PresidentLaCroixrecalledtheCouncilhadrequestedthatstudiesbemadeonthissubjectbythePlanning BoardandtheRecreationCommission.ItwassuggestedthatdiscussionoftheBoard'sreportbewithheld untilsuchtimeasbothreportswereavailableforconsiderationbythestaffandcommentthereontothe Counci1.Itwassoordered. CouncilmanLongakerremarkedhefeltitwasimportantthattheresidentsofthecommunityrecognizethe factthatthismatterwasstillunderadvisementandnodecisionhadbeenmadethereon,asyet. PresidentLaCroixaddedtheCouncilhadmerelyrequestedthatastudybemadeastowhatmightbeunder- takenonthesecondCourseandproperinformationonthesubjectwouldbemadeknowntothepublicbefore anydecisionwasmade. 7.FromtheCityManager~reportingallworksatisfactorilycompletedontheprojectofConstructing theClintonAvenueStormSeweratOakStreet,recommendingitbeacceptedandtheNoticeofCompletionbe orderedfiled. CouncilmanForemovedtherecommendationbeapproved,thattheworkonthespecifiedprojectbeaccepted assatisfactorilycompletedandtheNoticeofCompletionbefiled.CouncilmanLongakersecondedthe motionwhichcarriedonthefollowingrollcallvote.Ayes:Four.Noes:None.Absent:One. UNFINISHEDBUSINESS: 8.PresidentLaCroixreportedontherequestoftheCouncilthattheCityManagermeetwithrepre- sentativesoftheEastBayRegionalParkDistrictwithregardtotheSouthShorebeachproblem.Hestated Mr.WellerhadmetwithMessrs.RichardTrudeau,GeneralManageroftheDistrict,JosephMcKeown,District SecurityChief,andActingChiefIvanThompsononApril 13.Hesaidthesegentlemenhaddelvedintothe problemoftheSsuthShorebeachandthetraffic onintheareainconsiderabledepth. PresidentLaCroixreportedthethinkingwasthattheproblemcouldbecontainedtoagreatextent.It wasfeltthetrafficproblemcouldneverbeeliminatedentirelyastheareawasanaturalattractionto anover-abundanceofautomobileandmotorcycletraffic,etcetera.Hesaidhehopedpeoplewouldrealize thattheCitywoulddoitsutmosttohelpcontain,andinmanyinstancesalleviate,theproblemsexisting intheSouthShorebeacharea.HefeltthiscouldbedonethroughtheeffortsoftheCityManager1s officeandthePoliceDepartment. PresidentLaCroixsaidhehadcheckedonthesituationwiththePoliceDepartmentovertheweekendand wastoldtherehadbeennoincidentstospeakof.HestatedheknewthePoliceDepartmentwaspursuing theproblemverydiligentlyasitwishedtocorrectthecondition. PresidentLaCroixsaidtheDistricthadstateditwouldhaveareportfortheCityCouncilontheproblem withinamonth,andthiswouldprovidefurtherinformationastowhatitcoulddotoassistinalleviatingtheproblem. Mr.Weller,onrequest,statedthepossibilityofparkingandtrafficcontrolshadbeenexploredparti- cularlyandithadseemedlogicalthatthiskindofcontrolmeasurewouldcreatemoreofaproblemforthe permanentresidentsthanitwouldcreatefortherathertemporaryproblemsonthebeach. [Vir.WellersaidthepossibilityofprovidingfacilitieswestofWestlineDriveichwouldbemoreappro- priatefortheparticulartypeofactivityinvolvedinthissituationwasbeingexplored.TheEastBay RegionalParkDistrictstaffwasinagreementthatthiswasapromisingpossibilityandifitdidnotwork outitmightbenecessarytogotoone-waystreets,completeparkingprohibitionorsomekindofdrastic controlofthatsort.Itwashopedthiswouldnotbenecessaryastheconcernprimarilywasfor"G.nepeople