The City Council shall adopt plans, specifications, and working details for all public projects exceeding the amount specified in subdivision (c) of Section 22032 of the Public Contract Code. b. Notwithstanding subdivision (a) above, the City Council shall not be required to approve plans and specifications for the construction of a public work that is part of a design /build, turn -key, cooperative agreement, or other project in which the contractor awarded the contract is responsible for the design and construction of public facility works through various Public Contract Code authorized means such as Job Order Contracting (JOC) and California Multiple Award Schedule (CMAS). Section 3. Section 2 -61.4 of the Alameda Municipal Code is hereby amended as follows: "2 -61.4 - Award of Contract. If all bids received are in excess of the informal bid limits stipulated in PCC Section 22034(d), as amended from time to time, the City Council may, by passage of a resolution by a four -fifths vote, award the contract to the lowest, responsive, responsible bidder if it determines the cost estimate of the City was reasonable. " Section 4. This Ordinance shall be in full force and effect from and after the expiration of 30 days from the date of its final passage.
