2018-05-18 Special CC Minutes Special Meeting Alameda City Council May 18, 2018 1 MINUTES OF THE SPECIAL CITY COUNCIL MEETING FRIDAY- -MAY 18, 2018- -9:00 A.M. Mayor Spencer convened the meeting at 9:08 a.m. Roll Call – Present: Councilmembers Ezzy Ashcraft, Matarrese, Oddie, Vella and Mayor Spencer – 5. Absent: None. Public Comment (18-307) Kurt Peterson, Alameda, discussed the need for transit plans to be cohesive; stated every project’s impact on other projects should be determined. Work Session (18-308) Recommendation to Accept the 2018/2019 City Council Workplan The Acting City Manager gave a Power Point presentation and the Council provided suggestions on moving and adding items on the workplan. Requested that speakers be able to comment on each workplan goal : Kurt Peterson, Alameda. Mayor Spencer stated that she would allow speakers to briefly comment on each. Housing/Homelessness Stated the rent program is failing; expressed concern over the matter being delayed; keeping people in housing is the best way to reduce homelessness: Catherine Pauling, Alameda. Discussed a San Jose housing program for teachers; urged the City to work with the School District: Kurt Peterson, Alameda. Traffic Congestion Expressed concern over AC Transit not being on time to the ferry terminal and over the Central Avenue project: David Maxi, Alameda. Stated turn lanes are not meant to be used as passing lanes; suggested controlling the lanes form commutes; a lane should not be removed: Kurt Peterson, Alameda. Special Meeting Alameda City Council May 18, 2018 2 *** Mayor Spencer called a recess at 10:43 a.m. and reconvened the meeting at 1 0:58 a.m. *** Maintain Safety and Quality of Life Expressed support for license plate readers: David Maxi, Alameda. Discussed having community space for children to play in apartments : David Maxi, Alameda. Discussed noise pollution and airport expansion: Kurt Peterson, Alameda. Improve Local Economy Discussed a proposed hotel: Kurt Peterson, Alameda. Maintain Safety and Quality of Life Inquired whether the East Bay Regional Park District Memorandum of Understanding area is similar to what is being addressed by the design group: Pat Potter, Alameda. *** Mayor Spencer called a recess at 12:12 p.m. and reconvened the meeting at 12:23 p.m. *** Fiscal and Organizational Stability Suggested adequate time for public input on Charter review; expressed concern over closed sessions; suggested creating a slush fund for departing City Managers : Kurt Peterson, Alameda. *** Mayor Spencer called a recess at 12:51 p.m. and reconvened the meeting at 1:04 p.m. *** (18-309) Receive Fiscal Year 2018-19 Mid-Cycle Budget Report and Provide Direction to Staff for June 19, 2018 Budget Adoption, Including Revenue Measures. The Acting City Manager began the Power Point presentation. Special Meeting Alameda City Council May 18, 2018 3 Stated much of the surplus has been from sales of apartment buildings; expressed concern over tenants being in fear of new landlords; discussed evictions, rent increases and data collection: Catherine Pauling, Alameda Renters Coalition. Expressed support for funding bike lane connections: Brian McGuire, Bike Walk Alameda. During the continuation of the Power Point presentation given by t he Financial Service Manager, Acting City Manager, Finance Director, Human Resources Director, Fire Chief, Police Chief, Recreation and Parks Director, Community Development Director, Library Director, Acting Assistant City Manager, City Attorney, and Public Works Director, the City Council provided direction and asked questions. Following the presentation, the City Council provided direction on department requests, pension contributions, using one-time reserves and potential revenue measures.