whoutilizethestreetsintheareainvolvedandenjoytheareatwelvemonthsoftheyear.Anythingdone torestrictthisactivitytwelvemonthsoftheyeartocontrolaproblemwhichexistsessentiallyfora coupleofmonthsoutoftheyearwasfelttobeinappropriate. TherewasdiscussionwithregardtosupervisionofthebeachbyDistrictpersonnel.Itwaspointedout thattheDistrictwantedtoIIbeefUpllthepatrolsituationbutithadhaddifficultywithregardto financesandinobtainingofficerswhowantedtoserveinthiscapacitybecauseofthesituationsthey wereconfrontedwith. CouncilmanMcCallexpressedtheoplnlonthattheDistricthadtoomuchareatocontrolfortheamountof moneyinitsbudget.HepointedouttherewasnoguaranteegainedfromthemeetingtheCityManagerhad hadwiththeDistrictstaff.Hesaidhewouldliketoknowtheexactacreageundercontrolofthe Districtwhichwasbeingmannedbythefifteen-manstaff,andthenumberofmenassignedtotheAlamedabeach. PresidentLaCroixsaidhefeltthereportwhichwasexpectedfromtheDistrictshouldcontainspecific answerstothequestionsraised.Mr.Weller,onquestion,statedthereportwouldpossiblybeavailablefortheCouncilmeetingofMay5. Mr.Wellerstatedtherewasonethingonwhichthetwolawenforcementagencieswereagreedandthatwas thatmanpowerinthesituationunderdiscussionwasnotananswer.Hesaidtherehadbeennoindication thattherewasanydeliberateattemptonthepartofthepeopleusingthebeachtocreateanunreasonable problem-theywerecreatingproblemsforthepeoplewhodidnotthinkastheydidbutwerenotdoingso deliberately,TheeasiestwaytoturnthesituationintoonelikethoseinBerkeleyandSantaBarbarawastopourmanpowerontothebeach. Therewassomefurtherdiscussionwithregardtotheentirebeachproblem. NEWBUSINESS: 9CouncilmanMcCallcalledattentiontothematterofAssemblyBi 11 908,towhichtheCityCouncil hadindicateditsopposition.HepointedoutthatiftheBillweretopass,theBoardofEducation wouldreceive $150,000 buttheCityofAlameda,iftaxedinthemannercalledforintheBill,would havetoraiseitstaxesthirteencentsper $100.Hecalledattentiontothefactthatifitwereto passallutilitieswouldbeaffected.Heexpressedtheopinionthattheissueshouldbediscussedin thejointmeetingtobeheldwiththeBoardofEducation. Mr.Weller,onquestion,saidtheLeagueofCaliforniaCitiesopposedtheBillonseveralgrounds.He explaineditscurrentstatus"andsuggestedifithadmovedoutoftheRevenueandTaxCommitteeont.his date,theCityshouldcontactAssemblymanRobertW.Crown,Vice-ChairmanoftheWaysandiVleansCommittee. towhichtheBillwouldthengo.AssemblymanCrownhadindicatedhiswholeheartedopposition. 57 Mr.lvlellerrelatedfurthertheeffectoftheBill,ifitweresuccessful.Hewasrequestedtokeepthe Councilmeninformedastoitsprogress.Itwassuggestedthat,shoulditprovenecessary,theCouncilmen, asindividuals,couldagainindicatetheirwishesinthematter. 10.PresidentLaCroixextendedtoallCouncilmenandthoseintheaudienceaninvitationtoattendan EnvironmentalConferenceattheHaightSchoolAuditoriumonSaturday,April25.1970. 11CouncilmanMcCallannouncedthatonSunday,June14.1970,FlagDayceremonieswouldbeheldatthe U.S.CoastGuardBaseonGovernmentIsland.HesaidPresidentLaCroixhadreceivedaconfirmationfrom theCommandantoftheBasewithregardtostagingtheaffairintheCoastGuardCircleattheBaseat 2:00 o'clockp.m.onthatdate.Heinvitedalltoattend. 