SACIC Resolution 18-08SUCCESSOR AGENCY TO THE COMMUNITY IMPROVEMENT COMMISSION OF THE CITY OF ALAMEDA RESOLUTION NO. 18-08 APPROVING AND ADOPTING THE BUDGET FOR FISCAL YEAR 2018-19 W HEREAS, the Community Improvement Commission of the City of Alameda (the “Former Agency”) was duly created pursuant to the California Community Redevelopment Law (Part 1 [commencing with Section 33000] of Division 24 of the California Health and Saf ety Code) (“Redevelopment Law”); and W HEREAS, Assembly Bill x1 26 (“AB x1 26”) was signed by the Governor of Calif ornia on June 28, 2011, and was held by the California Supreme Court to be largely constitutional on December 29, 2012; and W HEREAS, as a result of the Supreme Court’s decision, on February 1, 2012, all Calif ornia redevelopment agencies were dissolved, and successor agencies were established as successor entities to the former redevelopment agencies pursuant to Health and Safety Code section 34173(a); and W HEREAS, the City Council adopted Resolution No. 14643 on January 4, 2012, electing for the City to serve as the Successor Agency to the Community Improvement Commission of the City of Alameda (“SACIC”) upon the dissolution of the Former Agency; and W HEREAS, on June 27, 2012, the Governor of California signed into law Assembly Bill 1484 amending AB x1 26 and adding additional requirements to the successor agencies; and W HEREAS, the SACIC is tasked with paying, performing, and enforcing the obligations and winding down the affairs of the Former Agency; and W HEREAS, pursuant to Health and Safety Code sections 34177(j) and (l), before each six month fiscal period the SACIC must prepare and submit an administrative budget and a Recognized Obligation Payment Schedule (“ROPS”) to the Oversight Board for approval; and W HEREAS, the ROPS must also be submitted to the County Administrative Off icer, County Auditor-Controller, State Controller’s Office, State Department of Finance, and be posted online; and W HEREAS, there has been submitted to and filed with the Board of the Successor Agency to the Community Improvement Commission of the City of Alameda at this meeting, a budget representing the financial plan for conducting the affairs of the SACIC f or the Fiscal Year beginning July 1, 2018 and ending June 30, 2019; and W HEREAS, the Board of the Successor Agency to the Community Improvement Commission of the City of Alameda has considered this budget at a duly noticed regular meeting of the SACIC at which time members of the public were afforded an opportunity to express their views; and W HEREAS, the Board of the Successor Agency to the Community Improvement Commission of the City of Alameda has given this budget due consideration as to its projected revenues, anticipated expenditures and available fund balances. NOW , THEREFORE, BE IT RESOLVED by the Successor Agency to the Community Improvement Commission of the City of Alameda that said budget as submitted at this meeting is hereby approved and adopted as budget for the SACIC for Fiscal Year (FY) 2018-19, and that the expenditures are hereby approved and authorized as the total appropriations for the FY ending June 30, 2018 and June 30, 2019 as follows: 1. The proposed 2018-19 Budget in the total appropriation of $12,077,750, as set forth in the Exhibit 1 of the June 19, 2018 Staff Report accompanying this Resolution in incorporated herein by this reference. 2. The Executive Director to the SACIC or his/her designee, is authorized and directed to take such actions as are necessary and appropriate to comply with Health and Safety Code section 34177 and carry out the intent of this Resolution. ****** I, the undersigned, Secretary to the Community Improvement Commission of the City of Alameda hereby certify that the foregoing is a full, true and correct copy of a resolution duly and regularly adopted and passed by the SACIC in a meeting assembled on the 19th day of June 2018, by the following vote to wit: AYES: Councilmembers Ezzy Ashcraft, Matarrese, Oddie, Vella and Mayor Spencer – 5.
