AUTHORIZING THE ACTING CITY MANAGER TO APPROVE IN
SUBSTANTIAL FORM AND RELEASE A REQUEST FOR
PROPOSALS FOR DOCKLESS BIKE SHARE AND TO NEGOTIATE
AND ENTER INTO AN AGREEMENT AND ALL NECESSARY
DOCUMENTS WITH THE SUCCESSFUL VENDOR
WHEREAS, in 2016, the City of Alameda prepared a Bike Share Feasibility Study,
finding that bike share would likely be successful in Alameda and benefit residents,
visitors and employees; and
WHEREAS, in October 2017, the City launched a six month pilot dockless bike
share program with LimeBike, during which time over 50,000 bicycle trips were taken;
and
WHEREAS, a comprehensive evaluation of the program, including a community
survey with over 1500 respondents, showed that the program was successful and
supported by the community; and
WHEREAS, this evaluation showed the community, stakeholders and the City
recommended that refinements be made to the program to address the major issues of
mis-parked bicycled and youth not using helmets; and
WHEREAS, City staff developed a Request for Proposals (RFP), to select one
vendor to continue dockless bike share in Alameda, with provisions to address the parking
and helmet issues, and other issues that were raised in the evaluation; and
WHEREAS, City staff developed a template Agreement for the successful vendor,
which is attached to the RFP.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Alameda that
the Acting City Manager is authorized to:
1. Approve the RFP in substantial form for a dockless bike share operator; and
2. Approve releasing the RFP; and
3. Authorizes the Acting City Manager, or designee, as agent to select the successful
vendor, conduct all negotiations and execute an agreement and all necessary
documents with the selected vendor.
I, the undersigned, hereby certify that the foregoing Resolution was duly and
regularly adopted and passed by the Council of the City of Alameda in a regular meeting
assembled on the 1 st day of May 2018, by the following vote to wit:
AYES: Councilmembers Ezzy Ashcraft, Matarrese, Oddie, Vella and Mayor
Spencer — 5.
NOES: None.
ABSENT: None.
ABSTENTIONS: None.
