MINUTES OF THE SPECIAL CITY COUNCIL MEETING
TUESDAY- -DECEMBER 1, 2015- -5:30 P.M.
Mayor Spencer convened the meeting at 5:33 p.m.
Roll Call – Present: Councilmembers Daysog, Ezzy Ashcraft, Matarrese, Oddie
and Mayor Spencer – 5.
[Note: Councilmember Ezzy arrived at 5:34 p.m.]
Absent: None.
Public Comment
Discussed entering into an Exclusive Negotiating Agreement (ENA) with the
collaborative for reconstruction; requested that Council approve the ENA: Doug Biggs,
Alameda Point Collaborative.
Stated the parcel at 2350 Harbor Bay Parkway is not zoned to allow for a hotel; urged
the approval be rescinded and that the matter be placed on the December 15th City
Council agenda: Ty Hudson, Unite Local 2850.
The meeting was adjourned to Closed Session to consider:
(15-699) Conference with Labor Negotiators (54957.6); City Negotiator: Elizabeth D.
Warmerdam; Employee Organizations: International Brotherhood of Electrical Workers,
Local1245 (IBEW), Electric Utility Professional Association of Alameda (EUP A),
Alameda City Employees Association (ACEA), Alameda Police Officers Association,
Non-Sworn (PANS), Management and Confidential Employees Association (MCEA);
Under Negotiation: Salaries and terms of employment
(15-700) Conference with Legal Counsel - Anticipated Litigation Initiation of litigation
pursuant to subdivision (c) of Section 54956.9 Number of cases: One (As Plaintiff - City
Initiating Legal Action)
(15-701) Conference with Real Property Negotiators (Pursuant to Government Code §
54956.8) PROPERTY: A Parcel Within the Main Street Neighborhood Bounded by West
Tower Avenue to the South, West Midway Avenue to the North, Orion Street to the
East, and Main Street to the West. CITY NEGOTIATOR: Jennifer Ott ORGANIZATIONS
REPRESENTED: MidPen Housing, Operation Dignity, Building Futures with Women
and Children, Alameda Point Collaborative ISSUE UNDER NEGOTIATION: Real
Property Negotiations Price and Terms of Payment.
Following the Closed Session the meeting was reconvened and Mayor Spencer
announced that regarding Labor, Anticipated Litigation and Real Property, direction was
given to staff.
