AUTHORIZING THE CITY MANAGER TO APPLY FOR AND RECEIVE UP TO
SEVENTY FIVE THOUSAND DOLLARS ($75,000) IN ALAMEDA COUNTY
TRANSPORTATION COMMISSION (ACTC) COVID-19 RAPID RESPONSE BICYCLE
AND PEDESTRIAN GRANT PROGRAM FUNDS TO ENHANCE AND EXPAND
ALAMEDA'S COMMERCIAL AND SLOW STREETS PROGRAMS; AND ALLOCATE UP
TO $75,000 IN FUNDS FROM LOCAL MEASURE BIBB BICYCLE AND PEDESTRIAN
FUNDS FOR THE REQUIRED MATCHING FUNDS, SHOULD THE GRANT BE
AWARDED
WHEREAS, the COVID-19 pandemic has rapidly and dramatically changed the
closely inter-woven transportation and economic environments in Alameda; and
WHEREAS, on May 19, 2020, the City Council endorsed the implementation of
the Commercial Streets program and the residential Slow Streets programs to provide
more physical space for residents, businesses and visitors to safely live, work, shop
and dine in Alameda; and
WHEREAS, City staff then implemented these programs as short term
programs, to be in place through early November 2020; and
WHEREAS, on September 1, 2020, given the continued need for businesses to
operate outside, City Council unanimously supported the extension of the Commercial
Streets program beyond the initial end date of November 3, 2020 through October 31,
2021; and Council has previously endorsed continuing the Slow Streets program while
the physical distancing requirements are in place, which is expected at least through
late 2021; and
WHEREAS, both the Commercial and Slow Streets program would benefit from
enhancements and expansion to meet the needs of the community and visitors, and to
last for at least another year, including by installing more substantial and, as
appropriate, semi-permanent infrastructure that is less likely to be stolen or damaged,
and will last for at least another year; to repair, maintain and replace signs and
barricades; to expand the Slow Streets program to more streets by purchasing
additional barricades and signs; to make striping adjustments to Park and Webster
Streets, as needed; and other similar efforts; and
WHEREAS, the ACTC COVID-19 Rapid Response Bicycle and Pedestrian Grant
Program is a non-competitive grant for quick-build transportation improvement projects
that support improved bicycle and pedestrian accessibility to local businesses, with a -
maximum grant award of $75,000, and a required 100% local match, for a total potential
program cost of $150,000; and
WHEREAS, the City has sufficient unallocated Measures B and BB Bicycle and
Pedestrian funding that can be used for the local matching funds; and
WHEREAS, it is in the City's best interests to partner with local agencies to
maximize its resources and attain mutual goals to reduce greenhouse gas emissions
from the transportation sector.
NOW, THEREFORE, BE IT RESOLVED by the City Council that:
1. The City Manager is authorized to apply for and receive up to $75,000 in ACTC
COVID-19 Rapid Response Bicycle and Pedestrian Grant Program funds, and
2. The City Council hereby allocates up to $75,000 in Local Measure BIBB Bicycle
and Pedestrian Funds for the required local matching funds, should the City be
awarded the grant, and
3. The City Manager or designee is appointed as the City's agent to conduct all
negotiations; execute and submit all documents including, but not limited to
applications, agreements, payment requests, etc. which may be necessary for
the completion of the aforementioned project; and to carry out the project.

regularly adopted and passed by the Council of the City of Alameda in a regular meeting
assembled on the 20th day of October, 2020 by the following vote to wit:
AYES: Councilmembers Daysog, Knox White, Oddie, Vella and
Mayor Ezzy Ashcraft-5.
