AMENDING THE MANAGEMENT AND CONFIDENTIAL EMPLOYEES
ASSOCIATION (MCEA) SALARY SCHEDULE EFFECTIVE
DECEMBER 8, 2019 TO REFLECT A NEW SALARY FOR THE
CONSTRUCTION INSPECTION & SURVEY SUPERVISOR
COMMENSURATE WITH AN INCREASE IN SCHEDULED WORKING
HOURS
WHEREAS, City of Alameda Construction Inspection staff are expected to inspect
the ·work of City contractors during their normal working hours, which is typically Monday
through Friday; and
WHEREAS, City of Alameda Construction Inspectors, as members of Alameda
City Employees Association (ACEA), are all scheduled to work a 40-hour, five-day work
week; and
WHEREAS, the Construction Inspection & Survey Supervisor, who is expected to
supervise Construction Inspectors during normal working hours, is provided an annual
compensation based on a four-day, 36-hour work week, causing operational challenges
for the Department of Public Works; and
WHEREAS, the Department of Public Works would like to increase the regularly
scheduled working hours of the Construction Inspection & Survey Supervisor to 40 hours
over a 5 day work week; and
WHEREAS, the Management and Confidential Employees Association (MCEA)
MOU permits the City to increase scheduled working hours to either 37.5 or 40 hours
per week with department head and City Manager approval; and
WHEREAS, the City would like to keep the compensation for this position
consistent with the increase in required working hours; and
WHEREAS, this position's representative bargaining unit, Management and
Confidential Employees Association (MCEA), has reviewed and agreed to said changes.
NOW, THEREFORE BE IT RESOLVED by the Council of the City of Alameda
that the Management and Confidential Employees Association (MCEA) Salary Schedule
is hereby amended effective December 8, 2019 to reflect a new salary for ·the
Construction Inspection & Survey Supervisor commensurate to an increase in scheduled
working hours.

I, the undersigned, hereby certify that the foregoing Resolution was duly and
regularly adopted and passed by the Council of the City of Alameda in a regular
meeting assembled on the 3rd day of December 2019, by the following vote to wit:
AYES: Councilmembers Daysog, Knox White, Oddie, Vella and
Mayor Ezzy Ashcraft-5.
NOES: None.
