WRITTENCOMMUNICATIONS: 2.FromMr.A.H.Bonstin,1014FontanaDrive,withregardtotheseriousfirehazardconditionson BayFarmIsland,urgingthattheCityCounciltakeimmediatestepstoremedythesituation. PresidentLaCroixstatedhebelievedtheFireDepartmentwasawareofthesituationonBayFarmIsland. HeinquiredoftheCityManagerifhehadanyinformationastowhenafirestationmightbeconstructed onthe"Island", Mr.WellersaidthiswassomethingtheCityhadinmindas,inevitablyandparticularlywiththeconstruc- tiongoinginontheBayFarmIslandFillandadditionalbuildingontheupland,therewouldbenoquestion ofitsneed.HesaidthequestionevolvedbasicallyaroundtherequirementsoftheAmericanInsurance Association,whichrequirementswereeasilymetbythepresentfireprotectionforanyportionofthe "Island".Hefelttherewasnoserioushazardatthepresenttime.Hesaidhedidnotwishtoimplythat hewasnotconcernedaboutthesituation.Thequestionhadbeenraisedeachyearandastudymadeofthe conditions.TheCitywaswellawareoftheprospectsfordevelopmentanditwaspreparedattheappropriate timetoprovideadditionalfireprotection,buthebelievedadequateprotectionwasbeingprovidedatthe presenttime. Mr.WellersaidhedidnotbelievetheBayFarmIslandBridgewasopenveryoften.Intheeventofneed, hesaid,therewasthepossibilityofmutualaidfromtheCityofOakland,whichwouldcertainlyrespond onthebasisoftheAgreementbetweentheCities,orofsendingequipmentaroundthroughOaklandtothe "Island",ifthatseemedindicated.HeaddedthedevelopmentonBayFarmIslandthepresenttimewas almosttotallyresidentialandthisdidnotpresentanymajorconflagrationhazard.Hesaidthiswasthe principalconcernoftheAmericanInsuranceAssociation,andtheCitymustcomplywithitsstandards. CouncilmanMcCallpointedoutthatmanytimesduringthedayandinthecourseofaweektherewerefire rigsatthetrainingtowerforpractice.HestatedtherewouldbeaTrainingOfficertherewiththe personnelandhefeltsurethesepeoplewouldbeoncallatanytimeinthecaseofanemergency.Headded thatmanyFireDepartmentemployeeslivedonBayFarmIslandandhepresumedinthecaseofafireany firemenouttherewouldrespond.HealsopointedoutthattheBridgewasnotopenormannedduringcertain hoursofthedayandnight.Hefeltpeopleshouldbemadeawareofthesefactssotheywouldknowthatthe Bridgewouldnotopenunderanyconditionsforaboat,whichcouldgooutonlyonahightide. ItwasagreedthattheCityManager'sofficewouldberequestedtofurnishup-to-dateinformationonthis subjectandthatareplybegiventoMr.Bonstin'sletterwithappropatedata.Itwassoordered. 3.(FromMrs.CharlesJ.Dodt,1723 ChapinStreet,requesti theSouthernCrossing. thattheCouncilpassaresolutionopposi PresidentLaCroixcommentedhehadreadinthenewspaperthiseveningthattheAlamedaCountyBoardof SupervisorshadagaingoneonrecordasbeinginfavoroftheSouthernCrossingasproposedonavoteof fourtoone,withSupervisorRobertHannonfailingtogetasecondonhismotionfordelayandopposition. HealsohadnotedtheBayAreaCouncil,atameetinginSanFranciscoonthisdatewhichCouncilmanLongaker hadattended,hadgoneonrecordfavoringtheBridgeaspresentlyproposed,urgingthatallexpediencybe employedtomovetowarditscompletion. PresidentLaCroixstatedMrs.Dodthadtelephonedhimbeforethisevening'smeeting,statingthatat thenextmeetingoftheCounciltherewouldbeagroupofinterestedcitizenspresenttorequestthat theCounciltakeactiontodelay,insupportofothercitiesintheareawhichhadpassedresolutionsin oppositiontotheCrossingasitwasconstituted,basedontheneedforfurtherstudyastowhatBART woulddointheareaoftransportationandtheeffectitmighthaveonBridge. PresidentLaCroixrecalledtheCityCouncil