AMENDING THE FISCAL YEAR 2019-20 FIRE GRANTS FUND
REVENUE AND EXPENDITURES BUDGET BY $2,595,870, EACH,
AND THE GENERAL FUND EXPENDITURES BUDGET BY $995,084
TO ALLOCATE THE REQUIRED MATCHING FUNDS MANDATED
BY THE SAFER GRANT PROGRAM
WHEREAS, on June 16, 2019, the City Council adopted a budget representing
the financial plan for conducting the affairs of the City of Alameda for the Fiscal Year
beginning July 1, 2019 and ending June 30, 2020; and
WHEREAS, the Fire Department applied and was awarded a Staffing for Adequate
Fire and Emergency Response (SAFER) Grant from the Department of Homeland
Security (DHS) Federal Emergency Management Agency's (FEMA) Grant Program; and
WHEREAS, the purpose of the grant is to assist local fire department with staffing
and deployment capabilities in order to respond to emergencies, assuring communities
have adequate protection from fire and fire-related hazards; and
WHEREAS, the grant will allow the Fire Department to hire six limited-term
firefighters for a duration of three years; and
WHEREAS, staff is proposing to decrease the General Fund Fire Department
appropriations by $126,105, and increase the General Fund Transfers Out
appropriations by $995,084 to provide for the required local match funding under the
SAFER grant, and increase estimated revenue and appropriations for the Fire Grants Fund
by $2,595,870 each, for Fiscal Year 2019-20; and
WHEREAS, the Council has considered the report and recommendations of the
City Manager on the budget amendments and has determined that the budget
amendments are both fair and appropriate; and
WHEREAS, this budget ensures that the City of Alameda has exercised prudent
judgment in its fiduciary responsibility as guardian of the public tax dollars.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Alameda that
budget amendments to decrease the General Fund Fire Department
appropriations by $126,105, increase the General Fund Transfers Out appropriations by
$995,083.50, an d increase estimated revenue and expenditure appropriations for the
Fire Grants Fund by $2,595,870, each, for Fiscal Year 2019-20 are approved.
I, the undersigned, hereby certify that the foregoing Resolution was duly and
regularly adopted and passed by the Council of the City of Alameda in a regular meeting
assembled on the 15th day of October, 2019, by the following vote to wit:
