MINUTES OF THE SPECIAL JOINT CITY COUNCIL AND
COMMUNITY IMPROVEMENT COMMISSION (CIC) MEETING
TUESDAY- -DECEMBER 21, 2010- -6:59 P.M.
Mayor/Chair Johnson convened the meeting at 7:04 p.m. Councilmember Matarrese
led the Pledge of Allegiance.
ROLL CALL - Present: Councilmembers/Commissioners deHaan, Gilmore,
Matarrese, Tam and Mayor/Chair Johnson – 5.
Absent: None.
CONSENT CALENDAR
Mayor/Chair Johnson announced that the resolutions approving the Memorandums of
Understanding [paragraph no. 10-599 A-B CC] were removed from the Consent
Calendar for discussion.
Councilmember/Commissioner Tam moved approval of the Consent Calendar.
Vice Mayor/Commissioner deHaan seconded the motion, which carried by unanimous
voice vote – 5. [Items so enacted or adopted are indicated by an asterisk preceding the
paragraph number.]
(*10-595 CC/*10-82 CIC) Minutes of the Special Joint City Council and Public Utilities
Board Meeting; the Special Joint City Council, Alameda Reuse and Redevelopment
Authority and CIC Meeting; and the Regular City Council Meeting Held on December 7,
2010. Approved.
(*10-596 CC) Ratified bills in the amount of $2,228,282.80.
(*10-597 CC) Recommendation to Accept the Citywide Development Fee and Fleet
Industrial Supply Center (FISC)/Catellus Traffic Fee Report. (Finance)
(10-598 CC/10-83 CIC) Recommendation to Authorize Transmittal of the Community
Improvement Commission’s Annual Report to the State Controller’s Office and the City
Council, Authorize Transmittal of the Redevelopment Agency Annual Housing Activity
Report and the Community Improvement Commission Annual Audit to the State
Department of Housing and Community Development and the State Controller’s Office,
Accept the Annual Report; and
(10-83 A CIC) Resolution No. 10-172, “Determining that the Planning and Administrative
Expenses in Fiscal Year 2009-2010 by the Commission’s Low/Moderate Income
Housing Fund were Necessary for the Production, Improvement, and/or Preservation of
Affordable Housing for Low and Moderate Income Households.

(10-599 CC) Resolution No. 14527, “Approving Amendment by Extending Memorandum
of Understanding between the International Brotherhood of Electrical Workers (IBEW)
and the City of Alameda for the Period Commencing January 1, 2009 and Ending
December 18, 2010 to March 26, 2011.” Adopted;
(10-599 A CC) Resolution No. 14528, “Approving Amendment be Extending
Memorandum of Understanding between the Management and Confidential Employees
Association and the City of Alameda for the Period Commencing January 1, 2005 and
Ending December 20, 2008, Extended through December 12, 2009, and Extended
Again through December 18, 2010 to March 26, 2011.” Adopted; and
(10-599 B CC) Resolution No. 14529, “Approving Amendment by Extending
Memorandum of Understanding between the Alameda Police Officers Association Non-
Sworn Unit and the City of Alameda for the Period Commencing December 20, 2009
and Ending December 18, 2010 to March 26, 2011.” Adopted.
The Human Resources Director gave a brief presentation.
Proponent: Al Fortier, IBEW.
Vice Mayor deHaan moved adoption of the resolutions.
Councilmember Matarrese seconded the motion, which carried by unanimous voice
vote – 5.
AGENDA ITEM
(10-600 CC) Resolution No. 14530, “Appointing Jesus Vargas as a Member of the
Transportation Commission.” Adopted.
Councilmember Matarrese moved adoption of the resolution.
Vice Mayor deHaan seconded the motion, which carried by unanimous voice vote – 5.
The Honorable Judge C. Richard Bartalini administered the Oath of Office and the City
Clerk presented Mr. Vargas with a Certificate of Appointment.
(10-600 A CC) Resolution No. 14531, “Appointing Thomas Bertken as a Member of the
Transportation Commission.” Adopted.
Vice Mayor deHaan moved adoption of the resolution.
Councilmember Matarrese seconded the motion, which carried by unanimous voice
vote – 5.

The Honorable Judge C. Richard Bartalini administered the Oath of Office and the City
Clerk presented Mr. Bertken with a Certificate of Appointment.
(10-600 B CC) Resolution No. 14532, “Appointing Dorie Lofstrom-Perez as a Member of
the Housing Commission.” Adopted.
Councilmember Matarrese moved adoption of the resolution.
Vice Mayor deHaan seconded the motion, which carried by unanimous voice vote – 5.
The Honorable Judge C. Richard Bartalini administered the Oath of Office and the City
Clerk presented Ms. Lofstrom-Perez with a Certificate of Appointment.
(10-600 C CC) Resolution No. 14533, “Reappointing Karen Lee as a Member of the
Public Art Commission.” Adopted.
Vice Mayor deHaan moved adoption of the resolution.
Councilmember Matarrese seconded the motion, which carried by unanimous voice
vote – 5.
The Honorable Judge C. Richard Bartalini administered the Oath of Office and the City
Clerk presented Ms. Lee with a Certificate of Appointment.
ADJOURNMENT
There being no further business, Mayor/Chair Johnson adjourned the meeting at 7:14
p.m.
