SUPPORTING PROPOSITION 2 ON THE NOVEMBER 2018
BALLOT, WHICH WOULD AUTHORIZE THE STATE OF
CALIFORNIA TO USE REVENUE FROM PREVIOUSLY
AUTHORIZED BONDS TO FUND EXISTING HOUSING PROGRAM
FOR INDIVIDUALS WITH MENTAL ILLNESS
WHEREAS, the difficulty finding affordable housing by Bay Area and Alameda
residents has forced many individuals into homelessness; and
WHEREAS, on January 30, 2017, 204 individuals were counted as homeless in
the City of Alameda during the 2017 Homeless Point-in-time Count, with 94 of those
sheltered and 110 unsheltered; and
WHEREAS, the City of Alameda's Homelessness Report cites the lack of
physical facilities to provide services to homeless individuals and the lack of access to
Countywide services as significant gaps in addressing homelessness in the City of
Alameda; and
WHEREAS, statewide, as many as a third of the people living on the streets in
unsafe conditions are living with an untreated mental illness; and
WHEREAS, decades of research shows providing people with a stable place to
live along with mental health services promotes healthy, stable lives; and
WHEREAS, building additional market-rate, affordable, and homeless housing
units will make the largest impact on households of all abilities and incomes in Alameda
to become housed; and
WHEREAS, Proposition 2 is the No Place Like Home Act of 2018, which allows
the state to use money from Proposition 63, approved by voters in 2004 to pay for
mental health services, to designate up to $2 billion to fund housing for those with
mental illness; and
WHEREAS, Proposition 2 uses proven models of pairing housing and mental
health care -keeping Californians experiencing homelessness off the streets, out of
hospitals and emergency rooms, and receiving the mental health services they need,
while easing the burden on emergency responders and saving taxpayers millions; and
WHEREAS, the City of Alameda supports efforts that increase positive outcomes
with the mentally ill and our homeless population and recently encouraged state
lawmakers to maximize homelessness program funding in this year's budget.

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of
Alameda that the Council hereby supports Proposition 2 on the November 2018 ballot;
and
NOW, THEREFORE, BE IT FURTHER RESOLVED, that the City of Alameda
can be listed as a member of the Proposition 2: No Place Like Home coalition.

regularly adopted and passed by the Council of the City of Alameda in a regular
meeting assembled on the 16th day of October 2018, by the following vote to wit:
A YES: Councilmembers Ezzy Ashcraft, Matarrese, Oddie, Vella and
Mayor Spencer -5.
NOES: None.

ABSTENTIONS: None.