12.PresidentLaCroixwelcomedtwostudentsofCaliforniaStateCollegeatHaywardwhowerepresentin connectionwiththeirstudies. BILLS: 16.,AnitemizedListofClaimsagainsttheCityofAlamedaandtheDepartmentsthereof,inthetotal amountof$62.070.15,waspresentedtotheCouncilatthismeeting. TheListwasaccompaniedbycertificationfromtheCityManagerthattheClaimsshownwerecorrect. CouncilmanMcCallmovedthebillsasitemizedintheListofClaimsfiledwiththeCityClerkonApril21, 1970,andpresentedtotheCityCouncilatthismeeting,beallowedandpaid.Themotionwassecondedby CouncilmanForeandcarriedonthefollowingrollcallvote.Ayes:Four.Noes:None.Absent:One. ORALCOMMUNICATIONS,GENERAL: 17.Mr.FrankGottstein,731HaightAvenue,complainedthatobjectionablefeaturesoftheSouthShore beachshouldnavebeentakencareofattnetilneufitsfill,commentingthattheoutletonthewestend oftheSouthShorehadnotbeenprovidedoriginally.HesaidthenicebeachatWashingtonParkhadbeen filledinordertoprovidetheoutletandtheleadersoftheprojectwouldnotacceptthesuggestionsof thepublicinthisrespect. 18.Mr.GottsteinremarkedthatafewyearsagotheMayorofLongBeachhadcommunicatedwithvarious CityCouncilswithregardtotaxingthePacificTelephoneandTelegraphCompany.Hecomplainedthatthe TelephoneCompanyseemedtobeintheadvertisingbusiness,fromthesizeofitsyellowsection.Healso protestedthesizeoftheprintinthewhitesectionascomparedtothesizeusedintheadvert i sements, andsuggestedtheCitycomplainaboutthistothePublicUtilitiesCommission. Mr.GottsteinalsocomplainedaboutthenewprefixesusedonAlamedatelephonenumbers. 19.Mrs.CaroleMcClease,408SunsetRoad,statedagainwithregardtothequestionofCouncilmanMcCall onthesubjectthatthefifteenRangersemployedbytheEastBayRegionalParkDistrictservedtwocounties andtwentyparks.ShesaidtheRangerwhopatroledtheAlamedabeachalsoservedRedwoodRegionalPark andLakeTemescal. 58 Mrs.McCleasedisagreedwiththeproposalthataspecialareabeprovidedfortheuseoftheundesirable personsunderdiscussion.Shecommentedthatpeopleintheneighborhoodinvolvedfelttheywerebeing discriminatedagainstbecausethepeopleusingthebeachinanimpropermannerwerenotarrested,while theresidentsoftheimmediatevicinityfelttheywouldcertainlybearrestediftheyweretobehavein thesamemanner.Shesaidtheydidnotobjecttothemusicbuttothebehaviorduetotheuseofnarcotics oralcohol. Mrs.McCleasewasinfoY'medtheproposalwastomovethepartiesintoanareawhichwaseasiertocontain andworkwith,therebyremovingandeliminatingtheproblem. PresidentLaCroixstatedhefeltsurethePoliceDepartmentwouldmakeanyandallproperarrestswhen violationstookplaceontheSouthShorebeach,thattheproblemwasbeingpursuedquitediligently. 20.Mr.JohnMcClease~ofthesameaddress,objectedtothestatementthatmanpowerwasnotaproblem inconnectionwiththeSouthShorebeachdifficulty.HesaidhefeltthatbetweentheAlamedaPolice DepartmentandtheEastB~RegionalParkDistrict,thereshouldbeforcesavailableatamoment1snotice togoinifthereshouldbeasituationwhereconfrontationwasnecessary.Heagreedthatsuchsituations shouldbepreventedifatallpossible.Alongtheselines,hesaidhefeltifthereweresufficient