Resolution 04492Im RESOLUTION NO. 4492 APPROVING THE PROGTaM REICCMTAIENDED FOR THE IMMEDIATE CONSTRUCTION OF CERTAIN APPROAQHF�STO THE SAN FRANQISCO-OAKLAND BAY, BRIDGE BY, THE, HOG ,TORABLE I EARL V JA.RREN qOV7RNOROF TH1,L7, STATE, OF, CALIFORNIA., WHEREAS, the lack of a second Estuary tube connecting the Cities of Alameda and Oakland has long been recognized on all sides as the most Critical highway deficiency in northern California; and WEEREAS, the East Bay Cities and San Francisco have recently agreed upon a program for the refinancing of the existing San Francisco -Oakland Bay Bridge for the purpose of providing funds for additional and improved approaches to said structure; and �,%THE'HEAS, said refinancing will specificall.ly provide for a second Estuary tube between the Cities of Alameda and Oakland; N1OW TILEREFOREE , BE Tq RESOLVED BY THE COUITCIIT: OF THE CITY OF AUMEDA ' that it does hereby recommend, its approval of the plan to refinance the San Francisco -Oakland Bay Bridge for the aforesaid purposes. BE IT FURTHER RESOLVED that the Honorable Earl Warren, Governor of the State of California, and the California Toll. Bridge Authority be, and they are hereby, respectfully urged and requested, to immediately proceed with the refinancing of the San Francisco -Oakland Bay Bridge to provide for: 1. Repayment of about $6,600,000 appropriated from State highway funds for construction of original approaches. 2. Repayment of about660,000 appropriated from State highway funds for studies of an additional bridge, approaches, etc. 3. Repayment to State General Fund of about $1,500,000 expended for studies on additional bridge, ap roaches, etc. (Total of these three obligations appro,-�_imately ��,"�9,000,00E 4. Make necessary improvements in existing structure for greater safety and capacity. (Approximately $7,500,000). r" Provide sufficient funds to bring studies of south crossing to same state of completion as parallel crossing studies. (Approx-.i.mately $1,500,000). 6. Provide $501000,000 for construction of approaches, the amount to be divided evenly between the west and east sides of the bridge. Build approaches within 10 -mile radius of 5th Street Ramp in San Francisco and toll,plaza in Alameda County, in the amount of $25,0005000 foreachside of the Bay. 7. Provide for payments from, tolls for operation and insurance for the period of financing the above projects and the period required to refinance additional crossings between Alameda and San Francisco Counties.
