Resolution 15654CITY OF ALAMEDA RESOLUTION NO. 15654 AUTHORIZING THE CITY MANAGER TO EXECUTE A COOPERATIVE AGREEMENT WITH THE CALIFORNIA DEPARTMENT OF TRANSPORTATION TO COMPLETE THE PROJECT APPROVAL AND ENVIRONMENTAL DOCUMENT (PA&ED), PLANS, SPECIFICATIONS AND ESTIMATE (PS&E) AND RIGHT-OF-WAY (ROW) FOR THE CENTRAL AVENUE SAFETY IMPROVEMENT PROJECT WHEREAS, the City of Alameda is a partner with the California Department of Transportation (Caltrans) in the funding and implementation of the Central Avenue Safety Improvement Project; and WHEREAS, partners are authorized to enter into a Cooperative Agreement for improvements to the State Highway System (SHS) per California Streets and Highways Code sections 114 and 130; and WHEREAS, for an agency other than Caltrans to perform work on the SHS, the State requires that the agency enter into a Cooperative Agreement that defines the work and establishes the responsibilities of each partner; and WHEREAS, the Central Avenue Safety Improvement Project is part of and consistent with citywide efforts focusing on both safety and climate resiliency; and WHEREAS, in 2016, the City Council approved the design concept for the Central Avenue Safety Improvement Project between Main Street/Pacific Avenue and Sherman Street/Encinal Avenue except for the Webster Street area, which is being further analyzed; and WHEREAS, in 2018, the City Council adopted the Transportation Choices Plan, which includes the Central Avenue Safety Improvement Project, and sets as primary objectives to address the climate crisis and to increase the safety of all road users; and WHEREAS, in 2019, the City Council declared a climate emergency, approved a revised Central Avenue concept between Paden School and McKay Avenue extending the safer two-way bikeway, extended the consultant contract to cover the PA&ED, PS&E and ROW for the Central Avenue project, passed the Climate Action and Resiliency Plan and approved a Vision Zero Policy to eliminate fatal and severe injury collisions; and WHEREAS, the City of Alameda will lead the development of the PA&ED, PS&E and ROW, and Caltrans will perform oversight and approval. NOW, THEREFORE BE IT RESOLVED, that the City Council of the City of Alameda hereby authorizes the City Manager or designee to execute a Cooperative Agreement with Caltrans for the Central Avenue Safety Improvement Project's PA&ED, PS&E and ROW. ****** I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly adopted and passed by the Council of the City of Alameda in a continued regular meeting assembled on the 20th day of May 2020, by the following vote to wit: AYES: Councilmembers Daysog, Knox White, Oddie, Vella and Mayor Ezzy Ashcraft-5.
