Resolution 15522CITY OF ALAMEDA RESOLUTION NO. 15522 PRELIMINARILY APPROVING THE ANNUAL REPORT, DECLARING THE CITY'S INTENTION TO ORDER THE LEVY AND COLLECTION OF ASSESSMENTS AND PROVIDING FOR NOTICE OF PUBLIC HEARING ON JUNE 4, 2019 REGARDING POSSIBLE ASSESSMENT INCREASES IN ZONE 4 (PARK STREET) - ISLAND CITY LANDSCAPING AND LIGHTING DISTRICT 84 -2 (VARIOUS LOCATIONS THROUGHOUT THE CITY) WHEREAS, the City of Alameda (the "City ") has duly created the Island City Landscaping and Lighting District 84 -2 (the "District ") under the Landscaping and Lighting Act of 1972 (Section 22500 and following of the Streets and Highways Code of California) (the "Act ") to install and maintain certain landscaping and lighting improvements (the "Improvements "); and WHEREAS, the City has directed the City Engineer, as engineer of work for the District, to file an annual report in accordance with the Act, and that report is on file with the City, and shows the proposed improvements and the estimated costs and assessments, all for Fiscal Year ( "FY ") 2019 -20. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Alameda that: 1. The Engineer's Report as a whole and each part thereof is hereby confirmed to wit: (a) The Engineer of Work's estimate of the itemized and total costs and expenses of maintaining the improvements and of the incidental expenses in connection therewith; (b) The diagram showing the District, plans, and specifications for the improvements to be maintained and the boundaries and dimensions of the respective lots and parcels of land within the District; and (c) The assessment of the total amount of the cost and expenses of the proposed maintenance of the improvements upon the several lots or parcels of land in the District in proportion to the estimated benefits to be received by such lots and parcels, respectively, from the maintenance, and of the expenses incidental thereto; and (d) The annual assessment amounts for collection in installments per Streets and Highways Code §22660. The description of the improvements, the annual amount of collection for the FY 2019 -20 fiscal year and the capital financing plan and budget. The major Zone amount changes are summarized below. (i) A Capital Improvement Budget for Zone 7 is being added, an amount of $100,000 is planned to be used for the FY 2022 -23 fiscal year. 2. The report of the engineer of work on file with the City is hereby preliminarily approved and the City intends to levy assessments on the properties shown in the report for FY 2019 -20, subject to any changes that may be ordered by the City Council. 3. On June 4, 2019, at the hour of 7:00 P.M., the City Council will hold a public hearing on the proposed improvements and the proposed assessments for FY 2019-20. The hearing will be held at the meeting place of the City Council, in the Alameda City Hall, 2263 Santa Clara Avenue, Third Floor, Council Chambers, Alameda, California, 94501. 4. The City Clerk is authorized and directed to give notice of the hearing required by the Act by publishing a copy of this resolution at least once in the Alameda Sun, a newspaper regularly published and circulated in the City. The first publication shall be not later than ten days before the date of said hearing. 5.
