APPROVING RECEIPT OF REVENUE FROM THE CALTRANS
ADAPTATION PLANNING GRANT PROGRAM FOR FISCAL YEAR
2017-2018, FOR PREPARATION OF THE CITY OF ALAMEDA
CLIMATE ADAPTATION PLAN
WHEREAS, the City Council directed City staff to update Alameda's 2008 Local
Action Plan for Climate Protection (Climate Plan); and
WHEREAS, City staff, Community Action for a Sustainable Alameda, and other
Alameda environmental groups and organizations met to discuss the accomplishments
of the Climate Plan and progress on its goal of reducing 2020 emissions below the 2005
baseline by 25%; and
WHEREAS, City staff established a scope of work, in consultation with the Public
Utilities Board and Transportation Commission, developing a new roadmap to reduce
greenhouse gas emissions and setting a new climate action goal beyond 2020; and
WHEREAS, City Council voted for City staff to move forward with the update and
its expanded scope to include the City of Alameda Climate Adaptation Plan by no later
than June 2019; and
WHEREAS, Caltrans offered an Adaptation Planning Grant Program for Fiscal
Year 2017-2018 to support local and regional adaptation planning efforts on the
transportation system; and
WHEREAS, the City of Alameda applied for and was awarded said grant on
December 15, 2017 in the amount of $236,375; and
WHEREAS, said grant revenue will assist with creating the City of Alameda
Climate Adaptation Plan and advancing the adaptation framework already started by the
Public Works Department in collaboration with the San Francisco Bay Conservation and
Development Commission on the Adapting to Rising Tides Project in 2014.
NOW, THEREFORE, IT IS RESOLVED, that the Council of the City of Alameda
accept the Caltrans Adaptation Planning Grant revenue, authorize the City Manager, or
her designee, to enter into a contract with Caltrans to accept said revenue, authorize a
local match in the amount of $30,625, and authorize the Public Works Department to
spend said revenue on the City of Alameda Climate Adaptation Plan, consistent with the
grant.

regularly adopted and passed by the Council of the City of Alameda in a regular meeting
assembled on the 6th day of February 2018, by the following vote to wit:

Mayor Spencer — 5.
