Resolution 03889Im EESOLUTION NO. 3869 AUTHORIZIAG CITY EACTNEER TO kUSE THE RELOCATION OF TRUNKLINE SEWER TO BAY FIRM ISLAND ACROSS THE SAN LEANDRO CHAEPEL lil',TE) TO T11,TCUR i'i�L)DITI011AL OBLIGATION UP APPROXITATEELY 6024.300.00 THEREFOR WHEREAS, on the 24rd day of June, 1946, a ccntrart was entered into between the City of klaneda and NeGuire and Hester, a corporation, in accordance with Specifications, Special Provisions and Plans adopted therefor, No. PW 5-48-6, filed May 16, 1948, in the office of the City Clerk, in connection with the In- stallation of a sanitary sewer interceptor S70eM and force vain on Bay For Island; and iUEREAS, under date of nuFust 17, 1945, a cori:munication was received fro -n the Assistant State EiFhway EnjIneer, Jnc. E. SheZFs, Which said letter, in part, reads as follows: "It is understood the work involves placement of a sewer pipe parallel to and 1371 from the center line of the bridge at a considerable depth below the surface of the bay mud. We are apprehensive that a deep trench in such close proximity to the existinj bride would undermine the supports and create a dangerous situation, if not the complete failure of the existing structure. Since the bridge connects two portions of the City of Alameda, It is believed that your Honorable Council is as anxious to avoid any possibility of damage to this structure as air Department is; and it is sugnested that before you proceed with this work you consult with this office so that a mutual satisfactory procedure can be wcrked out.'' 1EEREAS, since the receipt of said letter numerous conferences have been had between the City Engineer's office of the City of Alameda ard Ante E!gbway offAcIals concerninE the contents of said letter; and UEREAS, soil tests and other investigation have been made and a report thereof prepared, w1nich, in part, reads as follows. "It is difficult to determine the minimum distarce from the brQUe at which the trench could be constructed without jeopardizing the highway structure, or the trencb design Which wonid assure stable slopes. The slope stability would depend on several factors wKch are ln?ebernlre, e.F. method of trench excavation, effects of wave and tidal action, ond the degree of homogeneity of the ,rmd. beds. 0 ... Any increase in the distance tetween the sewer trench and the bridge wouldf of course, reduce the probability of damage to the bridge." M WLEREAS, after further conferences with the State HiEhway Engineers and with representatives of the County ingineerts Office of Klameda County, it was determined to increase the distance of the line crossing the channel from 137 feet westerly from the center line of the existinE Hay Farm Island bridge to 260 feet westerly from the center line of said brldEe; and WhEvEiss it is estimated the change in location of said sewer line would increase the cost of said sewer approximately :j'�24,300.00; and ASEVIS, provision for such chanFes, alterations and extra work !s nade, in the said contrqct between City of Aluneda and mit' !Y and Hester, a corporation; an d ThEREAS, the City Courcil has fully considered said matter and it is the opinion of said City Council, from the stan1point of public health, safety and convenience, that it Is necessary that said sewer line be relocated as above set forth; NOW TEEFEFORES BE IT HESOLVED EY TLE COUbOIL OF TLE CITY OF ALL7EDA that the City EnEineer of the City of Alameda be, and he Is hereby, eqthorized and directed to cause the location of said sewer line to be dlhal,Eel0 fro -m 137 feet westerly from suld center line of sell Bay Farm Island bridEe to 260 feet westerly from the center lire K said Pay Farm Island bridge.
