ADOPTING A CITY COUNCIL HANDBOOK AND CODE OF
CONDUCT
WHEREAS, a 2018-2019 the Alameda County Grand Jury investigated the role
that elected Councilmembers play in the City of Alameda's system of government and. in
the specific circumstances, investigated whether any Councilmembers violated the City
Charter by interfering and attempting to influence the Alameda City Manager during the
Fire Chief hiring process in 2017; and
WHEREAS, Recommendation 19-4 of the Alameda County Grand Jury Report
directed Alameda City Council to work with the City Attorney, City Manager and City Clerk
to develop and implement a Code of Conduct and City Council handbook; and
WHEREAS, on July 17, 2019 the City responded to the Grand Jury's
recommendation by stating that the City would develop and implement a Code of
Conduct and City Council handbook within one year of the date of the response; and
WHEREAS, on December 17, 2019 the staff presented to the City Council a
preliminary draft of the City Council Handbook and Code of Conduct and the City
Council provided direction concerning the content of same; and
WHEREAS, the City Council at its regular meeting on May 19, 2020 considered
further a proposed City Council Handbook and Code of Conduct and finds that the
Handbook and Code of Conduct respond in all material respects to the recommendation
of the Grand Jury ..
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF ALAMEDA AS FOLLOWS:
Section 1. The City Council adopts a City Council Handbook and Code of
Conduct.
Section 2. This resolution is effective immediately upon its passage and
adoption.

AYES: Councilmembers Daysog, Knox White, Oddie, Vella and
Mayor Ezzy Ashcraft-5.
