Resolution 15235CITY OF ALAMEDA RESOLUTION NO. 15235 AUTHORIZING RESIDENTIAL PERMIT PARKING PROGRAM FOR PUBLIC STREETS WITHIN HEADLANDS HOMEOWNERS ASSOCIATION PURSUANT TO ALAMEDA MUNICIPAL CODE SECTION 12-17.6(g) WHEREAS, the City Council has adopted revisions to Alameda Municipal Code section 12-17 to permit homeowners associations to apply for a preferential parking zone (also known as a residential permit parking program); and WHEREAS, the Headlands Homeowners Association (HOA) has submitted such an application; and WHEREAS, the Public Works Department has reviewed the application and found it to comply with Alameda Municipal Code section 12-17.6(g); and WHEREAS, the public streets within the Headlands HOA are currently affected by spillover parking generated by the nearby ferry terminal, and such spillover parking will increase as neighboring homeowner associations with private streets move to prohibit parking by ferry users on their private slreets; and WHEREAS, approval of this residential permit parking program is part of a multi- pronged approach to ensure ferry users continued access to the ferry terminal while minimizing detrimental effects to adjacent residential neighbors; and WHEREAS, the Board of the Headlands HOA has agreed to assume the costs for handling all aspects of their members' application and issuance of permits and the costs for installation and/or maintenance of required signage; and to coordinate the timing of the issuance of permits with other elements of the multi-pronged approach to ensure continued access to the ferry while minimizing the impacts of spillover parking to adjacent residential neighbors. NOW, THEREFORE, BE IT RESOLVED that the public streets within the Headlands HOA be deemed a preferential parking zone. I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly adopted and passed by the Council of the City of Alameda in a regular meeting assembled on the 21st day of February, 2017, by the following vote to wit: AYES: Councilmembers Ezzy Ashcraft, Matarrese, Oddie, Vella and Mayor Spencer — 5.
