AMENDING THE GENERAL FUND OPERATING BUDGET FOR
FISCAL YEAR 2019-20 BY INCREASING ESTIMATED REVENUE
AND APPROPRIATIONS BY $756,524
WHEREAS, Senate Bill (SB) 850, established the Homeless Emergency_:_A-"i=d ___ _
Program (HEAP) in 2018, a $500 million block grant aimed at providing immediate
emergency assistance to people experiencing homelessness in California; and
WHEREAS, the City of Alameda has been allocated $756,524 of HEAP grant
funds to support and address the most pressing needs of unhoused residents in our
jurisdiction; and
WHEREAS, the availability of HEAP funds provides an opportunity for the City of
Alameda to work collaboratively with local businesses, faith-based coalitions, non-profit
organizations, and public agencies to plan, implement, and coordinate services and
assistance for Alameda's unhoused residents; and
WHEREAS, on June 18, 2019, the City Council adopted a budget representing the
financial plan for conducting the affairs of the City of Alameda for the Fiscal Year
beginning July 1, 2019 and ending June 30, 2020 and Fiscal Year beginning July 1, 2020
and ending June 30, 2021; and
WHEREAS, as a result of the City's receipt of $756,524 in HEAP grant fund, staff
is proposing that General Fund revenue budget be increased by $756,524 in Fiscal Year
2019-20 and expenditure appropriations be increased by $756,524 for Fiscal Year 2019-
2020;and
WHEREAS, the Council has considered the report and recommendations of the
City Manager on the budget amendments and has determined that the budget
amendments are both fair and appropriate; and
WHEREAS, this budget ensures that the City of Alameda has exercised prudent
judgment in its fiduciary responsibility as guardian of the public tax dollars.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Alameda that
budget amendment to the City's General Fund Fiscal Year 2019-20 Budget is approved,
by changing revenue and expenditure estimates by $756,524 each.

regularly adopted and passed by the Council of the City of Alameda in a regular meeting