orinoppositiontotheBridge,andaskedifthe thistime. actionseveraltimesinthepasteitherinfavorof cildesiredtotakeanyactiononthequestionat CouncilmanLongakerstatedhehadbeeninterestedtonoteatthemeetingoftheBayAreaCouncilthe pointhadbeenraisedthatabilliondollarswerebeingspentontheBARTprogramanditwasnotreally knownwhateffecttheSouthernCrossingwouldhaveonthenumberofpeopleusingBART.Hesaidthere hadbeenlegislatorspresentwhofeltitmightbenecessarytogototheLegislatureeverytwoyearsfor additionalmoniestofinancetheBARTsystemiftheSouthernCrossingshouldcutintoomuchtothejob BARTwassupposedtodo.HesaidtherewasagooddealofoppositiontotheSouthernCrossingatthis timeandarealfeelingonthepartofmanypeopletoholdtightandseewhatwouldhappenrelativeto BARTbeforetheCrossingisbuilt.CouncilmanLongakersaidhethoughtitmightbewellfortheCouncil toreviewitspositioninthenottoodistantfuture. CouncilmanMcCallcommentedoncertainpoliticalaspectsoftheissue.Hequotedfromaneditorialin thisevening'sOaklandTribunethatlitheSouthernCrossingisasimportanttotheeconomicandtraffic needsoftheEastBayasisBART.Anyactionwhichwouldfurtherdelayconstructionofthebadlyneeded bridgemustbeconsideredunrealisticandirresponsible",CouncilmanMcCallsaidheagreedwiththe statement.Heexpressedtheopinionthattherewasaconflictofinterestbetweentheproposedbridge andtheBallenaBaydevelopment.HealsocontendedthatBARTwouldbenefittheareagreatlyandhe believedinit,butitwouldnotbenefitAlameda.Hesaidhewouldfavorahighapproachtothebridge sothatboatscouldgetinandoutofthewaterwayssurroundingtheCity. PresidentLaCroixexplainedhispositionofoppositiontotheSouthernCrossingproposal,basedupon trafficcongestion,lackofneed,thepossibilityofadditionallandbeingtakenofftheCitytaxrolls. HesaidhecouldnotandwouldnotchangehispositionashefeltthebridgewasnotgoodforAlameda.He feltthestructurewouldmoreproperlyservethegeneralareaifitweremovedfarthersouth.Hesaidthe CityofSanLeandrohaddifferedwiththispointsometimeagobutnowfounditselfreversingthatposition, insupportoftheproblemsitfoundwouldariseincertainareasoftheCity.Hesaidtherewereother questions.suchaswherethecarswouldgoinSanFranciscointheeventtheCrossingwasconstructedand whatwouldhappentothecarscomingoffthebridgeintothevariousBayAreacommunities. PresidentLaCroixsaidhedidnotcondemnCouncilmanMcCallforhisstandontheissue.Hesaidhe believedtherewasproperreasonforreevaluationandthatwasthereasonpeopleweretakingasecondlook attheproposedprojectandasecondlookastowhatimpactBARTwouldhave. CouncilmanMcCallsaidhewouldbehappytomakeamotionthattheCouncilstandbyitsresolutiononthe SouthernCrossingquestion.PresidentLaCroixpointedout,however,thattheCouncilhadindicatedits positionandhehadabidedbyitasaminorityvoteontheCouncilandintheMayors'Conferenceandother meetings.Hesaidhebelievedthequestionofairpollutionhadbeenraisednotonlytodelayactionwith regardtotheBridgeandneededstudy.buttherewasastrongfeelingthatwithprevailingwindsand locationoftheoutboardfreewaytyingintothetwolegsoftheBridgeAlamedawouldbeconfrontedwith additionalpossibilitiesofpollutionbecauseofthenumberofvehiclesusingthesegment. Itwasagreedthatnoactionwouldbetakenonthesubjectatthismeeting. 