Resolution 04596RESOLUTION O. 4596 ADOPTING AND APPROVING THE REVISED AND AMENDED "POSITION CLASSIFICATICILQ PLAN" OF THE,] SERVICE OF THE CITY TO SUPERSEDE THAT NOW IN EFFECT: PROVIDING FOR CERTAIN OFFICERS, ASSISTANTS, DEPUTIES, CLERKS, iND EMPLOYEES OF THE CITY OF ALATvEDA 1", -ND FIXING THE COMP-EITSATICNT THE_,'ffOF: A AD RE PEA LI Na RIESOLIJITION NO. 4404 AND Ak=- T,,a7NTS TEEEETO. WHEREAS, a very extensive study of prevailing rates of pay and position classification for required duties and responsibilities of officers and employees of the City was undertaken by the Civil Service Board, the City Eanager, and the Executive Secretary of theCivil Service Board, because the growth of the City, industrially, commercially, and in population, required an increase in public service and employees and made advisable, upon recommendaticn of the Citizens' Advisory Committee, amendment and revision of the present service of the City to conform to up-to-date experience and make for uniformity with adjacent political jurisdictions; and REASY the Civil Service Board has submitted a folio to this Council EI summarizing the basis of the study and methods of arriving at the recommendation to this Council; and WHEREAS, -the Civil Service Board, as a result of said study, has fixed and recommended to this Council the "Position Classification Plan" with code numbers, position titles, salary schedule numbers, and five-step salary schedule for all of the various nositions in the service of the City; and WHEREAS, this Council does hereby find and determine that the said amendments and revisions of the "Position Classification Plan" and salary schedule will benefit and modernize the service of the City, correct inequalities now existing in the compensation of employees, and attain more uniformity with ad- jacent political -jurisdictions in its application to like ciao sifications, duties, responsibilities, and compensation; NOW, TBEFEFORE,.9 BE IT RESOLVED BY THE CCUNCIL OF THE, CIT!OF AIAM-EDA AS FOLLOWS: 1. That the "Position Classification Plan" with code numbers, position titles, number of positions, salary schedule numbers, and basic five-step salary schedule for all positions created and included in the service of the City be, and is hereby, adopted and approved. 2. Positions The offices, employments, and positions hereinafter designated in the HeAlution, except insofar as they are specifically provided for by the Charter of the City of Alameda, are hereby created. Wherever the word "position" is hereinafter used, it shall be deemed to mean and refer to all offices, employments, and positions. 3. Definitions and Duties. The definitions; typical tasks, duties, and job requirements of each position herein mentioned, excep��as�may be other- wise providedby the Charter ofthe City of Alamedashall behoehichareormay be hereafter defined by the "Position Classificaton Planrecommended by the Civil Service Board and approved by the Council of the City of Alameda, and any amendments thereto. 4. Position Inde The index of all the position titles for all classes of positions in he service of the City with an identifying code number and salary range number therefor is made a part hereof. When applied, the salary range number will indicate the rate or rates of compensation which are to be applied to the respective position title. 5. That the persons now holding a position in City service on the of date of this resolution shall have the same status in the service in the position held on the effective date of this resolution with -all accrued privileges, rights, and seniority to Which they may be entitled, except as expressly otherwise provided herein, according to the Personnel Records of the City, which records are hereby, ratified and confirmed. In the event such position has been reclassified, the person holding such position shall be allocated to the new classificatior. 6. Conversion to Ste, _1jjn,. In converting from the present salary plan to the five-step basic salary plan, the foK - owing procedures shall be fo2lowed, I and for any situation not covered by paragraphs IQ), (lb), (2), or (3) following, sunh situation shall be resolved in a manner to carry out the intent indicated. M M (1a) The salary of a probationary City employee whose current rate of pay is less that the new minimum rate for the class to which his position has been allocated shall have his salary increased to the new minimum rate. (lb) The salary of a permanent City employee whose current rate of pay is equal to or less than the new minlryn rate for the class to which his position has been allocated shall have his salary increased to the second step of the salary range. (2) The salary of an employee whose current rate of pay is above the minimum and below the maximum rate of the new Compensation Plan shall have his salary increased to the next higher step of the salary range. (3) Ve salary of an employee whose current rate of pay is equal to or above the maxims m.rato for the class to which his position has been allocated shall continue at his present salary rate. Such an employee shall receive no increase in salary as long as the position he fills is in a class having a maximum rate below his present salary rate. 7. Number of Positions. Those positions existing on the effective date of this resolution shall be considered authorized and approved. S. Salary Schedule and Advancement. The salary schedule included herein shows the position and salary range number applicable thereto which shall be applicable to all classes of positions in the service of the City, and the said salary schedule is hereby adopted and approved. L2a2inLrfLtV_and _Salaries. Original appointments to a position shall be made at the minimum step designated for that particular class of positions. An employee may be appointed to other than the minimum step upon the recommendation of the City Manager, City Librarian, and General Manager of the Public Utilities in those cases in which an individual -may be entitled to a rate above the r1inimim because of his ability and experience, or in those cases in which it'is impossible to obtain qualified individuals for the position at the minimum rate. Full -Time fL212yLent. The salary rates as specified in the Compensation Plan shall be considered gross -compensation for full-time employment and are exclusive of vacation, holiday, sick or other leave with pay. Part-TJEeEy2l,2ZmenL. Those employees appointed on a part-time basis shall be paid in proportion to the time worked. When it is necessary to com- pensate for service on a daily basis, or to compute partial earnings, the daily rate of pay shall be determined by dividing the monthly rate by the total number of days in the month involved. Sala 2Z_Advancement. Salary advancement shall be made subject to the following provisions: (1) Upon successful completion of a six months' probationary period, a new employee, excepting police officers and fire fighters, shall be advanced to the next higher step of the salary range of his classi- fication. Such increase will become effective on the first day of the pay period following completion of the six months' service. (2) Thereafter, an employee who maintains a satisfactory level of work shall be advanced automatically, at annual intervals, to succeeding steps of the assigned salary range. The annual increases will become effective on the anniversary date of the increase to the second step. (3) New employees entering the Police and Fire Service shall be employed at the minimum step of the salary range for their position. The holiday pay shall be in addition to the regular salary an employee receives for all holidays which fall on a regularly scheduled �,',iork day for such employees. C_� 10. Holiday Le ;Departments . All employees of the Police and Pire Departments, excepting the Police Chief, Fire Chief, clerks, stenographers, or other civilian employees, shall be paid additional compensation for holidays at the straight time daily rate of 1/30 of their regular monthly salaries. This provision applies to the following holidays: New Year$sDay Admission Day Lincoln's Birthday Columbus Day 01ashington's Birthday Armistice Day Memorial Day Thanl]'msc-iving Day Independence Day Christmas Day Labor Day In the event any of the aforementioned holidays shall fall within the vacation period of said employees, the provision for additional compensation shall not be applicable. 11. Overtime Payment When a City employee, excepting part-time employees, division or department heads,is required to perform emergency work in excess of the work hours per day or on his days off, as provided in the work schedule for his position: M (1) he shall be allowed such time off from his eriployment vvith pay, as is equal to the amount of time worked in excess of the work hours per day for such classification; or (2) he shall be paid for such work on an hourly basis at a rate of one and one-half times -Uhe rate paid to him for bils services performed during his normal work hours. 12.
