MINUTES: 1.TheminutesoftheregularmeetingheldJanuary20,1970,wereapprovedastranscribed. PresidentLaCroixcommentedthattheCouncilChamberwascrowdedwithcitizensinterestedintheSouthern Crossingissue.Herequestedthathebeallowedtoconductthemeetingwithasmuchdecorumaspossible andthattheopinionsoftheindividualCouncilmenberespectedalthoughtheymightnotbeinagreementwiththeviewsoftheparticularperson. PresidentLaCroixstatedalloftheCouncilmenhadreceivedadditionalcommunicationsexpressingaparti-cularstandonthisissue. 3.FromtheAlamedaChamberofCommerce,signedbyMr.SmithAnderson,President,restatingitspositionofsupportoftheSouthernCrossing. CouncilmanLongakerrequestedtheopportunitytospeakasthenewestmemberoftheCityCouncilandthe onlymemberwhohadneverexpressedhisviewsontheissueunderdiscussion.Hesaidtheonlyfactthat seemedclearwasthattherewasawidedivergenceofopinionastowhetherornotthebridgeshouldbe builtatall.AnotherfactwhichstoodoutinhismindwasthattheactionoftheCouncilatthismeeting mightormightnotaffectwhatwouldhappenintheCaliforniaLegislatureonthequestion.Councilman LongakercommentedontheconcernshownbycitizensofAlamedawithregardtothedamagingeffectitcould haveonmanyaspectsoflifeintheCity.HesaidmanyfeltitwouldbepurefollytobuildasecondBay bridgewhichwouldworkincompetitiontothesoontobecompletedBARTsystem.Hesaidhehadattendeda HearingonthesubjectconductedbytheSenateRapidTransitSubcommittee.asaresultofwhichSenator AlquistintendedtointroduceabillintotheStateLegislaturewhichwouldineffectpostponethebuildioftheSouthernCrossing. CouncilmanLongakersaidhewouldliketobeabletolendthevoiceoftheCityofAlamedatothecause. HesaidSenatorPetrisandAssemblymanCrownhadrecommendedadelayintheconstructionofthebridge. Herecommendedtheadoptionoftheresolutionwhichhadbeenprepared,placingtheCityofAlamedainthe positionofbeingopposedtotheconstructionoftheSouthernCrossinguntilsuchtimeasitwouldbe possibletodeterminehowBARTwouldmeetthetransportationneedsofthepeople. CouncilmanLevystatedbeforehesecondedthemotionhewouldliketohaveitrewordedtorequestthatthe constructionoftheSouthernCrossingbedelayed.Hestatedhisreasonforsecondingthemotionwastoget thematterbeforetheCouncilsothatavotemightbetakentodeterminewhatitsstandshouldbe. ThechangewasagreeabletoCouncilmanLongakerandtheorderofbusinesswasrevisedto"Resolutions". RESOLUTIONS: CouncilmanLongakerintroducedthefollowingresolution,movingitbeadopted: "ResolutionNo.7587 RecommendingSuspensionofWorkonSouthernBayCrossingandDelayin ConstructionThereof;AndRepealingResolutionNo.7234WhichDeclaredSupportofSaidCrossing." ThemotiontoadoptsaidresolutionwassecondedbyCouncilmanLevy. Speakingonthequestion,CouncilmanForeaskedifpeopleintheaudiencewouldbegiventheopportunity tospeakonthesubjectunderdiscussion.PresidentLaCroixexplainedtheCouncilhadbeenrequestedto takespecificaction.CouncilmanLongakerhadmadeamotionsupportingtherequestsofthesecommunications.HeinterpretedthistobethefeelingofthemajorityoftheCouncil. CouncilmanForestatedhewasinfavoroftheSouthernCrossing.Hethenexplainedhisposition,saying hehadbeenaccusedofapprovingofitforhisownbenefitwhereasactuallyitsconstructionwouldreduce hisrevenue.Hesaidhewasnotinterestedintheprojectforrevenuetohisbusiness. CouncilmanForeexpressedhisviewsontherelationshipoftheproposedCrossingtotheGeneralPlan, BART,pollution,industryintheCityandthe"paycheck";proximityoftheproposedAlamedaapproach toEncinalHighSchoolandthepotentialofBayFarmIsland. CouncilmanMcCallexpressedhisdisapprovalthattheCouncilhadnotbeenallowedtohearthecitizens speakonthesubject,atleastspokesmenforthegroups,priortothemotion.Hesaidhehad>spokento Pres i dentLaCroixandtotheCityManagerwithregardtoapresentationatthismeet.ingibyMr.EJ. Foley.ChiefoftheCaliforniaBayTollCrossings,andhehadbeenrequestednottoha\le<Mr.Foleyappear. Heexpressedtheopinionthatitwouldhavehelpedmanypeopletohavethetruthandhotbeguidedbyemotionalism. CouncilmanMcCallsaidtheChambersofCommerceofOaklandandAlamedaandalloftheCityandCounty jurisdictionsintheBayareahadtakenpositionsonthisquestionandhefeltthepositionofthe majorityoftheAlamedaCityCouncilwaspredetermined. CouncilmanMcCallcalledattentiontoabookletwithregardtotheadoptionoftheShorelineMaster PlanbytheCityCouncilinFebruary,1948,andthediscussionatthattimeaboutbeingsureiftheBay landswereeverfilledaccordingtothepresentlocationofShoreLineDrivetheCitywouldreservethe rightforafreewaythere,towhichhesaidhewasopposed.CouncilmanMcCallinquiredoftheCity Engineerastothestatusofashorelineroutealongthatline.Mr.Hannasaidhebelievedthiswasin theStatePlanforFreewaysandExpressways,adoptedinl961. CouncilmanMcCallcalledattentiontotheGeneralPlanpreparedbyDaniel,Mann,JohnsonandMendenhall, withwhichtherewasacomprehensivestudyoftheCity.HesaidthePlanwasbuiltaroundtheSouthern CrossingandnooneatthismeetinghadobjectedtothePlanatthetimeHearingswereheldit.He calledattentiontootherstudiesinconnectionwiththeproposedSouthernCrossing,and develop-mentofBayFarmIsland. CouncilmanMcCallsaidhecouldnotunderstandhowtheGeneralPlanhadbeenpassedandnowwasignored. Hefeltifthepeopleinthe audt encewereallthoseintheCitywhowereopposedtotheSouthernCrossinq, therewereagreatmanypeopleinsympathywithhisviews. PresidentLaCroixpointedoutthattherehadbeenanumberofstandstakenbyCityCouncilsoverthe years,bothinfavorofandinoppositiontotheSouthCrossing.Therehadbeenmanyrecommendationsas toitslocation,whetheritbeaparallelbridgeorbemovedfarthersouthorwhetheritwouldcomeinto theCityofAlameda.HesaidhehadbeenaparticipantintwoactionsbytheCityCouncilonthismatter, oneinoppositionandonewhenafavorableactionwastakenin1967.Asoneindividual,hesaidhehad alwaystakenoneparticularstand,tryingtolookatthequestioninthebestinterestsoftheCity,para- mountly,andforthegoodofthesurroundingcities,secondly.Hecouldseenothingwrongwiththeaction atthismeeting,assimilaractionshadbeentakenhundredsoftimespreviously. Uponthecallforthequestion,Mr.JohnE.Mitcheom,1319HighStreet,requestedtheopportunityto speakbeforethevotewastaken.PresidentLaCroixstatedthiswasnotapublichearingandhewouldhavetodenytherequest. Thequestionwasthenputandthemotioncarriedonthefollowingrollcallvote.Ayes:Councilmen Levy,LongakerandPresidentLaCroix,(3).Noes:CouncilmenForeandMcCall.(2).Absent:None. PresidentLaCroixreadtheresolutioninfull.Heemphasizedfortherecordthatwhatwasbeingrequested wasadelay,astudyandareasonableperiodoftimetodeterminewhateffecttheBayAreaRapidTransit Dis.tr-i ctwouldhaveontheCityofAlameda,withrespecttotransportationandvehicular<traffic.Hesaid hefeltitwasafairresolutionasitwouldprovideanopportunitytoseewhatcouldhappeninthefuturebeforedeterminingfactscouldbeset. CouncilmanForeexpressedtheopi rrion thatitwasveryunfairthattheCouncilhadnothadtheopportunity toheartheopinionofthoseintheaudiencewhowishedtospeakonthesubject.HeaskedtheopinionoftheCityAttorneyonthismatter. Mr.CunninghamquotedfromSec.2-117oftheMunicipalCodethat"undertheitemofbusinessentitled, 'WrittenCommunications',theCouncilmayconsideranddisposeofthematterraisedbyanywriting." PresidentLaCroixexplainedhehadfeltitwasinthebestinterestsoftheentireaudienceatthis meetingtoactasexpedientlyaspossibleandhefeltthediscussionhadbeenconductedproperly,forthe bestinterestsofall. CouncilmanMcCallrequestedaclarificationoftheresolutionwhichhadbeenadopted.Heunderstood CouncilmanLevyhadrequesteditbeamendednottosuspendallworkbutjusttodelayit.Hesaidhe wasundertheimpressionthattheintentionwastorequestadelayintheconstructionoftheSouthern Crossingbutnotadelayintheengineeringsothatatleastitwouldbepossibletokeepupwithany changesintheeventitwasdecidedtobuildtheCrossing,whetherhereorsoutherly.Itwasdetermined thatitwasCouncilmanLevy'sintentiontoplacetheword"delay"intothemotion.Itwasfeltthat whetherthisincludedengineeringstudiesinconjunctionwithconstructionwoulddependupontheStateengineers. CouncilmanLongakercommentedthathehadmerelyhadadifferenceofopiniononthisissuefromthoseof CouncilmenForeandMcCallandthattheCouncilwouldcontinuetoworkasateamforthebettermentof thecommunity.HesaidherespectedthemfortheyearsofservicetheyhadputinontheCounciland fortheknowledgetheyhadoftheCity. CouncilmanLevystatedhehadnoapologiesfortakingthepositionhehadtakenontheissueunderdiscussion. Afive-minuterecesswasdeclared.Uponreconvening,themeetingcontinuedundertheregularorderof business ORALCOMMUNICATIONS~AGENDA: 4.Mr.FrankA.Gottstein,731HaightAvenue,saidhehadbeenpleasedtoseePresidentLaCroixand CouncilmanForeatthepublicmeetingonthesubjectoftheSouthernCrossingattheAlamedaHighSchool LittleTheatre.HesaidhewassorrytohearCouncilmanForetakethebruntofthesituation. Mr.GottsteinalsothankedCouncilmenLongakerandLevyfortheirpartintQeactiontakenatthismeeting tochangethepositionoftheCitywithregardtothisquestion,especiallytothelatterforchanging histhinking.Hesaidhehadfeltdiscouragedbecausethepeopledonotreceivetheopportunitytovoteonimportantquestions. Mr.GottsteinreiteratedhisprotestagainsttheprogressoftheSouthernCrossing,whiletherewerenot sufficientfundstofinishtheBARTsystemandtherehadbeennoopportunitytoseewhatthesystemwouldbeliketodeterminewhetheritwouldbenecessarytohaveaSouthernCrossing. 5..JackDixon,1001SanAntonioAvenue,spokeonbehalfofAlamedansforCreativeEnvironment,and thankedtheCouncilforitsactioninrequestingdelayoftheSouthernCrossing.Hesaidhehadpetitions signedby4,267citizensoftheBayArea,mostoftheminAlameda,whichtheyhadhopedtopresenttothe Council.InviewofthefavorableactionoftheCouncil,hesaidhewouldpassthemontoSacramentofor usethere.Hethankedthecitizenswhocirculatedthepetitionsandgainedthisnumberofsignaturesina littleoveraweek.HealsothankedthestudentswhohadtakenpartinthecampaignandwhosoobviouslyanddeeplycaredaboutlifeintheirCity. 6.Mrs.EthelKibbe,510CentralAvenue,readapreparedstatementsubmittingapetitionsignedby twenty-fiveconcernedAlamedabusinessandpropertyownersandmanagers,includinglargeapartmentcomplexes onWebsterStreetandCentralAvenue.ItwasurgedthattheSouthernCrossingbeopposed. 7.Mr.ClarenceGilmore,1853EighthStreet,speakingasataxpayer,commentedthattheaudiencehad beenrequestedtorespecttheviewofthemembersoftheCouncilbutnoonehadaskedtheCounciltorespect theviewsoftheaudience.Hesaidhefeltwhenanelectedpositionisaccepted,nomatterhowconcerned apublicofficialmightbeforpersonalorotherreasons,whenthepeopleexpressthemselvesastheyhad doneatthismeeting,itwasamandate.Hesaidhefurtherbelievedthatanunanimousapprovalofthe resolutionwouldhaveweighedheavierinSacramento.Hesaidthepeopleneededmorerepresentativeswhowere responsivetotheirneedsandwishesofthecommunitytheyrepresent.Althoughthisactionhadbeentaken, hehopedseriousconsiderationwouldbegiventotheeffecttheSouthernCrossingwouldhaveontheCityofAlameda. 8.Mrs.EleanorTattersall,1520CentralAvenue,congratulatedtheCouncilonitsvoteonthesouthern Baycrossing.ShealsorequestedaclarificationonItemNo.2under"ReportsandRecommendations".She saidshehadheardatarecentCouncilmeetingthattherewasapossibilityofdoingawaywiththeSouth GolfCourseaseconomicallyunfeasibleandthatthematterwastobestudied.Sheinquiredastotheitem withregardtomakingnecessaryrepairsontheSouthGolfCoursedeepwellatacostofapproximately$5,900. Mrs.Tattersallwasinformedthatherinquirywouldbetakenupundertheappropriateitem. 9.v Mr.CharlesTillman,2415RooseveltDrive.statedifconstructionofhigh-risebuildingsinSanFran- ciscowastocontinue,hedidnotbelievethathe,asanAlamedacitizen,shouldbepenalizedforanother accessroutetoSanFranciscothroughAlameda,nortosharethepollutantsexpelledfromanysuchroute. Heexpressedthebeliefthatregionalplanningshouldbeexplored,placingofficesandbuildingsinmore expansiveareas.HesaidheexaminedmanyindustrialplantsintheBayareaandfoundthatmanymanufacturers whoseheadofficeswereinSanFranciscohadtheirindustrialplantsacrosstheBay,forexampleStandard OilCompany.HeremarkedthattheentireoperationcouldbelocatedinRichmond.Heexpressedtheopinion thatuntilunnecessarytravelwasminimized,problemslikethatdiscussedatthismeetingwouldcontinue. 10.Mr.JohnE.Mitcheomraisedthequestionastowhytherehadbeensucharushtotakeactiononthe SouthernCrossingatthismeeting.HesaidhedidnotapproveofdisregardingtheGeneralPlan.Hesaid hehadbeenincontactwithpeopleacrossthecountry,tryingtointeresttheminbringingtheirindustrial plantstoAlameda,butpeoplewantlowtaxeswhicharenotpossiblewithonlyresidentialproperty.He expressedtheopinionthatthecitizensofAlamedashouldexaminethedifferentideasbeforetheyapprove ordisapproveofanissue.HesaidBARTwasneededbutpeopleshouldnotclosetheireyestotheSouthern Crossing,andpredictedthattenyearshencepeoplewouldwishtherewassuchacrossing. 11.Mr.JohnH.Durgess,1336St.CharlesStreet,saidhehadlivedinallpartsofthecountryandhad livedinAlamedaforthepastelevenyears.Hehadsettledherebecauseofthewayitwaslaidout,a smallcitylocatednearlargecities.HefelttheSouthernCrossingwouldbenefitfewpeopleandharmmany. HepointedoutthattherewasaprevailingwesterlywindcomingofftheBayacrosstheCityandthefirst thingitwouldhitwouldbetheCrossingwiththreetofourhundredvehiclesandtheamountofairwhich woulddispenseaspollutionacrosstheislandwoulddestroyanybenefitstheCrossingmighthavefortheresidentsoftheCity. 12.Mr.FredF.Cooper,345LagunaVista,expressedhissupportofthestandoftheCouncilonthe SouthernCrossingquestion.Healsosubmittedpointsnotyetbroughtout-(1)thattheSouthernCrossing seemeddesignedtoalargeextenttoputagreatdealmoretrafficinSanFranciscoandhedidnotthink thatCitycouldhandlethetrafficorparkingproblemsitnowhad.HesuggestedtheDivisionofHighways mightconsideritatopprioritytofinishthefreewayswhichwereunfinishedinSanFranciscosothatthe trafficmightbehandledbeforedumpingmorefreewaysintotheCity.(2)Hesaiditwouldseemthatin thefuturetheCouncilandthepeoplemightconsidertheobjectlessonoftheSouthernCrossing,whichwas determinedlargelybytheTollBridgeAuthority,mostlynon-electiveofficials,andpartlybytheDivision ofHighways.Thesetwoentitieswereconcernedprimarilywithcarsandtheytookthesedecisionsinterms oftryingtosolvetheproblemofcarswithoutanyconcernfortheproblemofairpollutionnorofthe effectofputt;ngnewfreewaysalongtheBayfrontandtheeffect it wauldhaveonfi11 i ngtheBayandthe impactoffreewaysontheecologyoftheBayarea,whichistheprovincelargelyoftheBayConservation andDevelopmentCommission.Hesuggestedthesedecisionsshouldallbetakenbysomesortofaregional governmentwhichwouldhavetoconsiderallaspectsoftheproblem. PresidentLaCroixpointedoutthatinpart.theCityhadsuchagovernmentalagency,whichwasthe AssociationofBayAreaGovernments.Also,theAlamedaCountyMayors I Conferencemoreandmorewas gettingintotheareaofpollutionandtraffic. 13.Mr.ChrisMuir,1004'ParuStreet,commentedthatschoolswouldnotbemoredisruptedwiththe Bridgethanatthepresenttime.TheBridgenoisewouldbemoreconstantthanthatontheroadnow,as therushhourswereat5:00o'clockp.m.and8:00o'clocka.m.,whenschoolwasnotinsession.He expressedtheopinionthattherealproblemwasnottoomanycars,buttoomanypeople.Hefeltthere weretoomanypeoplelivingintheCitytobeabletoformasocietyinwhichpeoplecouldlivewithout congestion.HepointedoutthatBARTwoulduseelectricityandwouldnotemitanypollutionintothe air,andhethoughtitwasofmuchgreaterworththanthefreeway. 14.IntheMatterofanAppealfromthedecisionofthePlanningBoardtodenyaUsePermittoallow anoutdoorcommercialuse(fleamarket)inan"M-2-G"DistrictintheareabetweenthePoseyandWebster Tubes.TheAppealhadbeenfiledbyMr.J.PaulGutleben. PresidentLaCroixannouncedthat,attherequestoftheAppellant,thismatterwouldbecontinuedto thenextregularmeetingoftheCouncilonFebruary17,1970. REPORTSANDRECOMMENDATIONS: 15.FromtheCityManager,recommendingcontractbeawardedtoG.M.Labrucherie 8l Associates,Inc., lowbidder,fortheprojectofRemodelingthePoliceDepartmentLockerRoomandSquadRoomAreas,ata priceof$22,770. CouncilmanLevymovedtherecommendationbeapproved,thatthecontractbeawardedtothedesiqnated companyforthespecifiedprojectatthepricequoted.CouncilmanMcCallsecondedthemotionwhichcarried onthefollowingrollcallvote.Ayes:Five.Noes:None.Absent:None. 16.FromtheCityManager,recommendingauthoritybegiventoemploythefirmofAr-GoPumpCompanyto effectnecessaryrepairsontheSouthGolfCoursedeepwell,atacostofapproximately $5,900,under provisionofSection3-15oftheCityCharter. AsrequestedbyMrs.Tattersall,CityManagerWellerexplainedtheproposedexpenditurehadnothingtodo withtheconsiderationofthefutureoftheS6GolfCoursefortworeasons.First,thedecisionasto thefutureoftheCourseandanysubsequentactionresultingfromitwouldrequireaminimumtimeofabout oneyearduringwhichinevitablysomemeasureofmaintenancewouldhavetobeundertaken.Secondly,the waterwellswereinterlockedandthetotaloutputbasicallywasinadequateforthetwoGolfCourses, whichcausedsomeoftheproblemsontheSouthCourse.IntheeventtheSouthCourseshoulddisposed oforsomeotherusemadeofit,theoutputofthewellwouldgointothepoolforirri~ationofthe NorthCourse,whichatpresentwasdeficient.Hesaiditseemedeconomicallyandsimplygoodbusiness tomaintainthewell. CouncilmanMcCallmovedtherecommendationbeapproved,thatthedesignatedcompanybeemployedtoeffect thenecessaryrepairsontheSouthGolfCoursedeepwell,atthespecifiedcost,undertheprovisionsof Section3-15oftheCityCharter.CouncilmanLevysecondedthemotionwhichcarriedonthefollowingroll callvote.Ayes:Five.Noes:None.Absent:None. UNFINISHEDBUSINESS: 17.ThematterofparkingrestrictionsonWillowStreetbetweenEncinalandSantaClaraAvenueswas broughtup. Onrequest,CityEngineerHannareviewedthehistoryofthetrafficproblemonWillowStreet.Hesaidin thelastfewmonthsanincreaseintraffichadbeennotedbetweenEncinalandSantaClaraAvenuesandthe emergencyservicewasalsonowgoingtotheHospitalratherthantotheFirstAidStation,This,combined withothercommunityobjectives,hadbroughtaproposaltotheTrafficAdvisoryCommitteethatconditions beimprovedinthoseblocks.TherecommendationhadbeenmadebytheCommitteethatparkingbeprohibited there.Theordinancehadbeenintroduced,theresidentshadbeensoadvisedandhadprotested,andthe matterhadbeencontinuedinorderthattheCouncilmightbefurnishedwithfurtherinformationonthe subject.Itwasnotedthatthesuggestedone-waystreetpatternwasnotconsideredapracticalsolution. ThefollowingpropertyownerspresentedastrongpleathatparkingnotbeprohibitedonWillowStreet: Messrs.FredG.Roschitsch,1215WillowStreet,whosuggestedtheCityinvestigatewideningthestreet orsomeothermethodofcorrectingtheproblem;HalCope,1424WillowStreet;GeorgePhillips,2068Central Avenue,alsoownerofthepropertyat1317WillowStreet,whorecommendedthattrafficonthestreetbe restrictedtoonewayratherthantoprohibitparking,orthatthesidewalksbenarrowedoreliminatedon onesideinordertowidenthestreet,andthatsignallightsbeinstalled. Withregardtothesuggestionthattheparkingprohibitionwouldmakeitpossibletokeepthestreet cleaner,itwasclaimedthatitwasnottheresidentswhodroppedrefuseonthestreetbutmotorists travelingthrough.Mr.Phillipsalsoremarkedthattherehadbeenatrailerparkedatthecornerof LafayetteStreetandClementAvenuefortwoyearsandithadneverbeenmoved.Inviewofthisfact,he couldnotseewhysuchapointwasmadeoftheunusedcarsparkedonWillowStreet. MissCherylParks,2103AlamedaAvenue,expressedtheopinionthatparkingshouldbeprohibitedonWillow StreetbetweenSantaClaraandEncinalAvenuesbecauseofthedifficultyofcarspassingonthenarrow street.Shefeltspeedingwouldnotbeincreasedbytheprohibitionofparking,whichshebelievedwould makethestreetsaferfortravel. Dr.VedrossaidhesupportedCouncilmanForeinthathewasnotoptimisticthatthepeopleofAlameda,per se,wouldcometotheCityCounciltofightwhatheconsideredmoreofaproblem,theecologyofthe environmentintheCity.HesaidhewasaProfessorofMicrobiologyattheUniversityofCaliforniaand lecturingonEcology.HesaidhewasalsodirectorofalargeresearchlaboratoryfortheUnitedStates Navy,withmanymarinebiologistsandairpollutionpeopleworking.HesaidtheecologyoftheBaywould probablybechangedmorebythelittlespitoflandonBayFarmIslandthanbyseveralBaycrossing bridges.Heexplainedthetechnicalaspectsofhisstatement. Dr.VedrossaidhefelttheproblemintheCityofAlamedawasincreasedpopulationandautomobiles,as itwouldchangethewholecomplexoftheCity.HesaidhewasgladtoseethetrendoftheCouncilin tryingtohavesometypeofMasterPlanforguidance,andhavingcouragetoattempttoweldthecommunity asitshouldbe.HefeltthepeopleofthecommunityappreciatedtheCouncil'sstandandunderstoodit wantedthebestfortheCity;theyjustcouldnotbelieveitactuallywasoccurring. PresidentLaCroixstatedtheparkingordinance,onwhichDr.Vedroshadalsoappeared,wouldbecomino beforetheCouncilagaininthenearfutureforpossibleaction. 28.Mr.JohnDosSantos,457 HaightAvenue,urgedthattheCityofAlamedahaveanelectedMayor,rather thananappointedone,andthattheCityCouncilattempttohaveincludedontheballotforthe\]unePrimaryElectionameasureonthisissue. 29.MissAnnJohnson,2120AlamedaAvenue,inquiredofCouncilmanForeifheassumedthatthepeople whodidnotcometothemeetingwereinfavoroftheSouthernCrossing,ifthepeoplewhohadwritten letterstohimwereinsupportandifpeoplewhowereinfavoroftheprojecthadcirculatedpetitions asthosewhowereagainstithaddone.Sheaskedifitwaspropertoassumethatthemajorityofthe peoplewereinfavorofthebridge.SheexpressedtheopinionthatthebeachandtheBayweremore importantthantrucksandspeedingtraffic. CouncilmanForesubmittedhisreplytoeachquestion. 30.Mr.M.A.(Mike)Corbett,1431EastShoreDrive,withregardtoaquestionbyMissJohnson,said hefelthecouldsaywithoutexaggeratingthatthereweremorebusinesspeoplepresenttotalkinfavor ofthebridgethanthoseopposed,iftheyhadbeengivenanopportunitytodosobeforethevotewastaken. HesaideverymemberoftheAlamedaChamberofCommercehadbeenpresentwithnotestotalkifgiventhe opportunity,andheexpressedamazement,shockandshamethatthishadnotbeenpermitted.Headdedhewasspeakingasanindividual. Mr.CorbettstatedtheBayandtheEstuarywerecleanertodaythantheyhadeverbeenandgettingcleaner everyday.Hecommentedontheworkofthelimnoriaandtheteredowhicheatwoodeninstallationsinthewaterandwillnotliveincontaminatedwater. CouncilmanForeaskedMr.CorbettifheconsideredtheCouncilmighthavebeeninahurryinitsaction withregardtotheSouthernCrossingmatter.Mr.Corbettsaidhehadheardcommentsthat"theyhadneverseensuchasteamrollerandarailroadingintheirlives." Mr.AltmansaidhewasverypleasedwiththeactiontheCouncilhadtakenontheBridge.Hesaidhewas