4.Apetition,signedby511persons,431ofwhomwereresidentsofthearea,requestingthataction betakenassoonaspossibletohavestreetlightsinstalledonBuenaVistaAvenuewestofWebsterStreet toPoggiStreet. PresidentLaCroixstatedinstallationoflightsintheareainquestionwouldinvolveanassessment district.Hesaidtherewasalong-standingrequestforimprovedlightingonthestreet,whichhebelieved wasvalid.HesuggestedthatthematterbereferredtotheCityEngineer,withtherequestthatheexplore waysinwhichtheprojectmightbeaccomplished. CouncilmanLongakersaidhehadinspectedtheareathepreviouseveningandtherewasnoquestionbutthat thelightingwaspoor.Hefeltthatshortoftheformationofanewdistrict,theCouncilshoulddoany- thingitcouldtohelpthesituation. CouncilmanMcCallinquiredoftheCityAttorneywhatavenuesofapproachtheCouncilwouldhaveregarding thetypeofdistrictinvolvedandwhereitstoodastomakingitmandatorythatthesituationbetaken careof.Mr.CunninghamexplainedtheprocedureunderthesimplemethodusedbytheCityinseveral previousinstances.Hesaidthelawhadbeenamendedin1969toputstreetlightingfacilitieswithinthe samecategorywithrespecttothistypeofdistrictascurbs,guttersandothersimilarimprovements. Mr.CunninghamsaidhewouldconsultwithMr.Hannaastotheproceduretobeemployed.Ifitcouldnot bedonebythesimplemethoditwouldbenecessarytogointotheregularassessmentdistrictprocedure undertheStateActof1911.Itwasdesirabletoavoidthismethodifpossibleasitwasexpensiveand wheretheprojectwasasmallonetheadministrativelegalcostswouldbeoutofproportion. CouncilmanMcCallinquired,inviewofthecircumstances,iftherewasanywayinwhichtheCitycouldgo aheadandputthelightinginandseeifitcouldthengetthecooperationoftheowners.Hefeltthe propertyownerswouldbewillingtopaytheirshare. PresidentLaCroixexpressedtheopinionthataletterofresponseshouldbesenttoMrs.IreneBonawit, 459BuenaVistaAvenue,whohadsubmittedthepetition,andthatallpropertyownersshouldbecontacted withrespecttoparticipationintheproposedlightingprogram.Witharesponsefromthesepeople,the Councilwouldknowhowtoproceed. ThematterwasthereforereferredtotheCityEngineerforfurtherattentioninaccordancewiththedis- cussion. 5.Apetition,signedbythirtyresidentsofthe1800blockofNasonStreet,callingattentiontothe continualfloodingoftheblockoveraperiodofyearsandprotestingthelackofpositiveactionbythe Citytorectifythesituation. Thepetitionhadbeenreceivedonthisdate,andwasthereforenotontheagendaofthemeeting~However, itwasfeltthematterwasoneofurgencyandoneofwhichtheCouncilwasaware. TheCityEngineerwasrequestedtocommentonhissuggestionthatanadditionalpumpbeinstalledinthe area.Mr.HannastatedtheconditionhadbeguninOctober,1969,whentherewereheavyrains.Itwasfound thatthewaterwascominginmuchhigherandmuchfasterthanithadbefore,anditwasrealizedthatthe pumpsnolongerhadgreatercapacitythanthestormsewersservingintothepumps.Hehadtherefore requestedthattheAssistantCityEngineerobtainanestimateofcostforthefourthpump,forwhichthis stationwasdesigned,andthathemakeaprovisionforitinthebudgetrequestsforthenextfiscalyear. Mr.Hannahadbeentoldthatthecostwouldbeabout$16,000. Mr.HannafelttherewasnoquestionthatinstallationofthispumpwouldsignificantlyhelptheNorth SideStormSewer.HerecalledthesituationwiththeInterconnectionprojectplannedforearlierin theyear,toconnectthestormpumpingplantatthenorthendofWebsterStreetinthevicinityofTynan AvenuewiththeendofanothersewerrunningtotheNorthSideStormSewer.Inthisinstance,the contractorhadfoundconcreteundergroundandrefusedtosignthecontract.TheCityhadfoundthisto betrue,andhadelectedtocanceltheawardandrelocatethepipe.Hehopedthatwithinait