AMENDING THE GENERAL FUND OPERATING BUDGET FOR
FISCAL YEARS 2021-23
WHEREAS, on June 1, 2021, the City Council did adopt a budget representing the
financial plan for conducting the affairs of the City of Alameda for the Fiscal Year
beginning July 1, 2021 and ending June 30, 2023; and
WHEREAS, the City and Alameda Unified School District (AUSD) intend to enter
into a Joint Use Agreement for the Operation and Maintenance of the Emma Hood and
Encinal Swim Centers (JUA) for a five-year term starting in September 2022; and
WHEREAS, per the terms of the JUA, each party pays 50% of all costs to operate
the two swim centers and based on previous annual payments, the payment for FY 2022-
23 is anticipated to cost $180,000 for the City's share; and
WHEREAS, the adopted FY 2022-23 budget currently includes an allocation of
$80,000 for this JUA annual payment, which was budgeted significantly lower for the
operation of only one swim center due to the pending May 2022 closure of the Emma
Hood Swim at the time of budget development; and
WHEREAS, the closure by the Alameda County Department of Environmental
Health was extended to December 2023 so additional funds must be allocated to pay
50% of operational costs for both swim centers this fiscal year; and
WHEREAS, in last FY 21-22, the Alameda Recreation and Parks Department
exceeded its revenue projections by over $500,000 and these excess funds were rolled
into the General Fund fund balance and are available to be allocated for the additional
cost to operate the Emma Hood Swim Center in this FY 22-23; and
WHEREAS, staff is proposing that the General Fund - Recreation and Parks
Department 10051423 (Swim Center Facilities) be increased by $100,000 for FY 22-23;
and
WHEREAS, the Council has considered the report and recommendations of the
City Manager on the budget amendments and has determined that the budget
amendments are both fair and appropriate; and
WHEREAS, this budget ensures that the City of Alameda has exercised prudent
judgment in its fiduciary responsibility as guardian of the public tax dollars.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Alameda that
the budget amendment to the General Fund - Recreation and Parks Department
10051423 (Swim Center Facilities) be increased by $100,000 for FY 22-23.
I, the undersigned, hereby certify that the foregoing Resolution was duly
and regularly adopted and passed by the Council of the City of Alameda in a
regular meeting assembled on the 20th day of September 2022 by the following
vote to wit:
AYES: Councilmembers Daysog, Knox White, Vella and
Mayor Ezzy Ashcraft — 4.
NOES: Councilmember Herrera Spencer - 1.
ABSENT: None.
ABSTENTIONS: None.
