Resolution 15201CITY OF ALAMEDA RESOLUTION NO. 15201 SUPPORTING PROPOSITION 67, CALIFORNIA'S PLASTIC BAG BAN VETO REFERENDUM WHEREAS, approximately 150 cities and counties in California have adopted plastic bag bans. These bans typically prohibit single-use bags at grocery and other stores and require the retailer to charge a small fee for the sale of a paper or reusable plastic bags; and WHEREAS, these plastic bag bans have proven to reduce plastic bag litter especially within the state's many waterways; and WHEREAS, the County of Alameda's plastic bag ban went into effect on January 1, 2013, and the City of Alameda is subject to it. This ban prohibits the distribution of single-use bags at most retailers selling packaged food, and places a $0.10 per bag minimum charge on recycled- content paper or reusable bags. As a result of this ban, the purchases of bags countywide has decreased by 85% as shoppers either reuse a bag or do not use one at all; and WHEREAS, Proposition 67's success or failure will not affect the County of Alameda's plastic bag ban. All local ordinances enacted before September 1, 2015, such as the County of Alameda's, are protected; and, WHEREAS, passage of Proposition 67 will reduce the amount of plastic in the San Francisco Bay, which is a benefit to this island city. NOW, THEREFORE, BE IT RESOLVED that the Alameda City Council supports Proposition 67, California's Plastic Bag Ban Veto Referendum. I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly adopted and passed by the Council of the City of Alameda in a regular meeting assembled on the 20th day of September, 2016, by the following vote to wit: AYES: Councilmembers Daysog, Ezzy Ashcraft, Matarrese, Oddie and Mayor Spencer — 5.
