AMENDING FISCAL YEAR 2017-18 COMMUNITY DEVELOPMENT
BLOCK GRANT (CDBG) BUDGET TO CARRY FORWARD PRIOR
FISCAL YEAR UNSPENT ENTITLEMENT AND PROGRAM INCOME
ALLOCATIONS
WHEREAS, on May 2, 2017, the City Council adopted the CDBG Action Plan for
FY 2017-18; and
WHEREAS, because CDBG funds for the prior fiscal year (FY 2016-17) have not
been fully expended and need to be reallocated among eligible activities, staff is
proposing that the revised CDBG Program estimated revenue be increased by
$1,316,565 and expenditures appropriations be increased by $2,040,066; and
WHEREAS, staff has proposed $780,078 of unused funds from prior fiscal years
be allocated to new projects; and
WHEREAS, by reauthorizing the allocation of these funds, the City is assisted in
accomplishing its community development and affordable housing objectives; and
WHEREAS, the Council has considered the report and recommendations of the
City Manager on the budget amendments and has determined that the budget
amendments are both fair and appropriate; and
WHEREAS, these budget amendments ensure that the City of Alameda has
exercised prudent judgment in its fiduciary responsibility as guardian of the public tax
dollars.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Alameda
that the amendments to the City's Fiscal Year 2017-18 Budget are approved to increase
estimated revenues by $1,316,565 and to increase expenditure appropriations by
$2,040,066 from FY 2016-17 carryover balance; and
BE IT FURTHER RESOLVED by the City Council of the City of Alameda that the
amendments to the Community Development Block Grant (CDBG) Action Plan for Fiscal
Years 2010-2011 through 2016-2017 are approved and the City Manager is authorized
to negotiate and execute related documents, agreements and modifications for
expenditures totaling $780,078.00.
I, the undersigned, hereby certify that the foregoing Resolution was duly and
regularly adopted and passed by the Council of the City of Alameda in a regular meeting
assembled on the 21 st day of November, 2017, by the following vote to wit:
AYES: Councilmembers Ezzy Ashcraft, Matarrese, Oddie, Vella and
Mayor Spencer — 5.
