TUESDAY - - NOVEMBER 19, 2002 - - 7:25 P.M.
Acting Chair DeWitt convened the Special Meeting at 7:40 p.m.
Commissioner Johnson led the Pledge of Allegiance.
ROLL CALL - Present: Commissioners Daysog, Johnson, Kerr and
Acting Chair DeWitt – 4.
Absent: None.
MINUTES
(02-024) Minutes of the Special Community Improvement Commission
(CIC) Meeting of September 3, 2002 and the Special Joint CIC and
Housing Authority Board of Commissioners Meeting of November 6,
2002.
Commissioner Johnson moved approval of the minutes.
Commissioner Kerr seconded the motion, which carried by unanimous
voice vote – 4.
AGENDA ITEMS
(02-025) Public Hearing to review progress on Community
Improvement Plans and Five-Year Implementation Plans for the
Business and Waterfront Improvement Project, the West End Community
Improvement Project, and the Alameda Point Improvement Project.
Acting Chair DeWitt opened the public portion of the Hearing.
There being no speakers, Acting Chair DeWitt closed the public
portion of the hearing.
(02-026) Resolution No. 02-102 “Approving the use of Housing Funds
from the Business and Waterfront Improvement Project to Pay a
Portion of the Costs of Certain Infrastructure Improvements within
the East Housing Area.” Adopted.
The Alameda Point Redevelopment Manager stated redevelopment law
requires approval of the expenditure of affordable housing set-
aside funds in the amount of $855,822 for eligible infrastructure
expenses that directly benefit residents of two proposed affordable
housing projects; California redevelopment law states affordable
housing set-aside funds may be used to pay for on-site and off-site
infrastructure improvements if improvements are part of a program
that results in the new construction of affordable housing for low-
and moderate-income persons and the persons residing in those units

directly benefit from the improvement; the total number of housing
units to be constructed by Catellus, Alameda Reuse and
Redevelopment Authority, Housing Authority, and the City amounts to
584 units of which 25% will be affordable units; the current
Catellus project budget estimates the total backbone infrastructure
costs to be $30 million; approximately $18 million in bond proceeds
were received to be used primarily for the demolition of the
existing improvements and to raise about $2.1 million for
affordable housing construction; staff recommends that $855,822 of
that $2.1 million be used for backbone infrastructure in support of
the affordable housing.
Commissioner Daysog inquired whether the $855,822 is specifically
for affordable housing, to which the Alameda Point Redevelopment
Manager responded in the affirmative.
Commissioner Johnson inquired when Catellus would start
infrastructure work, to which the Alameda Point Redevelopment
Manager responded minor improvements will begin this winter with
the bulk of the work starting in early spring.
Commissioner Kerr requested staff to provide a report on the
timeline for the Catellus Development.
Commissioner Johnson moved adoption of the Resolution.
Commissioner Daysog seconded the motion, which carried by unanimous
voice vote – 4.

There being no further business, Acting Chair DeWitt adjourned the
Special Meeting at 7:50 p.m.