wouldbepossibletoadvertiseforbidsonthatproject.Mr.Hannafeltthatbetweenthetwofacilities, therewouldbeconsiderableassistancetothetroubledarea. CouncilmanLongakermovedthatacquisitionoftherequiredpump,attheapproximatecostof$16,000, beaNo.1budgetitemforthenextfiscalyear.CouncilmanForesecondedthemotion. Speakingonthequestion,CouncilmanLevysaidhefeltthemotionshouldbeamendedtoobtainapumpas quicklyaspossiblethisyear,subjecttotheapprovalandthediscretionoftheEngineeringDepartment. Therewassomediscussionwithregardtothepossibilityofobtainingtheneededpumpduringthisfiscal year.Onrequest,Mr.Hannastatedhehadeveryconfidencethatitwouldbepossibletoproceed immediatelyafterJuly1andhavethenewpumpinstalledbeforetherainswouldcommenceinOctober.All preliminarywork,suchasdesign,capacitystudiesandspecifications,couldbedoneandperhapsabid receivedpriortonext ye ar'sbudgettime,withtheapprovaloftheCityManagerandtheCouncil,andthe projectcouldproceedrapidlytothepointwheretheinstallationwouldbemadebeforenextyear1srains inOctober. Itwaspointedoutthatthepumpcouldprobablynotbeacquiredforsomemonths.PresidentLaCroix statedtheamendmentofexpediencysuggestedbyCouncilmanLevywouldthenstandonlyasadirectionto theCityEngineerandtotheCityManagerasfarasthebudgetwasconcernedandtheacquisitionofthe pump.CouncilmenLongakerandForeconsentedtotheamendmentandthemotion,asamended,carrtedonthe followingrollcallvote.Ayes:Five.Noes:None.Absent:None. ORALCOMMUNICATIONS,AGENDA: 6.Mr.FrankA.Gottstein,731HaightAvenue,statedhewasopposedtotheSouthernCrossingandsug- gestedtheconstructionofitbedelayeduntilitwasdeterminedwhetherBARTwouldpayandbeabletopay offitsob1igations,Healsosuggestedthat,ratherthantospoiltheviewoftheBaywithabri,a tunnelbebuiltundertheBay.Hedeploredthefactthattenmilliondollarshadalreadybeenspenton theCrossingstudiesandnowthequestionwasraisedastowhetheritwaswanted. Mr.Gottsteinsaidhebelievedthepumpwhichhadjustbeendiscussedwasnecessarybecausetheground ontheCo11egesitehadbeencutdown.Hebelievedifthegroundhadbeen1eftatitsformereTevation thiswouldhavebeeninadirectlinetotheEstuaryandtheEstuarycouldhavebeenmadetodrainthe area. Mr.GottsteinpleadedagainthatWebsterStreetshouldberaisedsothatthewaterwouldrunoffbygravity. 7.Mr.A.H.Bons t in,writerofthecommunicationwithregardtothefirehazardconditionsonBayFarm Island,askedtosubmitoneortwopointsinconnectionwiththesubject.Hesaidhewasaware.thatthe BayFarmIslandBridgewasnotoftenopen.However,inconsideringtheconflagrationhazardhepointed outthatfireshehadwitnessedorhad i nformationoninhisexperiencehadbeencausedbyunforeseenor unexpectedcircumstances.TheBridgecouldbeopenduringthedayanditwasconceivab1ethatitcould notbeclosedbecauseofsomeunexpectedhappening.HeunderstoodthatinsuchacasetheFireDepartment hadarrangementstogetequittothe"Island"bywayofHegenbergerRoadinOakland.r\~r.Bonstinsaid itwasconceivablethatantaclecouldhappenonthatRoadandtheroadwhichconnectsDoolittleDrive withMecartneyRoadwasabottleneck.Agreatdealofheavyequipment,hesaid,wasbeingmovedacross thatroadbecauseofthebuildingprogramsinprogressatthistimeandanticipatedinthefuture.He contendedthatitwasquitepossiblethatoneoftheseheavytruckandtrailerunitsmightjack=kniand blockthenarrowroadandtheFireDepartmentwouldhavenootherwayofgettingin. Mr.Weller,onrequest,statedtheCityhadaCivilDefenseagreementbywhichtherewasaprovisionfor accessacrossOaklandAirport. Mr.Bonstinexpressedhisthanksfortheinformationandsaidhewouldappreciateit if thepointshehad broughtupcouldbeconsideredinthereporttheCityManagerhadbeenrequestedtosubmittotheCouncil onthissubject. 8.Mr.DennisFeehan,1339BayStreet,expressedhisoppositiontotheSouthernCrossingonseveral grounds.Heexpressedtheopinion,asMr.Gottsteinhadpointedout,thatitwouldhavebeenmuchmore logicalfromaneconomicalpointofviewtohaveincorporatedthetransportationofvehiclesandBART intothesametube. 9.Mr.Feehanaskedforclarificationofanitemunder"ReportsandRecommendations",withregardto arequestfromAlaskaPackersAssociation,Inc.,andWestSacramentoPortCenter,Inc.,thatPort-Indus- trialusesbedroppedfromtheBayPlanlegislation. PresidentLaCroixstatedthismatterhadtodowiththeBayConservationandDevelopmentCommissionas towhatpropertieswouldfallunderitsjurisdictionastoanyusewhatsoeverwhichmightbeundertaken bytheparticularbusinesses.HeaskedtheCityAttorneyifhewouldliketoexplainfurther. Mr.CunninghamstatedthesourcefromwhichhehadobtainedhismaterialwasMr.Johnson,PlanninqDirector, whohadbeenmeetingwiththeAlaskaPackerspeople.Heexplainedbrieflythattherewasapriorityuse onacertainmapNo.4,called"SanFranciscoBay Pt an",and,byglvlngitaprioritydesignationthis meantnootherusecouldbemadebytheowners.Therehadbeenrequestsfromtheowners,supportedby otheraffectedorinterestedpersons,thattheprioritydesignationberemovedsothatotherpresumably water-orientedusesmightbemade. 10.Mr.MichaelAckley,AlamedaTimes-StarReporter,askedCouncilmanMcCall,regardingthediscussion ontheSouthernCrossing,ifhisreferencetoaconflictofinterestandspecificreferencetoMr.Kirk- landwerenotinfactdirectedatPresidentLaCroix. CouncilmanMcCalldeniedthisandstatedhewasthinkingofMr.AbeKofman,ownerofnewspapersinSan LeandroandAlameda,andthefactthatSanLeandrowasopposedtotheBridgeandAlamedahadgoneonrecord asbeinginfavorofit. REPORTSANDRECOMMENDATIONS: 11FromCityManager,recommendingapprovalofaIlWelcometoAlameda"sign.tobeinstalledonCity propertyalongthenorthsideofDoolittleDrive,subjecttorequirementsoftheCityEngineerandthe rightoftheCitytoremoveatitsdiscretion.ThesignhadbeenrequestedbytheAlamedaJuniorChamber ofCommerce. CouncilmanLongakeraskedifserviceclubsignswouldalsobedisplayed.Mr.Wellerstatedasketchofthe proposalindicatedthatthesignwouldbegeneralbuthebelievedtherewouldberoomforadditionalservice clubsignsifthisweredesired. CouncilmanMcCallsaidhewouldliketoclfyhispositionforMr.AckleyoftheAlamedaTimes-Star. HesaidhewasrelatingthistotheSouthernCrossingandMr.Kofman'srelationshipwithSenatorPetris, AssemblymanCrown,MayorMaltesterofSanLeandroandallthoseinvolvedintheSouthernCrossing.He saidifheownedanewspaperinAlameda,SanLeandroandFremonthethoughthewouldbeinapositionof power-onecannotservetwomastersandhefelttherewasaconflictofinterest. CityEngineerHannastatedthiswasadifferentandunusualtypeofcondominiumandsuggestedMr.Johnson orMr.Kirklandmightwishtoexplainit. Mr.JohnsondeferredandMr.WilliamB.Kirkland,Jr.,PresidentofPan-PacificDevelopmentCo.,addressed theCouncil.Hesaidaforty-twounitresidentialpropertyhadbeensubstitutedforonethathadbeen previouslyapprovedbytheCityintheMasterPlanfor101units.ThereasonfordOingthiswasvery simple.TheyhadheldtothepropositionfromthebeginningofplanningfortheBallenaBaycommunity thatautomobileparkinginAlamedawasaprobleminhighlydevelopedareas.Theprojectwasdesignedto accommodateatleasttwoparkingspacesforeachdwellingunit.Theyhadlearnedthatitwasimpossible todothisinthelargerbuilding.Itrequiredsomuchparkingareaunderthebuildingthatitcouldnot bebuilteconomically.Ithadalsobeenfoundthattherewasagrow;demandforownedpropertyinthe