Bay Area Authority and has irvited recommendations and suggestions as to the
composition, of the nuthorlty and of the powers to be corferred upon it; and,

and other civic groups of the East Bay did, on the 7th day of December, 119, 1., at a
meeting of the Dolwig Committee held in the courthouse in Oakland, California,
submit a statement of policy enbodying their thinking on this sibjept; and

of the aforementioned statement of po2icy and is fully advised in the premises:
