Mr. Murray and same carried unanimously.
41.I Mayor William H. Henning addressed the Council relative to the employment of
married women throughout city offices. Mr. Murray moved that the council defer

RESOLUTloS:
42:1 Mr. Schaefer introduced and moved the adoption of
"Reselution No. 1597.
Resolution of Intention No. 98, N. S.
Providing for the Closing of Ferndale. Court as said.
Court is Delineated and. so Designated upon that
certain map entitled "Grand. Oak Tract, Alameda,
all in the City of Alameda, County of Alameda,
State of California."
Mr. Murray seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
43.j Mr. Brodersen introduced and moved the adoption of
"Resolution No. 1598.
Accepting the sum of Four Thousand Dollars ($4,000)
from the Oakland. Bank as a Fund to be used in
Defraying All Expenses of a Special Election."
Mr. Leydecker seconded the motion to adopt the Resolution and on roll call it was
adopted and massed

A Resolution Ordering Calling, Providing for, and
Giving Notice of a Special Election to be held in
the City of Alaneda, State of California, on Tuesday,
the Twenty-third Day of June, 1931, for the Purpose
of Submitting to the Qualified Electors of said City
Ordinance No. 472, N. S., Reclassifying that Certain
Piece or Parcel of Land Lying Between the Northerly
Line of Fernside Boulevard and the Tidal Canal, and
ETtending from the Easterly line of Versailles Avenue
967.37 feet Easterly along the Northerly line of
Fernside Boulevard, containing 14.35 acres or land,
more or less, from a Residence District, Class I,
to an Industrial District, Class VII."
Mr.'Leydecker.seconded the motion to adopt the Resolution and on roll call
it was adopted ana passed unanimously.
45./ Mr. Brodersen introduced and moved the adoption of
"Resolution No. 1600.
Appointing an Election Board and Fixing Compensation
for Special Election to be held in the City of Alameda
on Tuesday, June 23, 1931."
Mr. Leydecker seconded the motion to adopt the Resolution and on roll call it
was adopted and passed unanimously.
46./ Mr. Leydecker introduced and moved the adoption of
"Resolution No. 1601.
Establishing Precincts and Polling Plces and Appoint-
ing Election Officers."
Mr. Schaefer seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.

Rev. Gail Cleland addressed the Council and presented a communiccrbion in
which it was requested that the Social Service Board be increased to fifteen in
number and that it "be removed from the fluctuation of partisan politics".
Acting upon the advise of the City Attorney that such a request could not be
complied with under our present charter, Mayor Henning so infOrted Dr. Cleland
and-no council action was taken in the matter. The communication was filed.

Mr. Schaefer moved that all bills as listed be paid with the exception of Rushton
McConnell's covering automobile, fire- and theft insurance. The motion was seconded
by Mr.Leydeckereftd3n roll call carried unanimously.
Mr. Henning stated that he wished to voice his usual protest relative to the
payment of bills of the East Bay Municipal Utility District.
There being no further business to transact the Council adjoined to meet in
regular session on Tuesday evening, June the 2nd, at 8 o'clock.
