Resolution 15568CITY OF ALAMEDA RESOLUTION NO. 15568 AMENDING THE FISCAL YEAR 2019-20 CAPITAL PROJECTS FUND BUDGET FOR THE SEAPLANE LAGOON FERRY TERMINAL PROJECT BY $10,200,000 FUNDED BY AN $8,200,000 GRANT FROM ALAMEDA COUNTY TRANSPORTATION COMMISSION AND -------A-$2,000,000-GAANT-FROM-+H€--W-A+EoR-E-MEoRGEoNG-Y------ TRANSPORTATION AUTHORITY WHEREAS, on April 5, 2016, the City Council approved the Seaplane Lagoon Ferry Terminal Plan (Ferry Plan) and a Memorandum of Understanding (MOU) between the City of Alameda and the Water Emergency Transportation Authority (WET A); and WHEREAS, on April 27, 2017, the Alameda County Transportation Commission (ACTC) approved funding for the Seaplane Lagoon Ferry Terminal project in the amount of $8.2 million for the construction phase beginning in Fiscal Year (FY) 2019-20; and WHEREAS, on June 19, 2018, the City Council adopted a budget for FY 2018- 2019, including $2 million in additional funds for the ferry project; and WHERAS, on September 4, 2018, the City Council approved an updated Ferry Plan with a budget of $22,000,000; and WHERAS, on September 6, WETA Board of Directors approved a contribution of $2 million toward the construction of the ferry project; and WHERAS, on June 12, 2019, the City and WETA executed a funding agreement that commits WET A's $2 million for construction of the ferry terminal; and WHERAS, on June 17, 2019, ACTC allocated $8.2 million it its FY 2019-20 capital budget for the construction of the ferry terminal; and WHEREAS, on June 18, 2019, the City Council adopted a budget representing the financial plan for conducting the affairs of the City of Alameda for the Fiscal Year beginning July 1, 2019 and ending June 30, 2020 and Fiscal Year beginning July 1, 2020 and ending June 30, 2021; and WHEREAS, staff is proposing that Capital Projects Fund Seaplane Lagoon Ferry Terminal Project revenue and expenditures budget be increased by $1 0,200,000 in Fiscal Year 2019-20; and WHEREAS, the City Council has considered the report and recommendations of the City Manager on this budget amendment and has determined it to be fair and appropriate. NOW, THEREFORE, BE IT RESOLVED by the City Council of Alameda that the budget amendment for Fiscal Year 2019-20 is approved for the Capital Projects Fund Seaplane Lagoon Ferry Project by increasing estimated revenue and appropriations by $10,200,000 each. ***** I, the undersigned, herby certify that the foregoing Resolution was duly and regularly adopted and passed by the Council of the City of Alameda in a regular meeting assembled on the 161h day of July, by the following vote to wit: AYES: Councilmembers Daysog, Knox White, Oddie, Vella and Mayor Ezzy Ashcraft -5.
