AUTHORIZING A REQUEST TO THE CALIFORNIA DEPARTMENT
OF TRANSPORTATION TO ESTABLISH PARKING RESTRICTIONS
ON VARIOUS PORTIONS OF CITY STREETS THAT ARE ON STATE
ROUTE 61
WHEREAS, pursuant to State law, the City of Alameda must adopt a resolution
authorizing a request to the California Department of Transportation (Caltrans) to
establish parking restrictions on portions of city streets that are on State Route 61; and
WHEREAS, in 2018, the City Council adopted the Transportation Choices Plan,
which includes the Central Avenue Safety Improvement Project, and sets as primary
objectives to address the climate crisis and to increase the safety of all road users; and
WHEREAS, in 2019, the City Council voted to establish a policy to improve safety
of all users of the road through visibility improvements (daylighting) at intersections; and
WHEREAS, in 2020 and in 2021, the City held a virtual open house in conjunction
with Caltrans on the Central Avenue Safety Improvement Project and the adjacent
Encinal Avenue Pavement Preservation Project; and
WHEREAS, in 2021, the City Council approved the Vision Zero Action Plan, which
prioritizes the reduction of fatal and severe injury crashes to zero, and includes
daylighting as a key vision zero safety countermeasure; and
WHEREAS, in 2021, the City Council approved a resolution to make significant
safety improvements to Alameda streets to end fatalities and serious injuries, with
daylighting on high injury corridors, which includes State Route 61 on portions of Central
Avenue and Encinal Avenue; and
WHEREAS, following extensive public outreach and numerous public hearings,
in 2021, the City Council approved the final design for the Central Avenue Safety
Improvement Project including the State Route 61 portions of Central Avenue with
parking restrictions between Webster Street and Sherman Street/Encinal Avenue; and
WHEREAS, in 2022, City staff coordinated with Caltrans staff on the preparation
of this parking restriction resolution to ensure it meets Caltrans requirements.
NOW, THEREFORE, BE IT RESOLVED, that the Alameda City Council
authorizes Caltrans to establish parking restrictions on the State Route 61 portions of
Central Avenue between Webster Street and Sherman Street consistent with its April
2021 approval of the Central Avenue Safety Improvement Project as shown in Exhibit 2
of the September 6, 2022 staff report; and
BE IT FURTHER RESOLVED, that the Alameda City Council authorizes Caltrans
to establish daylighting on Encinal Avenue at the intersection of Oak Street and at the
intersection of Park Street as shown on Exhibit 3 of the September 6, 2022 staff report;
and
BE IT FURTHER RESOLVED that a certified copy of this Resolution and its
attachments, and any accompanying supporting materials shall be forwarded to Caltrans
to request the establishment of parking restrictions on the above-described portions of
State Route 61.

regularly adopted and passed by the Council of the City of Alameda in a regular meeting
assembled on the 6th day of September 2022, by the following vote to wit:
