PresidentLaCroixcomplimentedthewriteroftheexcellentletterandstatedtheCouncilwasgreatly concernedwithconditionsatthebeach.HepointedouttherewouldbearesponsibilityoftheCityandthe EastBayRegionalParkDistrictinthematter.HerecalledthatlastyeartheParkDistricthadbeen requestedtosupplyadditionalRangersfortheareaandthishadbeendone. PresidentLaCroixexpressedtheopinionthatthebeachandRegionalParkareawouldalwaysbeusedinan impropermannerandthetaskwouldbetokeepobjectionableactivitiestoaminimum.Heexpressedsympathy fortheresidentsoftheareawhowerebeingsubjectedtoabusivetreatment,withmotorcycles,automobiles anddisregardforlawns,etcetera.HesaidheknewthePoliceDepartmentwasvitallyconcernedwiththe problemandthatthePoliceOfficerswouldbedirectedtodoeverythingpossibletoalleviatetheproblem. CouncilmanForestatedhehadvisitedtheareaandhadbeeninformedbyresidentsoftheconditions.He saidhehadtraversedthebeachfromSunsetRoadtoParkStreetandverifiedthestatementsoftheprotes- tants.Heurgedthatsomethingbedoneimmediatelytocorrectthesituation. Onrequest,CityAttorneyCunninghamexplainedtheprovisionsofthe fv1unicipalCodeprohibitingtheuseof alcoholicbeveragesonthebeachandtheStatelawsonthesubJ'.ect.Presl'dentLC.darOlXsuggestetheCity 48 ManagercheckthisaspectwiththePoliceDepartmenttobesurethatallregulationswereunderstood andwerebeingemployed. Mr.Wellercommentedthatpartoftheproblemwasoneofdualjurisdictionimplyingacloserelation- shipbetweentheCityandtheEastBayRegionalParkDistrict.whichhadtheprimaryresponsibility forenforcementofalllawsontheSouthShorebeach.Hesaidthiswascoupledwiththeproblemof bothagencieswithregardtotheweatherwhichmightchangedailyandcausedifficultyinstaffing adequatelytomeetchangingconditions.Hesaidhefeltitwouldbenecessarytocometogripswith theproblemofbeingabletoexpandforceswithswornpersonnelonalmostaninstantaneousbasis. Mr.WellersuggestedthatameetingbeheldwithrepresentativesoftheEastBayRegionalParkDistrict toexploretheproblemfurther,tomakeitclearthattheCitywasnotsatisfiedwiththelevelof patrolandenforcementwhichhadbeenprovideduptothispoint,andattempttodevelopprocedures forputtinganadequateforceintheareawhentheweatherandcrowdsrequireit.Heremindedthose presentinconnectionwiththisproblemthat,inherently,inawaterfrontsituationtherewouldbe crowds,trafficandnoisebeyondwhatisdesirable. PresidentLaCroixsaidhehaddiscussedthematterwithMr.RichardC.Trudeau,GeneralManagerofthe RegionalParkDistrict,andfoundtheDistrictwasawareofthesituation.Heconcurredthatameeting shouldbearrangedassoonaspossiblebetweentheCitystaffandtheDistrictfordiscussionofthe problem.HealsosuggestedthatMr.WellerfurnishtheCouncilwithareportontheuseofswornreserve- typeofficers.ItwasagreedthatsuchareportwouldbesubmittedtotheCouncilassoonaspossible. CouncilmanLongakersaidhefeltitwasimportantforthepeopleinthecommunitytounderstandthatthe Councilwasawareoftheproblemandhaddiscusseditmanytimes$andthatitwoulddowhateverpossible toinsurethesafetyandwelfareofthepeoplesothattheycouldusethebeaches. CouncilmanMcCallreadaletterfromtheParkDistrict,signedbyMr.Trudeau,datedJanuary23,1970, requestingcooperationofcitiesbecauseofthepossibilitythatwhenthetaxover-rideoffivecents, additionaltothepresenttencents,wouldbecomeeffectivetheDistrictdesiredtoimposeatencent taxwithoutanyprovisionforitseverbeingtakenout.HerequestedthatMr.Wellerincludeinhis reportthetotalnumberofRangersemployedbytheParkDistrictina1lf'aci l t tuesunderitscontroland expressedtheopinionthattherewereinsufficientmentoadequatelyservetheneeds.Healsoaskedif itwouldbepossibletoprohibitpeoplenotbelongingonanycertainblockfrombeingthere.Hesaidmany ofthestreetsweredeadendandsometurn-around,andexpressedtheopinionthatbarringparkingonthe southsideofShoreLineDrivehadhelpedtocreatethepresentproblem. PresidentLaCroixclosedthediscussionbysayingthatallquestionswouldundoubtedlycomeoutinthe meetingtoberequestedwiththeDistrictandtheCitywoulddoeverythingpossibletocorrectthesitua- tion.Mr.andMrs.McCleaseweretobesoinformed. ORALCOMMUNICATIONS,AGENDA: 8.lvlr.FrankRatto,1053IslandDrive,requestedtheopportunitytospeakunderItem2of"Introduc- tionofOrdinances"andtohaveanexplanationofItem3under"Resolutions". 9.Mrs.MaryJohnson.148SantaClaraAvenue,statedshehadbeenrequestedtospeakonbehalfof theresidentsintheareaofWoodstockParkinconnectionwithepetitionswhichhadbeensubmitted requestingthatafull-timeDirectorbesignedtotheParkandthepresentDirectorberetained. Mrs.JohnsonsaidtwentyresidentsinvolvedhadmadeattemptstocontacttheRecreationDirectoronthe matterandhadbeenunabletoreachhim.Sheinquiredastowhatprocedureshouldbefollowed.Shesaid thismatterwasofextremeimportancetotheprotestantsbecauseofthegreatracialandeconomicmixture inthearea.Therehadbeenplansforablackculturalartsprogramforthesummerwhichwouldbelost. Itwasalsofeltthatwiththelargeapartmentcomplexintheneighborhoodafull-timeDirectorwas needed. Mrs.JohnsonwasinformedagainthattheprotestantsshouldcontacttheRecreationCommissionandarrange ameetingontheproblem. 10Mr.AlvinRuebel,1716EighthStreet,protestedtheconditionsontheSouthShorebeach. 11Mrs.CaroleMcClease,408SunsetRoad,spokewithregardtoherletterofprotestonSouthShore beachconditions. Mrs.McCleasestatedshehadfoundoninvestigationthattherewerefifteenRangerstocovertwocounties andtwentyparks.Shesaidshehadlearnedthatanattemptwasbeingmadetohireadditionalmenand thatpermanentpatrolingofthebeach,usuallyconfinedtothesummermonths,wouldbeginassoonasmore helpcouldbeobtained.Mrs.McCleaserequested,untiltheRangerscouldcoverthebeachadequately, thatCityPoliceOfficersbeassignedtohelpinthesituation.Shesaidsheandherneighborsfeared thesummerifsomethingwerenotdoneatthistime. PresidentLaCroixassuredMrs.McCleasethattheCityPoliceOfficerswantedtoseethissituation alleviatedandthateverythingpossiblewouldbedonetoseethattheincidentsofwrongdoingceaseor atleastdecreaseasquicklyaspossible. 12Mr.EugeneCabral,1326Broadway,askedwhyRecreationDepartmentpersonnelwerenotpermittedto attendCouncilmeetings.PresidentLaCroixassuredhimheknewofnoemployeewhohadeverbeenso restricted. 13.Mr.RogerThatcher,612WestlineDrive~askedifinformationwouldbeavailablebythenextCouncil meetingastoalleviationoftheSouthShorebeachsituation.HeagreedthatadditionalRangerswere neededtocopewiththeproblem. PresidentLaCroixstatedareportwouldundoubtedlybeonhandonthesubjectbythenextmeeting,on April21.HeaddedthatthePoliceDepartmentwasactingdailyontheproblemsanddoingeverything possibletoalleviatethesituation. 14.Mr.DeanLord,168MecartneyRoad,expressedtheoplnlonthatitmadeitveryhardtomovethe ParkDirectorsafterlongservice.HesuggestedtheCouncilshouldmakearecommendationtotheRecrea- tionCommissionthattherewasastrongfeelingamongthepeopleoftheareaonthisissue. PresidentLaCroixexplainedagainthepositionoftheCouncilinthismatter.HesuggestedMr.Lord attendthenextmeetingoftheRecreationCommissionandMr.JohnGoss,AssistantCityManager,was requestedtoinformhimofthedateofsaidmeeting. l5.~Mrs.McCleaseaskedtobeheardagainandinquiredifon-streetparkingcouldbeprohibitedfora numberofdaysperweekbetweencertainhourssothatresidentsofthestreetwouldnotbebothered,or ifasigncouldbepostedthattrafficcouldnotgothrough. PresidentLaCroixstatedthisaspectwouldbeincludedinconsiderationoftheproblem. CouncHman~lcCallinquirediftherewasaHomeownersAssociationintheareainvolved.Hesuggestedthat theresidentsinvolvedgettogetherandmakeknowntheirideastotheCityManager1sofficeforconsidera- tionbytheTrafficAdvisoryCommittee.Somethingcouldundoubtedlybeworkedoutwhichwouldbeaccept- abletoeveryoneandtheCouncilcouldtakeactionaccordingly. Mrs.McCleasesaidshedidnotbelongtoaHomeownersAssociationbutsheunderstoodtheSouthShoreIsle HomeownersAssociationintendedtosubmitaletterinsupportoftheprotest. 16.lVlr.BenErdahl,247BeachRoad,urgedthattheDirectorberetainedatGodfreyPark. REPORTSANDRECOMMENDATIONS: 17FromtheCityManager,reportingallworksatisfactorilycompletedontheprojectofDrainageand PavingattheCentralEquipmentGarage,recommendingitbeacceptedandtheNoticeofCompletionbe orderedfiled. CouncilmanMcCallasked,intheeventtheseshouldbeabandoned,whatopportunitytheabuttingproperty ownerswouldhavetoextendtoAtlanticAvenuetobeautifythearea.ItwaspointedouttheAlameda BeltLinewouldbetheownerinvolvedinsuchacase. 25.PresidentLaCroixannouncedthatonthefollowingThursdayat1;30o'clockp.mqaHearingwould beheldinSacramentoontheSouthBaycrossingmatter.ThefourmembersoftheCouncilpresentatthis meetingplannedtoattendtheHearingandPresidentLaCroixandCouncilmanLongakerweretopresentthe officialpositionoftheCityopposingtheproposalandrequestingadelayinconstructionuntilsuch timeasBARThashadtheopportunitytoproveitself,hopefullysothataSouthernCrossingwouldnotbe necessary. 26.uncilmanForepointedoutayearhadpassedsinceadoptionoftheGeneralPlan.Hesaidhewould liketoastudymadebythePlanningBoardassoonaspossibleonconstructionofanewCityHall ComplexandareportfromtheCityManagerastoitsfinancing. Mr.MeyhsaidhehadhadthefeelingatthePlanningBoardHearingthattherewasnorealMasterPlanDy whichonecoulddefineforthenextfiv~.tenormaybetwentyyearswhatAlamedawouldbecome-forexample, whatthedensityorratioofapartmentstoresidentialbuildingswouldbe. HesaidhecouldunderstandthattheCouncilwouldbeconcernedabouttheproblembutCouncilschangeand thepresentconcernmightnotcontinue.Hewonderedifitwouldbenecessarytocirculatepetitionseach timeanewrezoningapplicationwassubmitted,todefeatattemptstochangethezoning. PresidentLaCroixsaidhefeltthisvigilancewasthepriceanyresidentofthecommunitymustbefaced witninordertorestraincnange.
