Resolution 15475CITY OF ALAMEDA RESOLUTION NO. 15475 AMENDING RESOLUTION NO. 15473, "CALLING A SPECIAL ELECTION IN THE CITY OF ALAMEDA ON APRIL 9, 2019 FOR THE SUBMISSION OF A PROPOSED INITIATIVE MEASURE TO CHANGE THE LAND USE DESIGNATION FOR AN APPROXIMATELY 3.65 ACRE SITE ON MCKAY AVENUE, BY AMENDING THE GENERAL PLAN DESIGNATION FROM OFFICE TO OPEN SPACE, AND BY AMENDING THE ZONING ORDINANCE FROM ADMINISTRATIVE -PROFESSIONAL DISTRICT TO OPEN SPACE DISTRICT" BY AMENDING SECTION 1 (BALLOT QUESTION) WHEREAS, on January 2, 2019, the City Council adopted Council Resolution No. 15473 calling a special election to be held in the City of Alameda on April 9, 2019, and submitting to the voters at that election an initiative measure that proposes to change the land use designation for an approximately 3.65 acre site on McKay Avenue, by amending the General Plan Designation from Office to Open Space, and by Amending the Zoning Ordinance from Administrative -Professional District to Open Space District; and WHEREAS, on January 2, 2019, the City Council continued the meeting to January 10, 2019 to amend the ballot question in Council Resolution No. 15473 to clarify certain portions therein. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ALAMEDA THAT: SECTION 1. Amended Ballot Question. Section 1 of Resolution No. 15473 is hereby amended as follows: Pursuant to the requirements of the Charter of the City of Alameda and general law, there is called and ordered to be held in the City of Alameda, California, on April 9, 2019, a Special Municipal Election for the purpose of submitting the following proposed initiative: Shall the initiative to change the land use and zoning designations for a 3.65 -acre parcel on McKay Avenue, from Office/Administrative-Professional to Open Space, which prohibits the conversion of vacant federal buildings into a senior assisted living facility, medical clinic and supportive services for homeless individuals, and limits the use of the property to parks and related uses, be adopted? SECTION 2. Certification. The City Clerk shall certify to the passage and adoption of this Resolution and enter it into the book of original Resolutions. SECTION 3. CEQA. This action is not a project and is exempt from the California Environmental Quality Act (CEQA) pursuant to section 15378(b)(3) of the CEQA Guidelines, as it concerns the submittal of a proposal to the voters of the City. SECTION 4. Effective Date. This Resolution shall become effective upon its adoption. I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly adopted and passed by the Council of the City of Alameda in regular meeting assembled on the 10th day of January, 2019, by the following vote to wit: AYES: Councilmembers Knox White, Oddie, Vella and Mayor Ezzy Ashcraft — 4.
