Resolution 15498CITY OF ALAMEDA RESOLUTION NO. 15498 APPROVING A CHANGE IN DENTAL BENEFITS FOR PUBLIC SAFETY RETIREES WHO CURRENTLY RECEIVE DENTAL BENEFITS THROUGH MEMORANDAS OF UNDERSTANDING WITH THE CITY OF ALAMEDA'S FOUR PUBLIC SAFETY BARGAINING UNITS (INTERNATIONAL ASSOCIATION OF FIREFIGHTERS, ALAMEDA FIRE CHIEFS ASSOCIATION, ALAMEDA POLICE OFFICERS ASSOCIATION AND ALAMEDA POLICE MANAGEMENT ASSOCIATION) EFFECTIVE JANUARY 1, 2019 WHEREAS, the City provides retiree medical and dental benefits to its Public Safety employees and these benefits are outlined in the Memorandas of Understanding with the City's four Public Safety bargaining units; and WHEREAS, the City and the four Public Safety bargaining units negotiated an increase in dental benefits in 2000 and again in 2015 for employees, but then these enhancements were implemented the improved dental benefit was not provided to Public Safety retirees; and WHEREAS, the City has reviewed the records related to Public Safety retiree dental benefits and the language in the negotiated labor agreements are based on this review, enhanced dental benefits to all Public Safety retirees should be provided, effective January 1, 2019; and WHEREAS, the City has complied with Government Code section 7507 that requires an actuary provide a statement of actuarial impact upon future cost and that this actuarial valuation was provided as an informational item at the February 5, 2019 City Council meeting two weeks before the adoption of the improved benefit; and WHEREAS, the Interim City Manager has signed an acknowledgement stating he understands the current and future cost of the benefit changes as determined by the City's actuary, The Howard E. Nyhart and Company Inc. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Alameda that said Council hereby approves the changes in dental benefits for retirees, as discribed in the agenda report for this item, effective January 1, 2019; and BE IT FURTHER RESOLVED that the provision of this Resolution shall supersede any other resolution in conflict herewith. * * * * * I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly adopted and passed by the Council of the City of Alameda in a regular meeting assembled on the 19th day of February 2019, by the following vote to wit: AYES: Councilmembers Daysog, Knox White, Oddie, Vella and Mayor Ezzy Ashcraft-5.
