2017-07-18 Joint CC-SACIC MinutesSpecial Joint Meeting Alameda City Council and Successor Agency to the Community Improvement Commission July 18, 2017 MINUTES OF THE SPECIAL JOINT MEETING OF THE CITY COUNCIL AND SUCCESSOR AGENCY TO THE COMMUNITY IMPROVEMENT COMMISSION (SACIC) TUESDAY- -JULY 18, 2017- -7:01 P.M. Mayor/Chair Spencer convened the meeting at 2:48 a.m. ROLL CALL - Present: Councilmembers/Commissioners Ezzy Ashcraft, Matarrese, Oddie, Vella and Mayor/Chair Spencer – 5. Absent: None. ORAL COMMUNICATIONS None. REGULAR AGENDA ITEM (17-490 CC/17-010SACIC) Public Hearing to Consider: 1) Approving and Authorizing the City Manager to Execute a Consent to Partial Assignment and Assumption Agreement for the Alameda Disposition and Development Agreement for the Alameda Landing Mixed Use Project; and 2) Authorizing the City Manager to Negotiate and Execute an Operating Memorandum for the Disposition and Development Agreement Consistent with the Term Sheet. A Final Supplemental Environmental Impact Report for the Alameda Landing Mixed Use Development Project was Certified in Accordance with the California Environmental Quality Act (CEQA) (State Clearinghouse #2006012091) in 2006. An Environmental Assessment for the Proposed Actions has been Prepared. Approved. The matter was heard under the Public Hearing regarding Alameda Landing on the regular City Council meeting. Councilmember/Commissioner Oddie moved approval of the staff recommendation. Councilmember/Commissioner Vella seconded the motion, which carried by the following voice vote: Ayes: Councilmembers/Commissioners Ezzy Ashcraft, Matarrese, Oddie and Vella – 4. Noes: Mayor/Chair Spencer – 1.
