MINUTES OF THE SPECIAL JOINT CITY COUNCIL,
CITY OF ALAMEDA FINANCING AUTHORITY (CAFA),
AND SUCCESSOR AGENCY TO THE COMMUNITY
IMPROVEMENT COMMISSION (SACIC) MEETING
TUESDAY- -DECEMBER 18, 2012- -6:59 P.M.
Mayor/Chair Gilmore convened the meeting at 7:10 p.m. Councilmember deHaan led
the Pledge of Allegiance.
(12-585 CC) Mayor Gilmore held a moment of silence in memory of the tragedy in
Newton, Connecticut.

Absent: None.
PROCLAMATIONS, SPECIAL ORDERS OF THE DAY & ANNOUNCEMENTS
(12-586 CC) Proclamation Recognizing Sandré Swanson for His Service as Alameda’s
Representative on the State Assembly.
Mayor Gilmore read and presented the proclamation to Mr. Swanson.
Mr. Swanson thanked the Council and made brief comments.
ORAL COMMUNICATIONS, NON-AGENDA
None.
CONSENT CALENDAR
Councilmember/Authority Member/Commissioner Tam moved approval of the Consent
Calendar.
Councilmember/Authority Member/Commissioner Johnson seconded the motion, which
carried by unanimous voice vote – 4. [Items so enacted or adopted are indicated by an
asterisk preceding the paragraph number.]
(*12-587 CC/12-003 CAFA/12-002 SACIC) Minutes of the CAFA Meeting Held on July
31, 2012; the Joint City Council and CAFA Meeting Held on September 18, 2012; the
SACIC Meeting Held on November 7, 2012; and the Special and Regular City Council
Meetings Held on November 20, 2012. Approved.

AGENDA ITEM
(12-589 CC) Ordinance No. 3061, “Authorizing an Amendment to the Contract
Between the Board of Administration of the California Public Employees’ Retirement
System and the City of Alameda.” Adopted.
The Human Resources Director gave a brief presentation.
Councilmember Johnson moved adoption of the urgency ordinance.
Councilmember Tam seconded the motion, which carried by unanimous voice vote – 4.
ADJOURNMENT
There being no further business, Mayor/Chair Gilmore adjourned the meeting at 7:22
p.m.