Cityasopposedtorentalproperty. Mr.Kirklandsaidtheyhadbeenveryheartenedbythefactthatagreatdealofinteresthadbeengenerated bywordofmouthinthisparticularcondominium.Theattempthadbeenmadetocreatesomethingattractive whichwouldnotlooklikeawarehouseforpeople.HesaidtheCompanyhadbeenverypleasedwithwhatthe architectshaddonetoproducethisparticulardesign.Itsessentialfeatureswereanundergroundparki areaprovidingtwoplacesforeachdwellingunitinanenclosedgarageandthebuildingswereclustered, witheachclustercontainingsevenunits.Eachunitwastwo-story,mostofthemstandiontheground, withtwoineachclusterontopofthegarage.Thisprovidedmorenearlyatownhousestructurethan acondominiumstructureintheapartmentstyle.Mr.Kirklandsaidhehopedthisschemewouldprove desirabletopeoplewishingtomoveintothecommunity,thattheunitsthemselvesofferedvariety,a rangefrombedroomsandtwobathroomstothreebedroomsandthreebathrooms.Theyfeltthatall requirementsimposedbytheCityhadbeensatisfiedbytheproposal. PresidentLaCroixcommendedtheCompanyforrecognizingtheparkingsituation.Mr.Kirkland,in responsetoaquestion.statedthesquarefootagerangedfromabout1,250toabout1,900squarefeet. 14.FromthePlanningBoard,signedbytheSecretary,recommendingapprovaloftherequestfrom AlaskaPackersAssociation,Inc.,andWestSacramentoPortCenter,Inc.,thatPort-Industrialusesbe droppedfromtheBayPlanlegislation. Mr.Johnsonwasinvitedtocommentonthismatter.Hesaidthissimplywasarequestfromtheapplicant company,DelMonteCorporation,ownerofthesubjectcompanies,whichcontrolledtheareacalledthe NorthWebsterorBethlehem-PacificMarinaarea.Hesaidthetwospecificareasunderquestionwerethe so-calledEncinalTerminals,ownedbyAlaskaPackers,andtheformerBethlehemShipyard,ownedbythe WestSacramentoPortCenter,Inc. Mr.JohnsonstatedinMapNo.4oftheBayPlanoftheBayConservationandDevelopmentCommissionthese areaswereshownasindicatedontheExhibitMapinpriorityorport-industrialuseclassifications. ThestaffofBCDChadadmittedthatthedesignationofindustrialusefortheformerBethlehemShipyard areawasanoversightandthatthelongtermcontinuinguseofEncinalTerminals I areaforportfacilities wasineffectaconclusionwhichmightbedesiredbutwassimplynotindicatedasalong-termlanduse. Therefore,Mr.Johnsonsaid,indiscussionswiththeowningcompany,theirconsultantsandwithstaff membersofBCDC,ithadbeenagreedandaskedandsodirectedbyBCDCthattherequesttodroptheseareas fromso-calledprioritydesignationshouldcomefromthejurisdictionofprimaryinterest,inthiscase theCityofAlameda.HesaidthisshouldbedonebeforeNovember10ofthisyearasthatwasthecut-off dateonwhichtheBayPlanwouldbecomeattendanttoandpartofthelegislationwhichkeepsBCDCin existence. Mr.Johnsonsaidthematterwasnotcontroversial,theBCDCstaffagreedthiswastheapproachtobetaken andthematterwasinstigatedbytheapplicantcompany.Itwasnotfeltitwouldbeaquestionablematter itcamebeforetheCommissionandatthispointheanticipatedappearingbeforetheCommissionon February19. Therewasdiscussionastotheeffectofthischangeonpropertiesinthegeneralarea.Itwaspointed outthechangewouldimprovetheCity'spositionastotheuseofthelandasitwouldagainhaveasay initsuse.Itwasalsonotedthattenantsnowusingtheportfacilitieswouldnotbeaffectedasthe changewouldnotaffecttheZoningOrdinanceoranyleasebetweenanowningcompanyandanoperating company,oranyarrangementstheCitymighthavewithanowningcompany.Mr.Wellerexplainedthe distinctionwasthatifthedesignationremainedintheBayPlanthenthepropertymustbeusedforthat purpose.Ifitwastakenout,thenthepropertymightbeusedforthatpurposesubjecttoregulation onthepartoftheCity. Mr.Hannastatedhefeltthedeveloperdidhaveresponsibilityinsituationsofthiskind.Itwashis opinionthattheproximityofthehomestherewouldmakethisadangeratleasttosmallchildren.He saidhewouldbehappytotakethematterupwiththedeveloper. 