APPROVING WORKFORCE CHANGES AND AMENDING
THE MANAGEMENT AND CONFIDENTIAL EMPLOYEES
ASSOCIATION SALARY SCHEDULE (MCEA) IN FISCAL
YEARS 2020-2021 EFFECTIVE JULY 1, 2020
WHEREAS, in order to ensure that the City has a workforce that is
appropriately allocated, classified and compensated, changes are proposed
as part of the Mid-Cycle Review for Fiscal Year 2020-2021; and
WHEREAS, in order to support program growth, four new positions are
recommended as part of the 2020-2021 Mid-Cycle Review; and
WHEREAS, in order to ensure positions are correctly allocated based
on the work being performed it is recommended to reclassify three positions;
and
WHEREAS, in order to ensure the Assistant/Deputy City Attorney(s)
assigned to the prosecution unit are able to support the Courts allow the base
hours for these positions to be increased from 36 a week to 37 .5.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City
of Alameda that the salary schedule amendment and workforce changes as
outlined below are so modified, resulting in an overall increase of four full time
position to the City's total position allocation for the Fiscal Year 2020-2021.
• Alameda Municipal Power
o Upgrade one Utility Project Manager to Senior Electrical Engineer
o Add one Computer Service Technician -AMP
• City Attorney
o Reclassify one Paralegal position to Paralegal Investigator and increase hours from 36
to 37.5 hour a week
o Increase the hours for the Assistant/Deputy City Attorney(s) assigned to prosecution
from 36 hours per week to 37.5 hours per week
• Community Development
o Upgrade one Management Analyst position to Development Manager
• Library
o Add one Library Technician position -January 1, 2021
• Planning Building & Transportation
o Upgrade one Combination Building Inspector II to Senior Combination
Building Inspector
• Pollee
o Add one Animal Control Officer position -January 1, 2021
• Recreation and Parks
o Add one Gardener position

I, the undersigned, hereby certify that the foregoing Resolution was duly and
regularly adopted and passed by the Council of the City of Alameda in a regular
meeting assembled on the 16th day of June, 2020, by the following vote to wit:
AYES: Councilmembers Daysog, Knox White, Oddie, Vella and
Mayor Ezzy Ashcraft-5.
