AMENDING THE INTERGATED WASTE FUND AND OPERATING
BUDGET FOR FISCAL YEAR 2018-19
WHEREAS, on June 6, 2017, the City Council did adopt Operating and Capital
Budget representing the financial plan for conducting the affairs of the City of Alameda
for the Fiscal Year beginning July 1, 2017 and ending June 30, 2019; and
WHEREAS, on June 19, 2018, the City Council did further revise Operating and
Capital Budget of the City of Alameda for the Fiscal Year beginning July 1, 2018 and
ending June 30, 2019; and
WHEREAS, In 2010, City Council adopted a Zero Waste Implementation Plan and
set a goal of achieving zero waste, or 89% diversion, from landfill by 2020; and
WHEREAS, in Fall 2017 City staff, Community Action for a Sustainable Alameda,
and R3 Consulting Group initiated a process to develop a Zero Waste Implementation
Plan Update to assess progress made toward the 2020 goal; and
WHEREAS, upon presentation of the results of that assessment and adjustments
needed to achieve the zero waste goal, City Council approved the Zero Waste
Implementation Plan Update, including 5 new strategies and a new goal date of 2022;
and
WHEREAS, City Council also approved moving forward with strategy 2 to conduct
targeted technical assistance with commercial and multi -family sectors as they have the
greatest opportunity to reduce waste sent to landfill and achieve higher levels of waste
diversion; and
I WHEREAS, City staff in consultation with R3 Consulting Group prepared a draft
scope of work t ' o solicit a contractor who specializes in this type of technical assistance
and commits to measurable results to deliver this first year of technical assistance; and
WHEREAS, staff is proposing that the Integrated Waste Fund be adjusted by
increasing recycling fees revenue estimate by $300,000, and by increasing expenditure
appropriations by $300,000; and
WHEREAS, the funding for the additional appropriations comes out from available
fund balance of the Integrated Waste Fund and will be reimbursed by Alameda County
Industries (ACI) as a reduction in the Franchise Agreement balancing account in the same
amount resulting in no net fund balance impact; and
WHEREAS, the City Council has considered the report and recommendations of
the City Manager on the budget amendment and has determined that the budget
amendment is both fair and appropriate; and
WHEREAS, the City Council has given this budget due consideration as to its
projected revenues, anticipated expenditures and available fund balances.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Alameda
that budget amendment for Fiscal Year 2018-19 Operating Budget is approved for the
Integrated Waste Fund by increasing recycling fees revenue estimate by $300,000, and
by increasing expenditure appropriations by $300,000.

assembled on the 10th day of July 2018, by the following vote to wit:
AYES: Councilmembers Matarrese, Oddie, Vella and Mayor Spencer — 4.
NOES: Councilmember Ezzy Ashcraft — 1.

ABSTENTIONS: None.