17.t PresidentLaCroixalsoraisedthequestionofthenumberofchuckholesonMaitlandDrive,which hadbeenveryheavilyusedduetothedevelopmentonBayFarmIsland.Mr.Hannasaidtherewasaplanto temporarilyimprovethatroad.Itwasoneofthreeprojectswhichhadnotbeenaccomplishedbefore winter.Itincludedaresurfacing,wideningasmuchasreasonablyfeasible,installationofacatch basinataboutGardenRoadforbetterdrainageintheditchandabetterditchline.Hefeltthe projectshouldbebeforetheCouncilwithinthenexttwomonths. 18.CouncilmanMcCallcalledattentiontothegrainandgrassgrowingonBayFarmIslandforretention ofthesand.Atthesametime,manyduckswerenowlivingintheareaduetothefactthatfeedand freshwaterwerethere.HefeltthiswasproofthatAlamedahadthebirdsandwiththefeeditcould keepthemhere.Hesuggestedthatsomeonetakeanaerialphotoofthescene,whichheconsideredoneof thefinestduckpondsinNorthernCalifornia.HefeltthatAlamedawasaveryfortunatecommunity, interestedinourenvironment,ecologyandtheBay. 19.CouncilmanMcCallalsocalledattentiontothejeepburiedinthesandontheSouthShorebeach. PresidentLaCroixstatedtheCityofPleasantonhadonetruckwhichhadbeenconvertedtousePropaneas atestcase.AtthelastMayors I Conferencemeetingthisquestionhadbeenraised.Hehadrequestedthat areportbesenttoallMayorsinAlamedaCountysothattheymightbecognizantofthesituationanddo somethingaboutgettinginformationonit. 35.Referringbackto"UnfinishedBusiness",CouncilmanMcCallbroughtupthesubjectofamemorandum fromtheCityManagersubmittingareportfromtheCityEngineerdatedJanuary15,1970,ontheproposed restrictionofparkingonWillowStreetbetweenEncinalandSantaClaraAvenues.Mr.Wellerhadstated theone-wayconversionwasnotanacceptablealternative.Hesuggestedcurbparkingbeprohibited,as originallyrecommended.orconditionsbeleftastheywere.CouncilmanMcCallsuggestedthismatterbe droppedandleftasithadbeen,forthetimebeing. PresidentLaCroixrecalledtheCityEngineer,inhisreport,hadstatedtheproblemfromSantaClara AvenuetoCentralAvenuewasaparamountsituationbecauseofthenumberofvehiclesbeingparkedinthat blockandnotbeingused. Mr.Hannastatedhefeltsomethinghadtobedoneinthatblockandifitcouldbejustifiedtoimpose restrictionsthereandnotsouthofCentralAvenue,thatwastheleastthatshouldbedone.Hesaidthe westsideofthatblockwasjustnotbeingmaintainedandusedtotheproperstandard.Hesaidthere wereanumberofcars,trucks,ajeep,aboat,etcetera,betweenthecornerhouses,acompletely undesirablesituationwherethestreetcouldnotbesweptandtheoff-streetparkingfacilitieswere clutteredupwithunusedvehicles.Hefeltiftheparkingonthestreetwasmadedifficultorifthecars hadtobemovedatleastonceaday,theoff-streetparkingwouldbedeveloped.Thestreetcouldthenbe cleanedandtherewouldbefewerconflictswithcarsgoingdownthestreet. PresidentLaCroixinquiredastothepossibilityofhavinganordinanceprovidingastreet-cleaningtime whenareascouldbepostedthatcarswouldhavetobeoffthestreetforcleaning.Hewonderedifthis wouldbeeasierthanaparkingprohibition. Mr.Hannaagreeditwouldbeeasiertodothisbutitwouldalsobelesseffective.Itwouldaccomplish thestreetcleaningbuttheobjectivewastogetridofsomeoftheunnecessaryvehicleswhichwere clutteringupthecommunity.