officers,anytimetherewasanyproblemonthebeach,ifitwasimmediatelytakencareofandthefact waspublicized,therewouldnotbeasituationwheretherewouldbeaconfrontation.Hesaidhefeltit shouldbemadeclearhowmanyarrestswerebeingmadeonthebeach,thattheywerebeingpatroled,and thateverythingpossiblewasbeingdonetoseethatthingswerekeptundercontrol. Mr.McCleasesaidhehadheardnothingatthismeetingthatwouldsatisfyhimastothehandlingofthe beachproblemifthereshouldbeaweekofhotweathersimilartoEasterWeek. PresidentLaCroixassuredMr.McCleasethat,becauseofwhathadhappenedduringEasterWeek,allenforcing agencieswereawareofwhatcouldhappenunderthesecircumstances.Headdedthattheresponseofthe PoliceDepartmentwasalmostimmediate. CouncilmanForecongratulatedMr.andMrs.McCleasefortheireffortsinbringingthissituationbefore theCouncil. 21Mr.RayPetersen,2910LincolnAvenue,inquirediftheparkareaattheheadofWebsterStreetwas includedintheareaunderthejurisdictionoftheEastBayRegionalParkDistrict.PresidentLaCroix informedhimthatthiswastrue. Mr.PetersencongratulatedtheRangerhandlingthenaturestudyatthatlocation.Hesaidhehadrecently seenabeautifuldisplayofanimalsandsealifeoftheBayandtherewereprogramsinwhichcitizenscould participate.HesaidhewasundertheimpressionthattheRanger'sjobwasmoreinthenaturelinethan apolicefunction.PresidentLaCroixclarifiedthatthereweretwotypesofofficers.theRangersand thesecurityforce,operatingintheDistrict-controlledareas. CouncilmanLongakercommentedthatthemarinelifeexhibitbuildinghadbeencontributedbythepeopleof AlamedaandtheRotaryClubhadcontributed$10,000towarditsconstruction. 22.Mr.JohnBarni,Sr.,1364EastShoreDrive,statedhehadreadwithinterestarticlesintheAlameda Times-Starthepastfewdayswithregardtothedensityproposedinthecontemplateddevelopmentofthe BayFarmIslandfillarea.Hesaidhewouldliketothinkthatalldeveloperswouldhavethesameoppor- tunityindevelopingtheirpropertiesandtherewouldnotbeonesetofrulesforUtahConstruction & ningCo.andanotherforotherbuilders. Mr.BarnireviewedtheprocedurerequiredforpresentingplansforlanddevelopmenttotheCityDepart- ments.HesaidhewasdisturbedattheoriginalproposalofUtahfor15,000peopleandtheywerenow speakingof28,500,andthePlanningBoardhadnotseenanythingontheproposal.Hesaidhedidnotthink itproperthatthishighdensityshouldbeforcedonthecitizensofAlamedabecauseoftheramifications whichcomeaboutasaresultofcreatingahighdensitysuchasproposedonthefilledland.Hecommented thattheBayFarmIslandBridgewouldnotbeadequatetoservethepopulationproposed.Hesaidheexpected withtheproposalforthefillandotherconstructioncontemplatedontheremainderoftheIsland~there wouldbeinexcessof50,000peopleonBayFarmIsland,with5,300schoolchildren.Thiswouldcallfor expendituresforroads,bridges,schools,etcetera. Mr.Barniressedhisthinkingontheproposeddevelopment.He said ne feltfortilefutureAlameda should as1iberalasithadbeeninthepastandUtahshouldbeobligedtosubmititsplanstothe PlanningBoardforconsideration,thesameasotherdevelopersmustdo,inordertoproceed. PresidentLaCroixassuredMr.BarnithatUtahConstruction &MiningCo.wouldhavetosubmititsplans tothePlanningBoardformapapprovalandproceedinaccordancewithCityordinances,inthesameway asanyotherdeveloper.
