APPROVING WORKFORCE CHANGES TO THE FISCAL YEAR 2018-
19 MID-YEAR BUDGET UPDATE IN THE PLANNING, BUILDING AND
TRANSPORTATION DEPARTMENT, FINANCE DEPARTMENT AND
PUBLIC WORKS DEPARTMENT
WHEREAS, in order to provide a workforce that is appropriately classified and
compensated, the following workforce changes are proposed as part of the Fiscal Year
(FY) 2018-19 Mid-Year Budget Update; and
WHEREAS, the Planning, Building and Transportation Department Permit
Counter has experienced an increase in work volume which warrants the allocation of a
two-year, limited term full-time equivalent Permit Technician Ill position to specifically
support Permit Counter Planning functions; and
WHEREAS, the Finance Department has requested to allocate a new Senior
Management Analyst full-time equivalent position to perform complex, non-accounting
analytical work so that the Director of Finance may focus on higher level City Council
projects and priorities; and
WHEREAS, the Public Works Department is in need to reallocate a filled
Engineering Office Assistant position to an Executive Assistant position to better reflect
the incumbent's full scope of duties as a result of a reclassification study; and
WHEREAS, the Public Works Department has requested to reallocate a vacant
Transportation Engineer position to a Supervising Civil Engineer position to ensure
oversight of engineering staff and projects and the successful execution of Alameda's
long term traffic/transportation planning goals, which have grown in complexity and
volume.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
Alameda that the workforce changes as outlined below are approved, and the City's
authorized positions are so modified, resulting in an overall increase of 2 full-time
equivalent positions to the City's total position allocation for the FY 2018-19 Mid-Year
Budget Update:
• Planning, Building and Transportation Department
o Add one full-time equivalent, two-year limited term Permit
Technician Ill position
• Finance Department
o Add one full-time equivalent Senior Management Analyst
position
• Public Works Department
o Reallocate one full-time equivalent position of Engineering
Office Assistant to an Executive Assistant position
o Reallocate one full-time equivalent position of Transportation
Engineer to a Supervising Civil Engineer position
