AMENDING THE ELECTRIC UTILITY PROFESSIONALS OF
ALAMEDA (EUPA) SALARY SCHEDULE TO REFLECT A NEW
SALARY FOR THE FINANCE AND UTILITY BILLING MANAGER AND
THE SUPPORT SERVICES MANAGER AND REVISED JOB
CLASSIFICATION TITLES FOR FINANCE AND UTILITY BILLING
MANAGER, UTILITY BILLING SPECIALIST AND UTILITY BILLING
TECHNICIAN
WHEREAS, the Council of the City of Alameda ( "City ") adopted the
Memorandum of Understanding between the City and the Electric Utility Professionals
of Alameda (EUPA) on February 19, 2019, which included an agreement to complete a
job description review and total compensation survey work and for any recommended
salary increases to be effective following the completion of the work but no later than
May 26, 2019; and
WHEREAS, the City has now completed the job description revisions and total
compensation studies; and
WHEREAS, the total compensation surveys for the Finance and Utility Billing
Manager and Support Services Manager have shown the classifications are below the
market median; and
WHEREAS, the Civil Service Board of the City has authorized the classification
specification revisions at their regular meeting of October 2, 2019; and
WHEREAS, the Public Utilities Board of the City has recommended the salary
changes at their regular meeting of December 16, 2019; and
WHEREAS, the positions' representative bargaining unit, Electric Utility
Professionals of Alameda (EUPA), has reviewed and agreed to said changes.
NOW, THEREFORE BE IT RESOLVED by the Council of the City of Alameda
that the salary schedule of the Electric Utility Professionals of Alameda (EUPA) is
hereby amended effective May 26, 2019 to reflect the new salary ranges for the
classifications of Finance and Utility Billing Manager and Support Services
Manager and the revised job classification titles for Finance and Utility Billing Manager,
Utility Billing Specialist, and Utility Billing Technician.
