Resolution 15358CITY OF ALAMEDA RESOLUTION NO. 15358 APPROVING THE APPLICATION FOR GRANT FUNDS FOR BAY AREA AIR QUALITY MANAGEMENT DISTRICT'S BICYCLE FACILITIES GRANT PROGRAM FOR 0.9 MILES OF THE CROSS ALAMEDA TRAIL BETWEEN MAIN STREET AND CONSTITUTION WAY, AND AUTHORIZING THE CITY MANAGER TO EXECUTE DOCUMENTS NECESSARY TO ACCEPT THE FUNDING, SHOULD THE CITY BE AWARDED THE GRANT WHEREAS, since 1991, the City of Alameda has planned for a four mile east -west bicycling and walking corridor, referred to as the Cross Alameda Trail (CAT Project), in the former Alameda Beltline property; and WHEREAS, the City has developed, with extensive public input, designs for the Cross Alameda Trail segment between Main Street and Constitution Way, along Ralph Appezzato Memorial Parkway and Atlantic Ave; and WHEREAS, the CAT Project provides significant community, safety and environmental benefits, including reductions in greenhouse gas emissions by providing safe, convenient and comfortable walking and bicycling facilities, where almost none exist, serving children, students and commuters, and by planting additional trees; and WHEREAS, the City has already successfully acquired multiple grants for this extensive project and invested City discretionary funding toward the project, all of which will significantly leverage the funds requested in the grant application; and WHEREAS, the Bay Area Air Quality Management District (BAAQMD) has provided grant funds for the Bicycle Facilities Grant Program to support the construction of new bicycle facilities in the Bay Area to improve air quality by encouraging residents and commuters to mode shift to cycling and walking as alternatives to driving for short and first- and last -mile trips; and WHEREAS, said procedures established by the BAAQMD require a resolution by the applicant's governing board authorizing submittal of the application, and confirming matching funds are secured and that the applicant will comply with the program policies and guidelines by April 2, 2018; and WHEREAS, the applicant, if selected, will enter into an agreement with the BAAQMD to carry out the Project. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Alameda that the City: 1. Approves the filing of an application for the Bicycle Facilities Grant Program, and 2. Certifies that applicant has secured sufficient non-BAAQMD matching funds to pay for any project -related costs that are in excess of an award, and 3. Certifies that the applicant will comply with the Bicycle Facilities Grant Program policies and guidelines including the requirement to operate and maintain the project equipment throughout the project term, and 4. Appoints the City Manager, or designee, as agent to conduct all negotiations, execute and submit all documents including, but not limited to applications, agreements, payment requests and so on, which may be necessary for the completion -of -the -aforementioned projects) -,.-and to carry- out -the -Project,- - - - - I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly adopted and passed by the Council of the City of Alameda in a regular meeting assembled on the 20th day of March 2018, by the following vote to wit: AYES: Councilmembers Ezzy Ashcraft, Matarrese, Oddie, Vella and Mayor Spencer - 5.