aSanFranciscobusinessmanwithabusinesswhichnecessitatedservicingaccountsinAlamedaandasfar southasUnionCity.HesaidhewouldinviteanyoneinfavorofthebridgetogotoSanFranciscoand seewherethecarscomingoffthebridgewouldbeput,sayingthattherewereunbelievableproblemsin thatCitywhichwouldsimplybeencouragedbytheconstructionofanotherbridge.HefeltitwasimperativethattheBARTsystembegivenachancetoseeifitwouldwork. 33Mr.PeterAllen,1020PacificAvenue,pointedoutthataconsensusofthevotersoftheCityhadnot beentakenonthequestionoftheSouthernCrossing.HedoubtedthattheCouncilwasarepresentative groupoftheentireCity,northatitknewthefeelingsofthepeopleontheissue.HesuggestedthequestionbeincludedontheJunePrimaryElectionballot. Mr.AllenalsosaidhefelttheBARTsystemwastheanswertothetransportationproblem,andurgedthattheCouncilgiveitallpossiblesupport. 34.Mr.EzekielSamuel,321FairhavenRoad,recommendedtheBARTsystemasthesolutiontopeople'stransportationproblems. 35.Mr.Phillips~2068CentralAvenue,askedwhatwouldbeinvolvedingettingatrafficlightatthe intersectionofWillowStreetandCentralAvenueasmanyschoolchildrenpassedthecornerandhadtroublecrossingthestreet. Mr.PhillipssaidhefelttheCouncilhadbeensomewhathastyinitsactiontonightwithregardtothe SouthernCrossingissue.Hecommentedonanaccidentsomeyearsagowhenanairplanecrashedintothe BayBridgeandwonderedhowpeoplewouldgettoSanFranciscoifthisweretohappenagain.Inviewof suchapossibility,hesaidhefavoredtheCrossing. 36.Mr.FrankRatto,1053IslandDrive,suggestedatrafficsignalattheintersectionofWillowStreet andCentralAvenuewouldbegoodonlyfortheschoolhours.HesuggestedthataCrossingGuardbeinstalled atthecorner.Mr.RattopointedoutifthereshouldbeanaccidenttotheBayBridgetherewerealternatives tobeemployed.Mr.RattosaidhewasoneoffewcitizenswhoattendedCouncilmeetingsregularlyandhe felttheactionoftheCouncilatthismeetinghadnotbeenunusual. HesaidtheChamberofCommercemanytimesstatesitsviewsincommunicationsbutnooneappearstorepre- sentitinOralCommunications.HecomplimentedMr.Corbettforspeakingthisevening. Mr.RattocommentedonthefundsallocatedbytheCitytotheChamberofCommerce.Asataxpayer,hesug- gestedwhenthenextbudgettimecomesup,theChambershouldberemindedtotakeadifferentapproachonissueswhichcomeup. Mr.Rattoinquired,withthedelayonthebridgeifitshouldgothrough,iftheCitywoulddoanythingto alleviatesomeofthetrafficproblemsintheCity,suchastheextensionofFernsideBoulevard,thetruck routeontwo-laneHighStreetandnotonfour-laneFernsideBoulevard,whatwasbeingdoneaboutthetwo- lanetruckrouteonBuenaVistaAvenue.Hefeltifthesethingscouldbeimprovedabridge,ifitshould comethrough,wouldbemoreeasilyaccepted,especiallyontheextensionofFernsideBoulevard. Mr.HannastatedtheCitywaswaitingforadeveloperandtherewassomeinterestinthepropertyatthe presenttime.Mr.Rattoremarkedthatpeopleowningneighboringpropertycoulddonothinowithituntilthestreetwasextended. Mr.RattoaddedtohissuggestionstoalleviatetrafficproblemsthepossibilityofanewFruitvale Bridgebeingconstructed.PresidentLaCroixsaidhehopedtherewouldbesomethingonthatmatterverysoon.
