Contract, if awarded, will beawarded, subject to the provisions of the
Charter of said City, to the responoLble bidder who submits the lowest and best
bid. The right is reserved to reject any or all bids.
The City Clerk is hereby directed to advertise, in the Alameda Times

Star, a notice calling for sealed bids in accordance with the t)rovlsions of this
resolution and of said Specifications and Provisions.
