AMENDING FISCAL YEAR 2016 -17 COMMUNITY DEVELOPMENT
BLOCK GRANT (CDBG) AND HOME INVESTMENT PARTNERSHIP
PROGRAM (HOME) FUNDS BUDGET FOR PRIOR FISCAL YEAR
UNSPENT ENTITLEMENT AND PROGRAM INCOME ALLOCATIONS
WHEREAS, on June 2, 2015, the City Council adopted a biennial budget
representing the financial plan for conducting the affairs of the City of Alameda for the
Fiscal Years beginning July 1, 2015 and ending June 30, 2017, including a CDBG
Program budget; and
WHEREAS, because CDBG and Home Investment Partnership funds for the prior
fiscal year (FY 2015 -16) have not been spent and need to be reallocated, staff is
proposing that the revised CDBG Program revenue and expenditures budget be
increased by $1,508,701 and HOME Program revenue and expenditures budget be
increased by $57,492; and
WHEREAS, by reauthorizing the allocation of these funds, the City is assisted in
accomplishing its community development and affordable housing objectives; and
WHEREAS, the Council has considered the report and recommendations of the
City Manager on the budget amendments and has determined that the budget
amendments are both fair and appropriate; and
WHEREAS, these budget amendments ensure that the City of Alameda has
exercised prudent judgment in its fiduciary responsibility as guardian of the public tax
dollars.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Alameda
that the amendments to the City's Fiscal Year 2016 -17 Budget are approved, by
increasing the CDBG Fund revenue estimates and appropriations by $1,508,701 and
increasing the HOME Fund revenue estimates and appropriations by $57,492.

regularly adopted and passed by the Council of the City of Alameda in a regular meeting
assembled on 17th day of January, 2017 by the following vote to wit:
AYES: Councilmembers; Ezzy Ashcraft, Matarrese, Oddie, Vella and
Mayor Spencer — 5.
NOES: None.
ABSENT: None.
ABSTENTIONS: None.
