AMENDING THE FISCAL YEAR 2018-19 CAPITAL PROJECTS FUND
BUDGET FOR THE CROSS ALAMEDA TRAIL PROJECT BY
$1 ,794,060 FROM VARIOUS FUNDING SOURCES
WHEREAS, on June 19, 2018, the City Council did adopt a Mid-Cycle Budget
representing the financial plan for conducting the affairs of the City of Alameda for the
Fiscal Year beginning July 1, 2018 and ending June 30, 2019; and
WHEREAS, since 1991, the City has worked to implement the cross-town, four-
mile Cross Alameda Trail (CAT) project ("the project") with many segments now in design
or constructed; and
WHEREAS, on July 24, 2018, the City Council received an update on this project's
status, which included the existerre of a funding gap to be addressed when the project
returned to City Council for award of a construction contract; and
WHEREAS, the project was put out to bid in August 2018, and three bids were
received. Staff recommends awarding the construction contract to the lowest responsible
bidder, McGuire and Hester; and
WHEREAS, awarding that contract requires allocating an additional $1 ,794,060 in
revenue and expenditures to tile project from the Construction Improvement Tax (Fund
164), General Fund (Fund 001 ), and remaining grant funds in order to complete this long-
anticipated project; and
WHEREAS, the Council has considered the report and recommendations of the
City Manager on the budget amendments and has determined that the budget
amendments are both fair and appropriate; and
WHEREAS, this budget amendment ensures that the City of Alameda has
exercised prudent judgment in its fiduciary responsibility as guardian of the public tax
dollars.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Alameda
hereby amends the various City Funds Budget for Fiscal Year 2018-19, by changing
certain estimated revenues and expenditure appropriations, as set forth in Exhibit A to
the Resolution, which is by this reference incorporated herein.
